00:00We go live to Venezuela as the Congress Against Fascism continues. Let's listen
00:05to the statements of Diosdado Cabello.
00:08And they took the officials to a terrible thing in the School of
00:15Americas for teaching us to torture and murder our own people and they
00:24didn't call them, they didn't call fascism. It was democracy supported by
00:31the US imperialism. Forty years later, colleagues, we were at the National
00:39Assembly in Venezuela and we delivered the corpses to mothers and relatives who
00:49have spent 40 years searching for their relatives who were missing and murdered.
00:58There was, here in Venezuela, we murdered those murdered and they
01:10robbed even the corpses with the families there and that was the terror
01:15that we experienced there. The world didn't call it as fascism but
01:23actually they were fascists. It is a school that was developed by
01:36the US imperialism as a model of domination. Someone that our brother
01:43president did at this Congress Against Fascism is on due time, on due time to
01:56give an answer to a movement that tries to silence the peoples, that tries to
02:07destroy the peoples, that tries to subdued the peoples and that those elite
02:16be the ones ruling. And so we have...
02:24And I think that one of the actions we must take, brothers, sisters,
02:34partners, is how to identify these terrorist, these fascist actions on time.
02:43And so we have to identify these actions on time. They give us signs.
02:53They gathered and sometimes we believe that this is the way they do
03:06policy, politics. Here in Venezuela they have spent 40 years governing
03:17social democrats and social Christians, one worse than others. And we have
03:23listened to Russian partners from the...
03:31We have seen them. We have been suffering from these fascist actions.
03:41And sometimes we don't say anything or even worse we don't do anything. And
03:49sometimes we have witnessed fascist actions on other peoples and we prefer
03:56to be silent. And I don't refer to those here but to some other people. And so in
04:08other countries there are some realities in which fascism advances. And here in
04:15Venezuela we live through it. Because at the time of commander Chavez arrives,
04:26took office in 1998, an election that he won against all forecasts. And
04:35commander Chavez during his campaign and during the rebellion, the uprisings
04:43on February 4, it has to do with he called there to a constitutional power.
04:53And so commander Chavez, the first decree that he issued was to
05:02call to an assembly with the established powers. And so here fascists got an
05:15agreement. And they did a pact of Punto Fijo on the Punto Fijo. And so they
05:33did a pact of Punto Fijo referring to a locality. And that pact, that agreement
05:40was signed in New York with Mr. Rockefeller. And so he called the
05:47political parties at that time and they signed the agreement there among them.
05:54And they never took into account the people. They excluded the people. And
06:00what is that? What is fascism doing? And so in the
06:09elections in 1998, just for us to place on time, the 43% of Venezuelans couldn't
06:22vote. They couldn't vote for two reasons, for two main reasons. Or one main
06:32reason divided into two. They didn't have an ID card. The 43% of the
06:42population, half more or less, couldn't get their ID, their IDs because
06:52they were illiterate. They didn't know how to write or read. Elites ruled
07:00and elites vote for themselves. So the other half that could deliver
07:12their IDs, they provided them some sheet of paper. And so with
07:21that document you could go to a bank or you could get married, but you
07:26couldn't vote with it. So they excluded our people. They didn't have the right to
07:31elect their authorities. And so that's the way they invent, they make up
07:41for. And so at that time it appeared Chávez and it appeared the people with
07:46him.
07:48And so from blows, a youngster from a town of Guarinas who didn't
08:05belong to the elites, without any commitment with a financial group or
08:14political group, he became the president of the republic. And so hatred
08:26bursted out. And so a person from the people took office. So it
08:36was unforgivable for them, for those fascists. And so a humble person arriving
08:46to being president, it was unforgivable for them. So discrimination, hate is
08:53terrible. One can take it as with a smile, but we here, being the
09:04government, being the current government, if there was any partner
09:12who came up with the idea of going to a restaurant, that
09:23person was persecuted, even being from the government. So
09:32racism against our own people, all the phobias against the human
09:43being, they started to express their hate, their rage. And commander Chávez in the
09:52year 1999 to 2000, 2001, he hadn't defined the socialist character of the
10:04Bolivarian revolution. He hadn't defined it yet. We were like in a kind of limbo.
