00:00Nightly greetings, one and all.
00:07William Theo here, homegrown and happy to bring you PTV News Now.
00:11It is not only wishful to think law and order and crime prevention in the Duterte administration
00:17was better and more efficient with all the gore and vigilante killings that scared much
00:22of the population stiff, well, the numbers don't lie and say otherwise.
00:28Vice President Rodrigo Duterte's assertion that crime has returned and risen to alarming
00:33rates after he stepped down from power is purely self-promotion and devoid of factual
00:39data.
00:40His successor and sitting President Ferdinand Armarco Jr.'s peace and order policy and
00:46war on illegal drugs have paid off well in numbers, over 10.5% less since he took over
00:52the reins of government.
00:55This was the quick rebuttal of Justice Chief Jesus Crispin Boying-Rimulla over the outrageous
01:00claim criminal elements and activity began to resurface and surge when the current administration
01:07took over and reset the peace and order and war on illegal drug policies.
01:12Of the eight focused crimes highlighted in the latest PNP Crime Index report, only theft
01:18saw an uptick at 4.79%.
01:21In the meantime, all other focused crimes saw appreciable declines.
01:26Rape went down to 11.08%, robbery to 2.26%, battery 10.59%, murder 10.17%, homicide to
01:370.91%, and carjacking 23.27%.
01:43Meanwhile, Japan's ruling party suffered the worst election performance in 15 years,
01:50casting doubt and uncertainty on the composition of the next leadership to guide Asia's powerhouse
01:56economy and most generous benefactor of foreign aid in the continent.
02:00VOA's Bill Gallo is in Seoul, South Korea, and he filed this report.
02:06Japanese Prime Minister Shigeru Ishiiba hoped Sunday's election would strengthen his leadership.
02:12Instead, his coalition fell far short of a majority, weakening his position.
02:18As the results came in, Ishiba acknowledged the election has been a tough ride.
02:23Many voters were angry over a political funding scandal and the rising cost of living.
02:29To stay in power, the ruling LDP must now search for smaller partners.
02:33It won't be easy.
02:35Many opposition parties have already ruled out a coalition.
02:38That could force the LDP into a fragile minority government.
02:42Even if he survives, Ishiba will be weakened.
02:45His power and his influence inside the party will be very much undermined.
02:52And I don't think he can take any robust initiatives for his own agenda.
02:59Though Ishiba is seen as a foreign policy expert, he may now have to focus on political
03:05survival.
03:06Because of the outcome of this election, foreign policy will never be a top priority for a
03:14new government.
03:15Japan's broad foreign policy direction is not expected to change, but some fear priorities
03:21will shift.
03:22Fewer people, both within the LDP and across the aisle in the parliament, are keen on strengthening
03:35Japanese military power.
03:37And they're not interested that much in raising tax revenue to help support the growing necessity
03:47for Japan to rearm itself more fundamentally.
03:51Most analysts predict the LDP will be able to form a government in the next 30 days,
03:56as required by law.
03:57But with another key election in July, much more could be at stake for the party that's
04:02dominated Japanese politics for decades.
04:05Bill Gallo, DLA News, Seoul, South Korea.
04:08At this moment, let's turn to my colleague in PTV's Baguio City Studios for what's hot
04:16and happening in the Cordilleras.
04:18Audrey?
04:19In the Arab world, the Philippines is facing a lot of damage from the Cordilleras and the
04:24storm that hit Baguio-Christine.
04:25Some people say it's a disaster, and that's what's happening there.
04:31According to the Regional Disaster Risk Reduction Management Office, as of October 27, 2024,
04:38more than 3,000 families and affected groups were affected, including more than 2,000 individuals
04:44and more than 1,000 barangays.
04:47The list includes the total damage caused by the four barangays.
04:50Of the four barangays, 159 were partially damaged.
04:55More than P1.9 million pesos of humanitarian assistance was given to the affected groups.
05:01According to the Department of Public Works and Highways Cordillera, as of 5 o'clock this
05:06afternoon, more than P67 million pesos were given to the infrastructure sector.
05:11The roads in the region were damaged, as well as the Cannon Road.
05:17According to the Department of Agriculture Cordillera, more than P17.5 million pesos
05:23were given to the agriculture sector, which is affected by the floods and floods.
05:28Currently, there are high-value crops in Baguio and Cordillera.
05:35More than P27 million pesos were given to agri-intervention, which is also affected.
05:44Meanwhile, the Chinese Coast Guard and its soldiers in the Philippines and the West Philippine Sea
05:51have joined the National Security Council.
05:57According to the National Security Council of the Philippines,
06:02this is an exclusive economic zone that is subject to the 2016 Arbitral Ruling.
06:08According to the President Ferdinand R. Marcos Jr. of Maritime Zones,
06:13this is an archipelagic sea lanes built-up that is subject to the ruling.
06:20It is possible that the NSC will file a case against China for environmental degradation
06:26because of the coral reef and the giant clam, the Scarborough Shoal.
06:32According to the NSC Assistant Director General Jonathan Malaya,
06:36this is an exclusive document for filing a case against China.
06:41This decision is up to the President.
06:46There is a team at the Department of Justice together with the OSG
06:51that is preparing the case to be filed.
06:53But the decision whether that is to be filed or not will depend upon the President.
07:09Many thanks, Audrey, and that's all for tonight's program.
07:12Join us again tomorrow for another twin bill of news breaking stories in the afternoon and in the evening.
