00:00Tutorials are now free for Kindergarten to Grade 10 students who are having a hard time reading.

00:07Under the Academic Recovery and Accessible Learning, or ARAL Program Act,

00:12which was passed by President Ferdinand R. Marcos, Jr.,

00:16that is the center of the news of Noel Talacan.

00:21As a father, education is the most important gift that we can leave to you.

00:27This is the message of President Ferdinand R. Marcos, Jr.,

00:30when he passed the Academic Recovery and Accessible Learning, or ARAL Program Act, today.

00:37The President said that education cannot be compared to anything else.

00:42It is what drives a Filipino child to be successful in life and to be a good citizen of the country.

00:50It is a material thing that can be compared to the value of education.

00:54It will give you the ability to face any challenge in life and to serve our country.

01:03It will also meet the needs of students to have a quality education.

01:11With the signing of the ARAL Law, we embark on a definitive journey

01:15to champion the right of every Filipino child to quality education

01:19ensuring, as well, that it is accessible to all.

01:23In 2018 and 2022, the Philippines ranked last in the world in the Program for International Student Assessment, or PISA.

01:32In 2023, the Philippines ranked 54th in the Global Knowledge Index.

01:39According to the President, this is not left to chance,

01:42so he made a step to change it.

01:46This disheartening trend remained alarmingly the same,

01:50highlighting the urgency of the learning crisis that we confront today.

01:54It is imperative, therefore, that we acknowledge this massive challenge,

01:59determine the necessary steps, and prioritize the implementation of learning interventions.

02:05The Senate President Francis Chiz Escudero,

02:10House Speaker Martin Romaldez,

02:13Education Secretary Sani Angara,

02:15Senator Sherwin Gatchalian,

02:17and other members of Congress and officials of the DepEd.

02:21But how will the ARAL Program Act be implemented?

02:25Yes, it's like a tutorial. It's really like a mentor-mentee.

02:28It's like a tutorial.

02:30Because we really want, as much as possible, to individualize.

02:36If we see that we need help to study, let's intervene immediately.

02:41Let's not wait for the end of the school year.

02:43He also insisted that this will not be an additional job for the teachers.

02:49He will do this within the school year.

02:52The parents and guardians of the students will also participate.

02:56If this happens, first of all, it will be more voluntary.

03:01There will be additional compensation and upskilling.

03:05The tutorial session can be implemented face-to-face, online or blended.

03:10The law is also intended to encourage out-of-school youth to return to school.

03:15This is also the case for DILG, DICT, and LGU.

03:19The ARAL Program Act will become a law.

03:22Fifteen days after it is published,

03:25it is intended to increase the knowledge and skills of students in the country
