00:00On the last day of the 44th and 45th ASEAN Summit and related meetings in Vientiane,
00:05Lao People's Democratic Republic, President Ferdinand R. Marcus Jr. echoed the urgency
00:11to draft a code of conduct in the West Philippine Sea before attendees of the East Asia Summit.
00:17And the president said it won't be easy to resolve the issue the right way, but giving
00:22up is not an option.
00:23The details in this story.
00:28President Ferdinand R. Marcus Jr. remains steadfast in asserting that the Philippines
00:32will continue to defend its sovereignty and rights in the West Philippine Sea, despite
00:36China's aggressive actions and acts of coercion in the West Philippine Sea.
00:41The Philippines will not back down in the face of China's intimidation.
00:45He affirmed the country will maintain its presence in the West Philippine Sea.
00:49President Marcus Jr. emphasized he took every opportunity to raise the issue during his
00:53interventions at the 44th and 45th ASEAN Summits and related meetings.
01:23His administration will relentlessly push for a code of conduct or COC to ensure peace
01:38in the West Philippine Sea, despite the frustration brought about by China's contradictory statements
01:43and actions.
01:45China has previously asserted the situation in the West Philippine Sea is stable and that
01:49it is open to resolving misunderstandings with other countries.
01:53However, it continues its aggressive actions and coercive behavior within Philippine waters,
01:59an exclusive economic zone.
02:01Every single day we push for the conclusion of COC.
02:04It's much more than frustration because there's danger, there's potential danger, there's
02:11something wrong.
02:12In three separate incidents, China vessels illegally used horns, water cannons and rammed
02:17Philippine ships at Escoda Shoal, which is only 17 nautical miles from the Philippines,
02:23but over 600 nautical miles from mainland China.
02:26China also targeted a Philippine civilian vessel with tracking lasers and threatened
02:31using it by way of a Chinese warship equipped with missiles.
02:35The Philippines will seize every opportunity to inform the world about the true situation
02:39in the West Philippine Sea.
02:41There are many offers of help and they say if that is a problem, maybe we could do this,
02:46maybe our country can send vessels, maybe we can have joint operations, maybe we can
02:52have discussions, maybe I can serve as an interlocutor.
02:56All of these offers which would not come if we did not make our position clear and explain
03:06to them what the present situation is, how the situations have evolved.
03:12The President acknowledged that resolving this challenge won't be easy, but stressed
03:16that it cannot be ignored.
03:19He called for multilateralism, urging a collective approach to addressing issues in the West
03:23Philippine Sea.
03:24Efforts, he said, must be conscientious and sincere in order to effectively reduce tensions
03:30in the region.
03:32The United States has supported the Philippines' position, expressing concern at the ASEAN-U.S.
03:37summit over China's dangerous and unlawful actions in the southern and eastern parts
03:41of the sea.
03:42Secretary of State Antony Blinken noted that China's actions have harmed people and damaged
03:47ASEAN member vessels, contrary to its promise toward peacefully resolving issues and disputes.
03:53At the 44th and 45th ASEAN summits, the U.S. reaffirmed its commitment to supporting freedom
03:59of navigation and overflight in the Indo-Pacific.
04:02President Marcus Jr. also acknowledged the ongoing support and contributions of the U.S.
04:06to ASEAN, including its active presence in the region, promoting peace, stability and
04:12security in the Indo-Pacific.
