00:00Let's go!
00:06Together we will be...
00:07Succeed!
00:15Before the success, the two men were arrested after they were caught driving more than 700 million pesos worth of shabu in Cavite.
00:23I am investigating if there is a bigger personality behind the arrest.
00:27And Succeed Live, I'm Mico Juaez.
00:30Mico?
00:33Pia, more than 740 million pesos worth of shabu was found by the PNP Drug Enforcement Group or PDEG
00:40in a house inside a subdivision here in Imus, Cavite.
00:48The food for the fish was placed in a bag of 110 of this plastic that was sealed in 4 bags.
00:54But when the inside of each plastic was opened, the shabu was found.
00:59The PNP Drug Enforcement Group or PDEG found the shabu in a house inside a subdivision here in Imus, Cavite.
01:08110 kilos of shabu was found, worth more than 748 million pesos worth of street value.
01:14They spread it here in the area of PRO4A, in the neighboring cities of Imus.
01:21Two men were arrested in the operation and refused to give a statement.
01:24The PDEG will check if the arrested suspects have previous cases.
01:29They have been investigating this for a month after someone reported their operation to the PDEG.
01:34They have been staying here for one year and we are investigating if there is a bigger person behind them
01:40because they were trusted by their alleged supplier.
01:44They are the second layer of the supply chain of illegal drugs in our country.
01:54There is another operation that was carried out by the PDEG here in Imus, Cavite.
01:59It was almost at the same time that we caught this.
02:024 kilos of shabu was found in a house with a street value of 27 million pesos.
02:09And live from Imus, Cavite, for GMA Integrated News, Nico Jae, your eyewitness.
02:15Another new eyewitness.
02:17Seven cars collided on Mindanao Avenue Southbound in Quezon City last night.
02:21Four were injured and based on the initial investigation,
02:24an elf truck collided with a tanker that was in a collision with another vehicle.
02:29Traffic Sector 6 was able to identify several vehicles involved in the accident
02:34that slowed down traffic in the area.
02:38The Senate has waited for more than three months for the dismissal of Mayor Alice Guo,
02:43but it will be difficult to get an answer to some of the senators' questions.
02:47And because of the repeated failure to answer the questions,
02:50Guo was cited in contempt again.
02:53Our eyewitness, Sandra Aguinaldo.
02:58Who really helped Alice Guo to leave the Philippines?
03:03It will be difficult to get an answer from Guo when she faced the Senate earlier.
03:08Guo said that they went to Manila on a yacht with Sheila and Wesley Guo.
03:13They were accompanied on a long trip from Asia.
03:17They didn't have a cell phone then.
03:19They switched to a boat that was in the sea for four days
03:23and switched to a smaller boat to go to Malaysia.
03:27The trip was free and Guo said that he had no obligation to leave the country.
03:33But when the senators asked who gave the yacht a ride?
03:37Who facilitated you to use the yacht?
03:40Madam Chair, I really want to say this but I can't say it to the public.
03:45I'm really scared.
03:47Ms. Alice, our patience is running out here.
03:51I hope you can understand that I'm really scared.
03:53I really want to discuss this.
03:55You really want to say it to us.
03:58You're already stammering.
04:00The name that Alice Guo wrote on the paper was not shown to the media,
04:05but the senators said,
04:06This person that you wrote is a holder of five passports.
04:10Why did he or she facilitate your escape?
04:14Maybe he or she is already guilty.
04:17What's happening to me right now?
04:19Is this the name that you wrote on the paper?
04:22Is this the one that got stuck in your life?
04:26Last time, it's not exactly.
04:29But I also heard something.
04:31What did you hear?
04:32Sen, I refuse to answer for my safety.
04:36Did you escape or were you forced to escape?
04:40Sen, he initiated, but along the way,
04:44So he forced you to escape?
04:46Along the way, we were not together.
04:48Isn't this your mastermind?
04:50Is this the mastermind of all of this?
04:52Do you trust this person?
04:54Sen, I don't trust anyone.
04:56Are you the big boss of all POGO in Bambang?
