00:00The adjournment of the Senate session will not affect the pending impeachment proceedings against Vice President Sato Duterte.
00:06Antonio Amanda Ligutan, co-author of the third impeachment complaint, explained that it is impossible that a filed case will be dismissed because of the Senate session recess,
00:15because impeachment is considered a non-legislative function of the Congress.
00:18According to Ligutan, the point of this process is all about justifying the accountability of a public official,
00:24as Article 11 of the 1987 Constitution states that all public officials and employees must at all times be accountable to the public.
00:31It is written in Section 1, Article 11 of the Constitution, that public offices, public trusts, public officers and employees must at all times be accountable to the people.
00:43I repeat, they must be accountable to the people at all times.
00:47Ligutan pointed out why a need to push this impeachment is necessary.
00:51Can we still trust a Vice President who threatened the lives of the President of the Republic?
01:00Can we still trust the Vice President who said she will not bother to explain to the people how the millions of confidential funds were spent?
01:12The question is, is it not bad or is the Vice President good-natured?
01:20The question is, can we still trust the Vice President?
01:28Meanwhile, retired Supreme Court Associate Justice and former member of the Constitutional Commission, Adolf Azcuna, said this complaint could possibly lapse if the Senate does not act on it until the 20th Congress.
01:40He clarified that there's no need to call for a special session.
01:43He then emphasized the only thing the Senate should do is to start the proceedings as an impeachment court so the public will not doubt about the future and feasibility of this case.
01:52I just want to start so that there will be no doubt on the ability to continue under the 20th Congress.
02:02It won't take long to start. All you have to do is convene, take their oaths or affirmation, and formally accept the articles of impeachment and inform the House.
02:18There is no need for a special session because the Constitution already says that they are supposed to start if I delete it.
02:26It is expected impeachment proceedings will commence upon resumption of the Senate regular session on June 2.