10:14But they helped us when they tried to make coup d'etat against the
10:24commander Chávez on April 11, 2002. And the people started to see the claws of
10:35fascism. They ruled 47 hours. They persecuted, murdered. They went with all
10:49their rage. They abrogated this constitution, making a coup d'etat. They
10:58said freedom. We heard voices in the station, we love you Pedro. Pedro was the
11:10one leading the coup d'etat. And so all public powers were abrogated. For what?
11:20For ruling under this alleged democracy. This constitution in the preamble
11:32establishes that the people of Venezuela exercising their rights under the
11:40example of our historical SimĂłn BolĂ­var and the indigenous people forged
11:49with the purpose of refounding a participatory and protagonist society in
12:05a state of federal justice, decentralized, consolidating the values
12:11of freedom, independence, peace, solidarity, welfare, territorial integrity,
12:20coexistence for this and future generations, securing the right to life,
12:28culture, education, social justice, equity, without discrimination or
12:34subordination whatsoever. And it boosts the peaceful cooperation with other
12:43nations in accordance with the principle of non-intervention on the internal
12:49affairs of other peoples, guaranteeing the ecological equilibrium
12:58and as common assets of humanity in exercising their power, their authority
13:08and represented by the National Assembly, decrees the
13:15following, this constitution. So in its preamble, it is enough to read this
13:24preamble and we realize that this is a constitution with a high
13:31level of anti-fascism. So that's why they wanted to abrogate it. They went after our
13:42constitution for it. So let's see a video to locate ourselves
13:53which have been happening in Venezuela on these fascism acts.
14:23Viruses spreading through generations.
14:53Leave it. So we want the soldado cabello to get out the carpets. So first out of
15:17your rage. If there is when we overthrow Chavez and they attacked. This is a
15:38message for all chavistas. So you all have to kill all chavista people. That's
15:50why in that way we are going to overthrow that damn government. So if
15:57you don't kill every one of them, you won't defeat them. It is like this in
16:05Venezuela. We are going to murder them all. They have been
16:23persecuting me and they told me I have to die. They won't deliver
16:33the power. We have to take them away by violence. We are just searching for an
16:42international coalition supported by the military groups of the region.
17:03So we are seeing a video that is being shown by Jose Cabello of a summary of all the
17:32fascist attempts that have been carried out against Venezuela. As Jose Cabello said that
17:37the means are the same. The looks might be different, the people might be different,
17:41but the the root work of everything that fascism does is the same throughout the
17:46years. From the early 2000s to to nowadays we are seeing all the different operations
17:52that have been carried out. On this video we are seeing all these images that have
17:55been everything that has happened from the first war in bus to the attempted
17:58invasion from Colombia during the Trump administration to everything that
18:02happened right after the July 28th presidential elections this year. All
18:08these acts of violence have been instigated by the far-right, by the fascist far-right
18:12to bring down the Bolivarian revolution. Now we are seeing images of how fascism is
18:22also taking place around the world. In this case we are seeing these very harsh
18:27images of everything that is happening under the Israeli Zionist regime in the
18:31town against the people of Palestine in Gaza Strip and also in the recent month
18:37the escalation of violence against the occupied West Bank especially in the
18:41north where over 40 people have already been killed in the West Bank and in Gaza
18:45since last October nearly 41,000 Palestinians, mostly civilians, mostly
18:50women and children have been murdered under this Zionist regime that is
18:55carrying out this genocide in the face of the whole world while they stand
18:59inactive. This is also something that has been condemned during this Congress, this
19:04World Congress Against Fascism, the inaction of the international community
19:08and they have called to have strong presence to bring an end to this
19:13genocide taking place in Gaza.
19:25This law of fascism, and so this law is against the fascism to, so fascism we
19:37must combat it and defeat it.
19:44It's being discussed in Venezuela a law against fascism to face it and bring the
19:50eventual defeat of fascism for the well-being of the people of the world.
