00:00Foreigners can't work the country's mines unless on a highly technical consulting capacity,
00:05the labor code clearly states.
00:07So the Chinese nationals found to be working in some small-scale operations have been taken
00:12into custody.
00:13Our Claisel Pardelia has more on an ongoing crackdown for more foreigners illegally engaged
00:19in mining work all across the country.
00:24The Department of Environment and Natural Resources has raised concerns about foreign
00:28nationals working in mining operations in the country.
00:32The Environment Department recently discovered Chinese nationals involved in small-scale
00:37mining in Camarines Norte and Cagayan Province in Northern Luzon.
01:07Foreigners are not permitted to work in mines unless high technical expertise is required.
01:30Under the labor code, Filipino workers are given priority in mining jobs, as the constitution
01:36states a country's natural resources should benefit Filipinos first.
01:41Cases are being prepared for filing.
01:43The DNR is strictly monitoring mining operations and does not rule out the possibility of other
01:48foreigners working in illegal mines.
01:51It's certainly a concern.
01:53And so we work very closely with our other partners, not just, I would say, the local
02:02authorities, but certainly with our partners in the Department of Defense.
02:08And of course, DTI and DOLE, we'd like to have closer cooperation to see whether may
02:15be there are documents that are correct.
02:20President Ferdinand R. Marcos Jr. has recognized companies that have demonstrated exceptional
02:26performance in the mining sector.
02:28Thirteen mining companies received the 2023 Presidential Mineral Industry Environmental
02:34Award in Malacanang.
02:36These awardees have shown commendable support for our vision for the mining sector.
02:40We'll continue to invest in environmental technologies and adopt best practices that
02:45go even beyond compliance, from pioneering reforestation efforts to utilizing more sustainable
02:52extraction techniques.
02:54And of course, your meaningful contributions to the host and neighboring communities through
02:59education, health care, and livelihood programs are truly inspiring.
03:05The government places great importance on responsible mining amid the increasing demand
03:10for clean energy and the promotion of electric vehicles.
03:13In 2023, the value of mining production for copper, gold, and nickel reached Php 160 billion
03:20with the mining industry contributing 0.5% to gross domestic product.
03:25President Marcos Jr. is pushing for the rationalization of the mining fiscal regime, seeking to improve
03:31taxation on the mining industry, and promote more responsible mining practices.
