00:00What is the social value of public employment?
00:04Today's event, entitled The Social Value of Public Employment,
00:08includes the themes on which we have thought of asking for a moment of reflection and meeting
00:13between the institutions and the various representatives of the professional world of public health.
00:18This is to face together and find synergies in order to identify the solutions to the problems
00:24that affect our national health service, of which public employment is the backbone.
00:29The reflection that we have thought could be the basis of the invitation to this event
00:35serves to find synergies, recipes, so to speak, to identify possible solutions,
00:41but above all sustainable, which allow us to preserve the value of our universal national health service,
00:47which the whole world has envied us so far and we hope it will continue to do so in the future.
00:52Well, in the meantime, we have thought that the proposals to be realized
00:58are those that give value to the public-dependent relationship within the public health service,
01:05which has recently been distorted by a whole series of atypical relationships,
01:09including the use of the provider of services through private parties to the so-called cooperatives,
01:16which in reality, if we reflect, is not even suitable in the private system,
01:21precisely because they are extremely expensive in the face of a relationship with the quality and safety of care
01:27that is not at the level of what the Italian public health service is.
01:30It is difficult to think of acting on the violence of which the health workers are victims
01:36thinking of repressive measures, or at least thinking exclusively of repressive measures,
01:41where, when these dramatic episodes occur, they are the result of an exacerbation of the use
01:49compared to a perception of the delivery of care that is not at the level of expectations.
01:55This is the real problem to be solved.
01:57It is clear that if the problem of efficiency, appropriateness and safety of the health services
02:04that are delivered, for example in our hospitals, but not only, but also in the territorial structures,
02:08will never be seriously addressed, the problem of an exasperated use.
