00:05The effect of the strong north-east monsoon is still continuing.
00:10It will still bring some cold temperatures and low rains, especially in the eastern and southern portions.
00:17Meanwhile, the easterly or the hot wind from the east brings rains in a large part of Mindanao.
00:23And over Palawan and Visayas, the monsoon and the easterly are found.
00:28That's why we're still building a shear line.
00:30This is the line where we sometimes have heavy rains,
00:34so we should still be careful of floods and landslides.
00:38Based on our latest satellite animation,
00:40we still don't expect a storm to form in our country until the end of March.
00:47Today, we still expect a cloudy weather in many areas of Luzon because of the north-east monsoon.
00:53A cloudy weather or cloudy skies with some light rains
00:56here in Cagayan Valley as well as Apayau,
00:59below Aurora, Quezon, a large part of Bicol Region,
01:03and here in Mimaropa, except for Palawan.
01:05While Luzon is a part of Metro Manila,
01:09there is still a cloudy part and sometimes a cloudy sky
01:12that is accompanied by light rains or landslides.
01:16Here in Metro Manila, it's still not hot, between 24 to 32 degrees Celsius,
01:21and it's still cold here in the north,
01:23including Baguio City, from 14 to 24 degrees Celsius.
01:29To our fellowmen in Palawan and a large part of Visayas,
01:32be careful if you're going out of the house for today
01:35because the rains are still expected,
01:37like the shear line or the hot and cold winds.
01:41The strongest rains are still here in the southern portion of Palawan,
01:44as well as eastern Visayas.
01:46There is a high chance that we will have high weather advisories
01:49and even heavy rainfall warnings.
01:52While Luzon or Visayas is a part of Metro Manila,
01:55the western and central portions are also expected,
01:58mostly cloudy skies, and it's also expected to have scattered rains and thunderstorms,
02:02especially before dawn until the afternoon.
02:05Our temperature in Metro Cebu is between 25 to 30 degrees Celsius,
02:09and the temperature in eastern Visayas is even lower.
02:13And to our fellowmen here in a large part of Mindanao,
02:17the rains are still expected, like the easterly,
02:20even if there will be heavy rainfall.
02:22As early as this morning, there is a strong rain
02:25in other Samoro region and Zamboanga Peninsula,
02:28and there is a high chance of rain in the next few hours
02:31over Soxergen, Davao region, Dinagat Islands, and Surigao del Norte.
02:36The remaining part of the Caraga region plus northern Mindanao
02:39is partly cloudy and sometimes cloudy skies in the morning,
02:42but by the afternoon, there is also a high chance of rain and thunderstorms.
02:47Usually, this will last up to 3 hours.
02:50Our temperature in Zamboanga City and Davao City is up to 32 degrees Celsius.
02:56For now, we don't have a gale warning or a warning for high winds
03:01due to the rapid increase in wind gusts.
03:04It is expected this morning to be up to 4 meters in northern Samar and eastern Samar,
03:09but eventually, it will go down to 3 meters when the sun rises in the morning.

03:36tomorrow, Sunday, March 23,
03:39we still expect heavy rains and thunderstorms in a large part of Visayas,
03:44Mindanao, Mimaropa, and Bicol region.
03:46That is the effect of the combined shear line plus eastern leaks.
03:50Be careful of flooding and landslides.
03:54The chance of rain is still the highest here in the Bicol region and eastern Visayas.
04:00The remaining part of Luzon, the northern and central portions, Metro Manila,
04:05and Calabarzon will still have heavy rains and thunderstorms.
04:15Then, on Monday to Wednesday, March 24 to 26,
04:19the eastern leaks or winds from the Pacific Ocean will return
04:23with hot and humid weather,
04:26especially in the eastern sides of Luzon, Visayas, and Mindanao.
04:31However, some areas will still experience heavy rains,
04:34including a large portion of Mindanao.
04:36It won't be continuous.
04:37Eastern Visayas, Isabela, Aurora, Quezon, Marinduque, Oriental Mindoro, and Palawan
04:45will still experience heavy rains from Monday to Wednesday.
04:49As for the northeast monsoon,
04:50it is possible that the northeast monsoon will be the last storm of the month
04:56that will eventually replace the warm-dry season in our country.
05:03The wind will still return from the north,
05:05which we call the northeasterly wind flow,
05:08at the end of April.
