00:00Good morning to all of us, this is an update on what we are monitoring at the moment, Typhoon Hulian.
00:07Earlier at 2am, Typhoon Hulian partially receded and downgraded into a typhoon category.
00:15Its movement is still slow here in the South-West of Taiwan.
00:21It was last seen at a distance of 280km west-northwest of Itbayat, Batanes.
00:27This is the wind speed of 165km per hour near the center and a gust of wind of 205km per hour.
00:36This is a slow-moving typhoon.
00:39At the moment, there is still strong winds and strong rains in the area of extreme northern Luzon.
00:48So, we should continue to be careful for our fellow citizens there
00:52and we should still consult with our LGU and local DRRM offices
00:57for the actions that we need to take for our safety.
01:03According to our latest forecast track analysis,
01:07there was a significant change in the track forecast of Typhoon Hulian
01:11where we can still see that it will recurve and move north-eastward.
01:18Where we can see that it will enter our area of responsibility
01:24and it will landfall here on the southwestern coast of Taiwan later tonight or tomorrow morning.
01:33After landfall of Typhoon Hulian,
01:37we can see that the movement will change when the landmass and coastal waters of Taiwan will be affected
01:45before it moves south-westward towards Taiwan Strait and the southern coast of mainland China.
01:55We can see that it will leave our area of responsibility by Friday evening or Saturday morning.
02:02And because we currently do not have a dominant weather system
02:07that is affecting or influencing the general motion or movement of Typhoon Hulian,
02:13we have not yet removed the possibility that in the next updates that we will release,
02:18we will have a shift or change in the track forecast of Typhoon Hulian.
02:25So we are still continuously monitoring and will continue to monitor the updates that will be released.
02:33And also, we can see that even in the next few days,
02:37the weakening of Typhoon Hulian will continue because of the incoming northeasterly wind flow
02:46or the cold wind here in the East China Sea, even in the area of Taiwan Strait.
02:52And also, because Typhoon Hulian has been here in the sea for a long time,
02:57in the southwest of Taiwan, or its movement has been slow here in this sea,
03:03we can see that there is an upwelling or the wind is pushing our hot surface water away
03:12and it will replace it with cooler water from beneath the surface ocean.
03:17So because of this, the condition is not that favorable for Typhoon Hulian to intensify.
03:26And also, we can also see that if Typhoon Hulian hits Taiwan's landmass,
03:33we will also have frictional effects where we are not removing or ruling out the possibility
03:41that before Typhoon Hulian hits Taiwan, it will just be a low-pressure area.
03:47So again, we are still continuously monitoring and will continue to monitor the updates that will be released.
03:54Meanwhile, we can still see that here in the yellow circle,
03:59there is still a strong wind blowing from Typhoon Hulian,
04:04this is the area of the extreme northern Luzon where we still have a high wind signal, number one.
04:12In Batanes, Babuyan Islands, in the northern and western portions of Ilocos Norte,
04:18and also here in the northwestern portion of mainland Cagayan,
04:22where the areas that we have mentioned,
04:25they can still experience strong winds blown by Typhoon Hulian
04:30and it is still possible for it to cause damage, especially to the structures made of light materials.
04:36So be careful for our countrymen.
04:41Meanwhile, today, for heavy rains,
04:44the areas that can experience heavy rains are reduced,
04:51but we still have moderate to heavy rains here in the area of Batanes and Babuyan Islands
04:57where the areas of northern Luzon can still experience light to moderate to at times heavy rains.
05:03So again, be careful for our countrymen in the face of floods and landslides.
05:12At the moment, we still have a high gale warning here in the coastal areas of Batanes,
05:19Babuyan Islands, and the northern coast of Ilocos Norte
05:23where we are still not allowing our fishermen and small fishing boats to sail.
05:33We will continue to provide updates on the weather forecast.
