00:00Updates on the efforts of the government on the effects of Tropical Depression Henir and Tropical Storm Pulasan
00:07that we will discuss with Director Edgar Posadas of the Office of Civil Defense.
00:14Director Posadas, good afternoon.
00:18Good afternoon, Ms. Kueng and Ma'am Nina. Good afternoon to everyone watching and listening to the program.
00:23Sir, in your monitoring, what places are affected by Hurricane Henir?
00:30Well, in our latest situational report that was released at 8 a.m. on the combined effects of Tropical Depression Henir and Tropical Storm Pulasan,
00:42we have 156,524 affected families or a little over 597,000 individuals.
00:55It can be found in the regions in Europe, regions 2, 3, 5, 6, 7, 9, 10, 11 and 12, Karaga and Barn.
01:08If we look at the distribution as per region, the largest in our data is in Region 6, 73,512 or 256,593.
01:29Next is the region of Barn. This is 30,451 families or 151,576 individuals.
01:46Sir Ed, what is the preparation of the government if Tropical Depression Henir and Tropical Storm Helen intensifies?
01:54Yes. We will continue our coordination with various government agencies for the multiple weather disturbances that we will experience.
02:06We will continue to implement what we call emergency preparedness and response protocols.
02:15This is what we will see if it is CHARLI, BRAVO or ALPHA protocol.
02:23We are identifying the corresponding alert status of the regional office or RDC.
02:32From the national to the local government, this is the implementation.
02:38We also have a set of actions based on the threat and risk in a particular area.
02:49The national government is always monitoring and supporting the response operations of the regional and local DRC
02:59to ensure that the needs of affected communities are met.
03:05We will continue our coordination meeting with the implementation of appropriate actions.
03:13We will also continue the assistance of government agencies to address the risks and challenges that may arise.
03:27In other words, this is the order of the President of the USMD, the Chair of the Council, and Usec Nepomuceno
03:35to always get in touch and coordinate with the LGUs
03:39and find out what they need so that we could assist in whatever way possible.
03:46Based on your assessment, how big is the impact of Hurricane Henner while it is expected to hit the country?
03:57According to the latest estimate by NDRC, this is the combined effect of Havagat and Hurricane Henner.
04:06Hurricane Helen is not included yet.
04:10We have an estimated cost in terms of infrastructure amounting to P2.401 million in Region 6 and 10.
04:20The other areas are still responding, especially the areas of Northern Temple, Cagayan Valley and Lopos Region.
04:34It is expected that Hurricane Henner will pass through those areas and Hurricane Helen will pass through those areas as well.
04:44Sir in your monitoring, are you receiving reported casualties or injuries in flood prone and landslide areas?
04:53Yes ma'am. Again, this is a combined effect.
04:58We already have for validation 20 casualties since Hurricane Havagat and Hurricane Henner.
05:09Four from Region 6, one from Region 7, two from Region 9 and four from Ponds.
05:20Again, these are for validation ma'am.
05:23We have 11 injuries for validation as well.
05:27Three from Lopos, two from Region 12, six from Ponds and we have 14 missing.
05:35Twelve from Lopos, one from Region 6 and one from Region 9.
05:40Sir, what are the proactive measures that you are taking in coastal areas affected by Hurricane Havagat and Hurricane Helen?
05:54Of course ma'am, we advocate for pre-emptive evacuation if necessary because it is very important.
06:05We are prioritizing this.
06:09If there is a possible effect, if we see it and we are advised,
06:13and there is a basis from our science-based agency, DOF,
06:21we advise them or we recommend pre-emptive evacuation measures.
06:27We continue to communicate risks and hazards that could impact their communities
06:38and we continue in all levels and all platforms.
06:43We continue to ask them, to inform them of the actions they need to take to maintain their health.
06:55Sir Ed, a message or a reminder to our countrymen affected by this bad time
07:02and to those who could be affected in the future.
07:08Yes. Although Henner is out, Helen is still here in our Philippine area of responsibility
07:15and more so the Havagat that I am asking for, especially here in the western portion of Luzon,
07:21both Central Luzon, Northern Luzon, Southern Luzon,
07:26here in Western Visayas and part of Western Lundanao,
07:30which is enhanced by these two weather conditions.
07:36We are advising our public, our countrymen to remain vigilant and informed.
07:45Your government is doing everything it could to keep you safe.
07:51That's why our information lines, social media, live streaming,
08:01and all the agencies of NRIMC are working hard to inform what could happen if we are not prepared.
08:14We should be alert and we should follow.
08:18Your safety is a shared responsibility.
08:23We are interested in your government, your president, your share of NRIMC,
08:30of course the Executive Commissioner of OCD.
08:34We are all interested in your safety and the safety of your family and community.
08:40We will work together and we will overcome this together.