19:55We are listening to the delegates gather here in this World Congress Against
20:11Fascism rallying chants saying that fascism will never be victorious. But
20:19here in this Venezuela that civilized opposition because they call
20:27themselves the civilized Venezuelans and they have burned down
20:33people alive, a boy and many many many of them. But that boy Orlando Figuera he was
20:44passing by and they seemed him as fascist because he was a poor black boy. He had
20:58a curlier hair and so he looked like a Chavista prison and in that way
21:11they murdered in several states and they burned people alive. Is that making
21:18policy? This must be condemned by the whole community, by the whole
21:24international community, the whole world. Those acts must be condemned
21:31and the world doesn't react like that because murderers are protected by the
21:38bad cold kingdom of Spain. They are protected in Spain. The same criminals
21:49who burned down people alive. Well I cannot say more. Today they met, the
22:02Spanish Congress met and they gave a verdict related to the Venezuelan
22:12elections. So why do they meddle in the internal affairs of Venezuela? They
22:23don't have to meddle in the internal affairs of Venezuela. They think we are a
22:31colony of us. They think they are the empire and we get rid of Spain long
22:40years ago and we are going to get them off here. So we are sure that we will be
22:49counting on the support of the world for the non-intervention and freedom and
22:57sovereignty of the people because Venezuela is sovereign and so the
23:03empire is the one massacring the children in Palestine. It's fascism.
23:10Fascism is the one revealing there and so I am going to tell you something
23:17brothers and sisters. In 2002 nothing of it could happen without media outlets.
23:25The Venezuelan TV channels and journals, nothing of it can be done without social
23:33media which generates their truth in complying with their interests and it's
23:45that we with a cell phone must struggle against it, against it to tell the world
23:56the truth of what's happening in the on in the peoples. Anyone of you could come
24:03here in Venezuela and tell Venezuela is already under the control of fascism
24:10that some of you brothers and sisters the international delegates have seen
24:17any of it in Venezuela. No. Here there is peace and freedom. There is peace, freedom
24:25and it has not been easy to achieve it and we thank you because each time one
24:36of you come to for the world and say that here there is peace and freedom it
24:44is triumphing the truth and we are fighting of fascism and I am going to
24:53tell you something we have seen some some things but I think that fascism is
24:58coward, is a coward and so it is terrified by the people, by workers.
25:06Fascism is afraid of a popular organizations. Fascism is afraid of those
25:14peoples who decides to be free. Fascism is frightened by the unity of the
25:22peoples without regardless the presidents who are ruling. It is a fight
25:35that that is good. It's good to wage that battle for our grandpa for our
25:46grandsons, granddaughters and sons and daughters don't have to wage it. Today
25:53in all fronts of course fascism has imperialism, colonialism and its lackeys
26:04it's subdued lackeys. People that won't tell how come this statement is out which
26:18is the reason why and the fundamental reason is that imperialism knows
26:26something about them and so they are being pressed, they are being bribed and
26:34blackmailed and so they they forgot they forget about their historical battles
26:42for and they attacked the the peoples who decide to be free and so the best
26:49combination of this is when there is a people and a government a government
26:55aligned with the people. Here in Venezuela we have the people who wants
26:59to be free and a government that is free and sovereign and that fights
27:05alongside its people. There are not two battles separated, separate, divided,
27:14divided. So fascism disguises, fascism disguises, so hides, fascism hides
27:38till it blows. So that's why we have to identify it on due time to
27:49prevent it with denunciations, with evidence. Fascism is expert on lies. We
28:00are being accused of everything here in Venezuela, of things that they are capable
28:06of doing, of things that God once says, God where this come from? I want to
28:18alert you there is a fake positive underway regarding drugs. If they
28:28grabbed an aircraft that come coming from Venezuela, but the headlines say
28:37that yesterday the Brazilian Air Force captured a helicopter from
28:43Venezuela. It's not from Venezuela, it's from drug dealers and the the biggest
28:50drug smugglers are the US imperialism, but the bad guys are the Venezuelans for
28:58Venezuela doesn't produce drugs. More than 80 tons of drugs has been seized
29:06here in Venezuela, but the narrative for the world is that the dictator, we have
29:11seen that movie of course, the dictator, the dictators who used the territory for
29:21destabilizing their regions for drug trafficking or money laundering.
