00:00The PCG and the Office for Transportation Security have reached an agreement.
00:05We will discuss this with Commodore Algier Ricafrente, the spokesperson of the Philippine Coast Guard.

00:16Good afternoon to you as well, and to all of our listeners.
00:20What are the responsibilities of the Philippine Coast Guard in the International Ship and Port Facility Security?
00:29We will help the OTS to ensure the security compliance of the ships that pass through here.
00:41We will also ensure the security personnel to comply with the requirements
00:50so that they will not be considered as one of the security guards in the port facilities.
00:56We will also verify with the recognized organizations that conduct the training,
01:03the port security training, and the personnel that are with the security personnel
01:10to ensure that their processes and training are correct.
01:16We will also ensure that the security guards receive the necessary training
01:26before they can be deployed to the ports and port facilities.
01:31How will the collaboration of the PCG and the OTS be in terms of incident reporting and investigations?
01:40If there is an incident, we will provide the information to the OTS
01:47so that they can see if it is safety or security related.
01:51If we see an incident, we will collaborate in conducting the investigation
01:59and also in responding to the incident.
02:04What is the significance of this agreement when it comes to maritime security of the Philippines?
02:11As I mentioned, as part of the SOLAS Convention,
02:17we will ensure the security of the ships that come to us,
02:23particularly the international vessels that, aside from the measures being undertaken by our ports authority,
02:30we are also there to ensure the security that when they come, we are sure that there is no threat to our port authority.
02:41And even if it is our port authority,
02:44we also need to ensure the safety of the ships that come to us
02:49so that they can continue to undertake their port of call.
02:54This is why it is very important for the collaboration of our agencies
02:59to ensure the security of the ports, facilities, and ships.
03:05What are the challenges in maritime security that this agreement will address?
03:15This includes transnational crimes.
03:20The challenges that we are seeing,
03:23because we know that our OTS is now,
03:27due to their high responsibility, they are lacking in personnel.
03:31That is why it is a very big opportunity for the Philippine Coast Guard to assist them
03:36because we are monitoring the ports,
03:41because we have personnel in the ports.
03:43We will enter those gaps to help them.
03:50Based on the memorandum of agreement that was passed,
03:52what specific trainings and capacity building initiatives are included here?
03:59One of the trainings that we can do is the maritime security training course,
04:07along with the port facility security officer's course,
04:10and the investigation and assessor's course.
04:15In other talks, what is the statement of the PCG
04:19regarding the widespread bidding issues that are being raised by the PCG senior officers?
04:27We are the ones who are being bribed
04:29because the process of bidding that we did,
04:33particularly in the purchase of 9M Impestors,
04:38is transparent.
04:41Their allegation that the bid price of the winner is overpriced,
04:49we can assure that, in fact,
04:52the bid price of the winning company is lower than the proposed budget.
04:58That is why we can see this as an advantage to our government

05:09than the budget that we allocated.