05:00I'm also not the big boss of Bambang.
05:02When Ms. Moniguo admitted,
05:05she was curious to escape to Malaysia.
05:07That's why the Senators decided that
05:09Ms. Moniguo is already in the Philippines
05:11to launch her counterattack in Laisay
05:14in the complaint of Qualified Human Trafficking
05:16in front of the notary public
05:18that is Attorney Elmer Galicia.
05:20I'm just asking you, Ms. Alice.
05:22Do you know Attorney Galicia?
05:24Sen, I'll just talk to him.
05:26He's in a bad mood.
05:27Allow me, Your Honor,
05:31to claim the confidentiality
05:34of the Executive Session.
05:37The Executive Session,
05:39like what was said earlier,
05:41has something to do with
05:43national security and public safety.
05:47Whether or not you know Mayor Alice,
05:51has nothing to do with what I know.
05:54According to Sheila Go,
05:55Ms. Moniguo is the first cousin of Alice.
05:58Although they are not real siblings,
06:01Ms. Moniguo is considered by Sheila
06:03as Alice's father.
06:05Ms. Moniguo is just a friend
06:07of Mayor Lizeldo Calugay,
06:10who was impeached by the Senate
06:13after not being able to attend
06:15the Senate hearing.
06:17Ms. Moniguo received Gemay Integrated News
06:19from the municipality of Suwal
06:21to get her report,
06:23but she did not enter
06:25Ms. Moniguo's email.
06:27We're just friends.
06:29Sen, he's not my boyfriend.
06:31Ms. Moniguo was also asked
06:33about her acquaintance.
06:35Her fingerprints are the same
06:37as those of Go Huaping
06:39based on an investigation by the NBI.
06:41For your own sake,
06:43and for the sake of our committee,
06:45just one last time on this
06:47very simple fundamental question.
06:49Are you Go Huaping?
06:52Madam Chair,
06:53I want to confirm
06:55and there's been a case filed against me
06:57and I will answer that in court.
06:59The Senate has the right to know
07:01who are we talking about.
07:03The one we really think is the real person
07:05or someone else?
07:07Madam Chair,
07:08I'm Alice Go.
07:10We've proven that you're not Alice Go.
07:12You are the real Go Huaping.
07:14It's not just the committee
07:16that arrived at its conclusion,
07:18the NBI itself,
07:20and the other agency.
07:21The question was not answered by Go.
07:23My question is, you have a monitor in front of you, you can see the page of the passport.
07:28Is that you in that photo? I'm not asking your name.
07:32Madam Chair, I have a pending case.
07:35Your answer?
07:37She repeatedly invoked her right against self-incrimination
07:41and she was forced to take a risk in her life so she cannot answer the questions.
07:45Madam Chair, that answer is unacceptable.
07:49If you ask us to do this, we will do that.
07:52If you ask us to do that, we will do that.
07:53If you ask us to do that, we will do that.
07:54If you ask us to do that, we will do that.
07:55You will say you have a death threat and you cannot say where your death threat came from.
07:59Ms. Alice, I am reminding you, you never raised security concerns to the committee before.
08:05This is the only time you were arrested and transferred here.
08:08After the session, after the hearing, what will happen to me?
08:13So for the second time, the former mayor was cited in contempt.
08:18I move to cite Guo Huaping, also known as Alice Guo, in contempt of the Senate.
08:23You will remain in the custody of the Senate until the conclusion of this committee's inquiry
08:30or until you finally recognize the authority of this body
08:34and grant even a semblance of respect for the laws of this country.
08:38The committee will coordinate with any court.
08:41Senate Majority Leader Francis Tolentino said that the custody of Guo should be in the Senate and not in the Tarlac RTC.
08:49He believes that the arrest warrant of the Tarlac RTC Branch 109 is invalid,
08:55which is the basis of Guo's current stance in the PNP Custodial Center in Camp Crame.
09:02There is a circular issued by the court administrator wherein it states that
09:08all cases related to 10660 should be filed in the nearest RTC of the next judicial region.
