00:48Good morning, Kenneth. Good morning to all of our viewers.
00:51Asec, can you give us an overview of what will happen this morning here in Coron, Palawan?
00:57This is the continuation of the program of the Department of Agrarian Reform
01:02to distribute aid to landless farmers.
01:06Today, here in Coron, the President will be giving about 1,270 kloa,
01:14equivalent to about 2,900 hectares.
01:19We know that since the start of the administration,
01:22the President wanted to continue what his father, President Ferdinand E. Marcos, Sr., started
01:29by giving titles to our farmers
01:32so that they will be able to provide food to our people.
01:37I understand that this is also the way of the government
01:40for food security that the government always focuses on.
01:45Yes, because our issue here in the Philippines is
01:49that we have a lot of farmers who are willing to cultivate lands
01:54but they are not the ones who are farming.
01:57So, when the farmers go to them, they will be more productive
02:03and obviously, if our farmers are more productive,
02:06it will be beneficial to our food security.
02:10Sir, how did we choose or how were these beneficiaries chosen?
02:14And are we specific on how much land each ARB will be able to provide?
02:19That depends on the place.
02:22But the basic criteria is that the tenant or landless farmer should be in the barangay
02:29or the place where the title will be given.
02:32Obviously, if it's a Filipino citizen.
02:34And of course, he should have the ability to cultivate the land
02:39because there will be a field investigation if he meets the criteria.
02:45The most basic, aside from the residency and citizenship requirement,
02:50is that he should be able to cultivate the land that will be given to him.
02:57Sir, you have mentioned that there should be the ability to cultivate or to provide.
03:01But how will the government help in that aspect so that they can provide their land?
03:07That is also part of the trust of the administration in terms of ensuring food security.
03:12So, there are extension services for the farmers to learn new skills.
03:19And obviously, to speed up the process, there is a program for mechanization.
03:25So, the farmers will be helped to get new skills or knowledge and technology
03:32so that their farm will be more productive.
03:35Sir, how can we ensure that the transition of land titles will be smooth here in our ARBs?
03:42As I mentioned earlier, there is a field inspection, right?
03:48Preliminarily, to know if it is deserving or if the title should be given.
03:54So, they will still look at it to know if the land is really being used.
03:59Because there are issues there that if the title is received, it will be transferred to others.
04:04So, there will be a continuous verification and inspection to see if the land is really being used for farming.
04:12Sir, do we still have a plan to expand the land titles in other places?
04:17In the beginning of the administration, the land that will be given to the farmers is about 1.3 million hectares.
04:28So, in an interview with Secretary Estrella, maybe last month or three weeks ago,
04:34he said that until 2028, there are 800,000 hectares of land
04:39that the administration of President Ferdinand R. Marcos plans to distribute to the farmers.
04:46So, that is our goal to give the titles to our farmers until 2028.
04:56So, that is your message to our farmers about the programs of the administration for them?
05:02Yes, part of the priority of the President that we mentioned, Kenneth, is food security.
05:09But how can we ensure food security?
05:12We need to give support to our farmers.
05:16So, the giving of titles and the opening of farm-to-market roads,
05:22which will also be turned over today,
05:25is just one of the major priorities of our President to really support our farmers.
05:34As we know, there is also a plan to expand our irrigation, our cold storage facilities.
05:41So, we are just waiting.
05:43The plans are just gradually unraveling.
05:47There are processes that need to be followed.
05:50But what is certain is that the support of our President is with our farmers and fishermen.