29:34We don't destabilize anyone, we don't, we don't, we don't, so a penny that
29:47enters in Venezuela is invested for the people, so we invest on the people
29:55always and there is a thing that they called the Bolivarian air, Bolivarian
30:04wind, and the Bolivarian wind is the wind of Marti Allende, is the wind of freedom, all
30:15of it. Do you remember when everything was to blame Fidel Castro
30:25and now it is the blame lies in Venezuela, in Maduro, in Chavez, with
30:34their lies they won't defeat us, be certain about it. Look, they have methods.
30:42How does fascism finance? With the NGOs and they use, they allocate
30:55money for it and so they depend on the US government or the European Union
31:05governments who are lackeys of the US imperialism. The NGOs, from there they
31:16attack, generate campaigns, persecutions, make up the tax, make up the tax. They
31:30have their own methods. They are capable of becoming victims into, into attackers.
31:41Leopoldo Lopez is a self-claimed murderer and today is a defender of
31:51human rights. What a cynicism. It is fascism acting. It is a great machinery
32:00in function of the people, in function of the elites. I am going to tell you
32:09something, an anecdote, an anecdote. I was in 2000, in 2001, I was a minister and
32:27Commander Chavez told me to talk, to provide a press briefing at the CTV
32:37channel and there were the owners of all channels and I was the only there,
32:43innocent, because we were very naive. But I admitted, and I already admitted,
32:54admitted by that time, but we have tried to learn some things right now. And one
33:02of the owners of the TV channels, I asked them, what's your problem? Are you,
33:10are you bankrupt? Don't you generate resources? Well, this is our best time.
33:16They, they asked, they responded me. And one of them, boasting about fascism, maybe
33:29some of you know, know him, told me, look, look minister, the problem is that before
33:41I traveled, I traveled to Mexico. And when I was departing, I called the
33:50Minister of Interior and I, I told him, I am departing for, to Mexico. And when I
34:00was at the airport, they inspected me and they treated me especially, and I told
34:10them, I told, told them, when I was returning, they were inspecting me and
34:17they giving me, they provided me a special treatment. And so now, no one
34:23replied to me, no one treated, treated, treats me especially. So those are the
34:29privileges, privileges of that stupid elite that think that people can be
34:38manipulated. So we have come to, to today, because privilege here, and
34:47privileges ended. And so fascism turned President, Peru, it could be taxed. The
35:04President of Peru is, is in jail, in prison, and the President, the coup
35:09monger President, is recognized by countries and no one asks her for, for
35:18tally sheets. And who asks the tally sheets to the King of Spain? Who? That
35:27they want to impose on us what they want. And here in Venezuela, the people
35:35decides. In this country, in all the electoral process that have been
35:41conducted, and I have to, to say, never, I challenge everyone, never the electoral
35:51authority have abolished minutes or tally sheets. The electoral, the electoral
36:01council provides results. If I am a candidate and I feel those are not the
36:08results I claimed, and the plaintiff must, must present with the tally sheets to
36:18prove what he says. And so they appeared with those, with the thing about tally
36:25sheets, because behind the tally sheets were a coup d'etat, a coup d'etat that is
36:29underway, and we are being threatened by the United States. In the presidential
36:34debate, they mentioned Venezuela. So, fit your own problems, because you have
36:41enough problems. You have misery, social predicaments, 60 million poor people in
36:48the United States, and nobody cares about that in the United States. They have an
36:53electoral system which is a disaster, and no one tells anything. They just sort
37:00out everything by shellings, and so they want to meddle in, in the internal affairs
37:06of Venezuela, and they feel good about mentioning Venezuela, and about meddling
37:14in Venezuela's affairs. So, look, I am going to make a proposal, pardon me if it is
37:22not the, the right time, but today in the world there's, there's an, an
37:33international fascism. The fascists cooperate by, by their plans. They don't
37:44operate by themselves. Fascists work with, with people. They want to control the
38:00people's. I want to make a proposal of the, of making up an international
