00:20These are the pictures taken by the photographer Juan Carlo in Barangay Luzaran in Cebu City.
00:27According to him, a friend of the wedding photographer who has a pre-nup shoot in the area
00:32told him about the rocks in Barangay Luzaran.
00:36That's why he went there to see it in person.
00:40He told me that I should go to Luzaran the next day
00:46to make sure what really happened.
00:50When I got there, I was also surprised
00:54because there were rocks of different colors, like rainbow.

01:07They said that the rocks were painted.

01:13The pictures immediately went viral on social media.
01:17That's why it immediately reached the officials of Cebu City Environment and Natural Resources Office, or CICENRO.
01:24They called the officials of the barangay to explain.
01:28Their concern is what kind of paint they used.
01:34If it's just water-based, it might have a small impact on the environment.
01:40But if it's not water-based, it's a big risk for the organisms.
01:45It can kill up to 2 kilometers.
01:49The authorities explained that they shouldn't just paint the rocks
01:54or anything related to natural resources
01:58because it might have a bad effect.
02:01The chemicals, especially the paint,
02:05are not poisonous.
02:08Plants, microorganisms, fish, and other aquatic animals
02:14can be affected.
02:16Some can even die.
02:18The LGU of Cebu City is asking everyone behind the painting of the rocks.
02:24I think there is a thin line there.
02:27You have to look at art and you also have to look at the environment.

02:34if it was a bridge,
02:36if the bridge collapsed,
02:38then it would have been okay.
02:40But definitely, if there are any environmental laws
02:43that have been violated as a result of the painting,
02:46it would be an issue that is necessary to deal with.

02:51especially those who like to climb mountains and swim in rivers.
