00:00In front of the continued protection of our territory and peace,

00:04some senators helped to increase the budget of the Department of National Defense.

00:09Daniel Manalastas was at the center of the news.

00:14Some of the senators who contributed to the deliberation of the 2025 National Budget

00:19are the Department of National Defense and the Department of Transportation.

00:23Some senators want to make sure that the military branches are properly funded.

00:28If our modernization program is properly funded,

00:33we should be on the horizon of AFP modernization.

00:37What we are aiming for is at least to have that minimum credible defense posture

00:41and fully mission capable for territorial defense of our country.

00:46So any move, Mr. President, that this chamber would propose to add to the budget of the DND,

00:53we will fully and solidly support.

00:56Senate Majority Leader Francis Solendino reaffirmed the leasing of equipment.

01:02He said, even if it's a foreign country, the defense equipment is still being leased.

01:06I want to rekindle, reopen the minds of our defense establishments that

01:11leasing is more cost effective for military procurement than outright purchase.

01:19It will involve lower initial investment.

01:22In the implementation of the budget of the DOTR,

01:25Senator Joel Villanueva prioritized the issue of overloading, particularly the trucks.

01:30Every year, our roads are being destroyed.

01:33You know, the most painful thing for us in Bulacan,

01:35when they called us Lubacan and not Bulacan, it hurts us a lot.

01:40It smells bad when it comes to us.

01:42The budget sponsor said,

01:44According to our assistant secretary, our LTO director,

01:48for Region 3 alone, what their problem is that they only have four vehicles.

01:55For LTO, they are really undermanned.