09:21On paper, there seems to be a slight deviation in the law.
09:26But maybe it's better if we listen to the ombudsman.
09:29Tolentino said that the nearest judicial region in Tarlac is Ordaneta, Pangasinan or in Valenzuela.
09:37Only there can the case against Guo be filed.
09:40The Justice Secretary also filed a case against Guo in the Tarlac RTC, but for a different reason.
09:47I think the prosecutors of the ombudsman made a mistake.
09:50Because Alice Guo has a salary grade of 30 and 26 and above should go to that ombudsman and that's not good.
10:01That's why the Justice Department will write to the ombudsman to clarify this issue.
10:06Maybe it's just an oversight.
10:09But according to Tiveros, the chair of the committee that is in charge of hearing,
10:13The committee will write again to the chair and to the office of the ombudsman
10:20until we get some quick answers from those two good bodies that can guide us.
10:28Otherwise, Ms. Alice will remain in PNP custody.
10:33For GMA Integrated News, I am Sandra Aguinaldo, your witness.
10:39The President approved the firing of the head of the Bureau of Immigration following the arrest of Alice Guo.
10:45The ombudsman explained why the case against Guo was filed in the Tarlac RTC.
10:50Witness, Ian Cruz.
10:55After facing Alice Guo in the Senate earlier, she was returned to the PNP Custodial Center.
11:00She will remain there based on the court's order in Tarlac.
11:04The ombudsman filed a case against Guo there.
11:08This is what he explained.
11:09At the time we filed the information, Alice Guo was no longer a public official.
11:16Alice Guo was dismissed by the ombudsman.
11:20That's why she will remain in Tarlac.
11:22She will remain there because there is a jurisdiction in Bambang.
11:26The Senate cannot take Alice Guo from custody because she is held by the court.
11:32The warrant of arrest issued by the Senate cannot be superior to the warrant of arrest
11:38issued by the RTC.
11:40Because the warrant of arrest issued by the Senate is not by reason of a crime committed but by reason of contempt.
11:49That's why my advice to the Senate is to request the Senate to pass RTC
11:58if Alice Guo can be produced in the Senate if there is a hearing.
12:06The Kappa-Tarlac RTC Branch 109 refused to give a statement on this matter.
12:12Immigration Commissioner Norman Tancinco was dismissed from his position due to Guo's outburst.
12:19The President approved the dismissal of Tancinco.
12:23Yes, the President has approved the dismissal of the current VI Commissioner.
12:29Yes, that is confirmed.
12:30According to Justice Secretary Jesus Crispin Remulia,
12:33he recommended this because he is no longer happy with Tancinco's work.
12:38He will be replaced. If I were him, I would resign already. He will resign.
12:44Tancinco was asked earlier in the Senate hearing about his outburst.
12:49Commissioner, the news from Secretary Remulia, your boss, that you were replaced, is this correct?
12:58I received it through the media but I have not yet been officially informed, Your Honor.
13:06Not yet informed that you are being relieved or being transferred to another post?
13:13Not yet, Your Honor.
13:14But you are aware that there is a certain move to replace you as the head of the Bureau of Immigration?
13:22Through the media, Your Honor.
13:24We tried to ask Tancinco about this.
13:27Has the President approved your dismissal?
13:31What can you say about that, sir?
13:34I'm sorry, Your Honor.
13:37Earlier in the Senate hearing,
13:39Senator Arisa Onteveros pointed out the possible investigation by other government agencies about Guo's departure.
13:48A while ago, someone wrote that the President has already left.
13:54But is it only the BI that is involved?
13:57And who exactly is in the BI?
14:01What about the liability of the Coast Guard if he left in a yacht?
14:08What about the involvement of the local governments?
14:11First, Guo suggested that he has a Philippine passport when he left the country.
14:15Did the immigration officials help you?
14:21Immigration officials? No.
14:23Government officials? No.
14:25Philippine officials? No.
14:26No one helped me.
14:28For GMA Integrated News, I am Ian Cruz, your witness.