38:13movement against fascism in all places, in all countries, to debate on fascism,
38:22and because, and we are not afraid, because we have the most powerful weapon,
38:29the truth. So, those who have eyes, see. Here, I propose it for being debated. Here,
38:40we are going to resume, thank you, Barners, I am going, we are going to resume each
38:47month, each month we are going to resume those congresses made in 2019. In the
38:55upcoming November, we, we will have in October a congress, a national congress,
39:04and surely there are going to be certain guests, and in November, we will make the,
39:12the Congress of the Youth and Students Against Fascism, because there's, we have
39:19to sow, to cultivate, to boost for those youngsters to think in function that we are
39:30equal by law and by, so Bolivar used to say, equity, equity established and practiced,
39:41established by laws and practiced by men and women of good. Without equity, there's no freedom,
39:50and here in Venezuela, and certainly in other countries, some people believe they are more
39:57equal than others, and I propose that to be discussed, and at the end of those 89 congresses,
40:08women against fascism, workers against fascism, sex diversity against fascism,
40:16religious movements against fascism, and so then, there will be coming a document,
40:22appearing a document, and while in Venezuela, I asked for support without any kind of,
40:32of, of, of fear, because this fight is your fight too, brothers and sisters. What's been
40:45happening here in Venezuela, here, there's been, they will face some difficulties. Maybe the U.S.
40:56imperialism entered, but it is like, they are likely to enter, but the problem for them would
41:03be to go out from here, from Venezuela, to go, to go out without being defeated, because we are not
41:12going to allow them to allow the U.S. imperialists to do what they like here in Venezuela. President
41:21Nicolás Maduro never hesitates. We are decided, we are determined, and I want to transmit it to
41:29you, to say it to you. That's why I am, I'm sad about some brother, some sister nations,
41:41and for their divisions. It's enough for divisions. The enemy is not your neighbor country. The enemy
41:49is the U.S. imperialism. So let's make an effort for, for, for being apart from individualism,
41:58because when you will be dealing with fascism, you will realize it. Here in Venezuela, we are,
42:08we are giving an answer. Pardon me, there's a detail. Fascism in Venezuela,
42:17pervert things, serious criminal things. They use minors here in Venezuela, and they put them
42:34with paper shields, and they were launched to the streets, and they offered them food, a pair of
42:44shoes to do that. These, we have the children's testimonies, and we have been denouncing that
42:51before the world, the use of children. They are so coward that they don't fight for themselves,
42:58and they send children. Children don't, are not guilty of anything. The, the first obligation of
43:08all of us is that the, that the children be happy. We cannot harm our children, and they,
43:17pardon me if I say it, there was a priest blessing the children who were sent to death.
43:29They are disguised. We have to recognize them. We have to recognize it. They,
43:40they are experts on damage and deceit. They harm, and then they blame others. Most,
43:51most of all, the government in this case. We approved a law against the hatred in the
44:00National Assembly, and it's been, it's been working. It's been working out against expressions
44:08of hate in the streets. Who protested against that law? The haters, those who love impunity.
44:17Daniel told me lately, his experience, we were talking about a partner, I was talking with
44:31a cousin, because a little girl was attacked on social media by her own partners, her own peers,
44:45and they attacked her because of her dad was a revolutionary, and Daniel told her,
44:55but it was her first attack, and Daniela mulls over and said, it mustn't be like that. No one
45:10can attack me, and Daniela, and our sons are accustomed to those attacks, but Daniela reflected
45:22that this cannot be allowed. A single attack cannot be for any difference of social, or for
45:34any of our convictions. We must defend our convictions at peace. So the law against hate,
45:44and in April, there was another law against fascism, and similar expressions at the National
45:56Assembly, and we, and in August, it started the second debate with consultations on the streets.
46:06We don't approve here, we don't approve laws here, but we consulted the people, by meetings,
46:17and even in territories in which the opposition say they belong to those territories. We opened
46:28websites for opinions, for recommendations, and that law is about to be approved. We are
46:41accused of everything because of that law, and after that, after 25 years of revolution,
46:54the first ones, plus the 40 years of the agreement of Punto Fijo and all governments,
47:09there's nothing that helps consolidate fascism as impunity. If fascists feel that he or she can
47:29act, and there's no justice, he or she will continue acting every time with more hate,
47:37every time with more evil, with more evil, and against who they act against, against their own
47:50people, their own group. For them, it is common that in Argentina, the fascist who rules Argentina
47:58uses tear gas, tear gas weapons, and all people be attacked. That is usual in fascism. They did
48:20it here, and that's why I say, here in Venezuela, there is a lab. Antonio Ledesma did it while he
48:31was a mayor, and he bought those equipment for repressing all people, sick people who suffered

49:04greet my sister Milagro Salas there in Argentina. A supportive greeting from the bottom of my heart,
49:19and it happens in other peoples, but we have to raise our voices, and I propose that on December
49:31being the communication of Congress against fascism for December, because we have to prepare
49:44in communicating. For example, it seems like in Chile, Mapuche don't exist. Who talks about
49:53Mapuche? It seems they are being assaulted, they are being humiliated by the students of Pinochet,
50:10those who rule Chile right now. So give me an answer, a single answer, as Chavez used to say,
50:22I think in Brazil he said it, when we will be united in the whole Americas, we will be respected.
50:34In that moment, we will be respected, because if we are apart with our own projects,
50:42forgetting about the peoples, we will be eaten up by the imperialism. So let's make life hard
50:55for imperialism, so imperialism doesn't know the replies people are capable of answering.
51:08So ask them about what Vietnam did to them. Someone very close to them told them,
51:22Venezuela is going to be 100 worse than Vietnam for you, 100 worse than Vietnam for you.
51:32Pay attention, like that today, on September 11th, yesterday, it hurts. We see the images,
51:49and there's a lot of frustration, we feel a lot of frustration. We picture the young guerrillas,
51:57guerrillas who were caught, their hands off, those who ruled Chile governed under the Pinochet
52:12constitution, and they referred to Venezuelan democracy, they criticized Venezuela. Venezuela
52:18is abided by this constitution. Article 5, I want to end my speech with this Article 5,
52:28sovereignty, Article 5. Sovereignty lies in the people who exercises directly under the
52:41constitutional law, by the electoral process of the public powers, and so we are going to build
52:56our own democratic participatory protagonist model, and we don't mind what the world says,
53:06because we are determined to be free, and we will be free, despite imperialism, fascists,
53:12haters, European Union, or the friends who betrayed us, but we are going to be free.
53:20Brothers and sisters, I really thank you to come here to participate in this Congress,
53:29I appreciate your presence here, and I ask you that this Congress doesn't end without a resolution
53:39to support the Palestinian people that have been massacred by Zionism, by the genocide,
53:47the most terrible genocide of these times, our solidarity with the brothers and sisters
53:54of Palestinians, and our condemnation to the Zionist regime. Thank you very much,
54:00long live homeland, long live Bolivar, long live the great homeland, hugs for you, take care.
54:09We were listening to the statements of Diosdado Cabello, the Minister of Interior, while he was
54:15addressing the World Congress Against Fascism, and was explaining all the dangers of fascism,
54:21and the ways attacking the world in a coordinated manner from the international community,
54:25that's why he called on all the peoples of the world to come together and carry out this struggle
54:30against fascism, to make sure it doesn't win, and it doesn't bring its devastating policies
54:34towards the people. He also called for a strong support for the Palestinian people against the
54:39fascist and the Nazi Zionist regime of Israel, that is carrying out this genocide in Gaza,
54:44killing thousands and thousands of Palestinian civilians. Diosdado Cabello also called for the
54:49creation of an international movement against fascism, an international movement that is
54:55expected to meet periodically to be able to come up with ideas and plans to fight
