00:10And now let's go to the Prime Minister, Mr. Shehbaz Sharif.
00:13We have taken out time for important work.
00:17And we have taken on this responsibility as members and chairmen of these discos.
00:26And I think this is a very important responsibility and also an important national service.
00:35It is an important responsibility because our work on these discos has not been appreciated for many decades.
00:49Unfortunately, we all know and there are many reasons for this.
00:55And in these discos, mismanagement, corruption, lack of vision, everything has been lost.
01:09You are a respectable Pakistani and you have done a great service in your fields.
01:16The Day of Independence is just around the corner.
01:20So I think it is worth celebrating that we are reforming our discos,
01:28arranging good people there and increasing the happiness of the Day of Independence.
01:39I am confident that you will be successful in this responsibility.
01:47And you will fulfill this duty of serving the nation in a very good way.
01:55You know that our electricity system is facing a very big challenge.
02:05In fact, it is facing a very tough challenge.
02:11And in my opinion, if we are successful in improving this electricity system
02:20and if we are successful in bringing about the required changes and reforms,
02:30then God willing, the economy of Pakistan will move forward very quickly.
02:41But as they say in English, easier said than done.
02:47For this, we will have to work hard day and night.
02:53And we will have to fulfill our responsibilities, whether we like it or not.
03:01This whole process took many months.
03:05And I can say without any hesitation that in this process,
03:12along with me, our minister, Sardar Vaiz Ligari Sahib,
03:17and the secretary of power, Rashid Nangriyal, who is now the chairman of FBR,
03:23has been appointed.
03:26Dr. Fakhr-e-Alam has replaced him as the secretary of power.
03:31The government and all relevant institutions have fulfilled this very important duty of this appointment in a very efficient way.
03:42And we have tried to bring our brothers and sisters forward on merit in a very transparent way
03:49so that they can bring improvement in this discourse, which is facing total destruction.
03:58And ultimately, we will move towards its outsourcing and privatization.
04:03I have complete hope that God willing, you will work with young passions in this very good cause.
04:12The reason for the delay in the discourse is that a litigation is going on there.
04:21God willing, I hope that it will reach its conclusion soon.
04:26Similarly, as you know, the electricity theft is estimated to be worth 500 billion rupees a year.
04:39And all of this is a joint effort.
04:42If I don't say this, it will be incomplete.
04:50There are very good field officers and managers in this discourse.
04:59But there is no shortage of those who have made no effort to destroy this discourse.
05:07And I think that your biggest challenge is how the bills are circulated.
05:15How one bill is put in another and food is provided.
05:21I think this will be the biggest challenge for you.
05:25And we, the ministry, have worked day and night to reform this system.
05:38We will bring in deep structural changes.
05:42I think that you are a foot soldier in this regard.
05:47And you have to show your best abilities in this regard.
05:56With sincerity, all the brothers and sisters sitting here or on Zoom,
06:04I know one, two or three of you.
06:09Maybe I don't know you more than that.
06:12But I relied solely on your reputation, your professional acumen.
06:21We made this decision on the basis of that.
06:26I think you should be well aware of this.
06:33It is the government's decision to reform this system.
06:44It has destroyed the roots of Pakistan.
06:48The circulated debt is approximately 23 billion rupees.
06:58You can imagine that 23 billion rupees is 2.3 trillion rupees.
07:04The total receipts for the financial year of Pakistan were 9 trillion rupees.
07:15You can imagine that this is almost one third of the total debt.
07:24Can this country run with such a heavy burden?
07:29Can it run with such huge losses?
07:34There is no question.
07:36I think we have to work hard for this.
07:41But there are other things that are connected to this.
07:46There are line losses.
07:48The transmission system is very weak.
07:51I have already requested the Minister of Power, the former Secretary of Power,
08:01that we should immediately bring the toilet project to the Smart Meeting.
08:09I hope that this will be presented in today's meeting.
08:15We will be able to control the problems in the system to a great extent.
08:23We have to work very fast for this.
08:27We are in talks with China.
08:30We will run the coal-based power projects under CPEC with mixed coal.
08:38This will be a mix of third coal and imported coal.
08:43Pakistan will be able to save nearly one billion dollars annually
08:51through the exchange of our expenses, the fuel that we import,
08:57and the investment to improvise the boilers.
09:03We are in talks with China on this.
09:08I don't want to go into the details of this right now.
09:13I am talking about the overall system.
09:17Some of the projects that were running on imported fuel,
09:26have been shut down.
09:28They are being paid billions of rupees annually.
09:32Perks and privileges are being given.
09:34Some plants have been scrapped.
09:37They are being paid.
09:40These are the challenges that the power sector is facing today.
09:47In the same way, 10-12 years ago, the government of Pakistan planted plants.
09:53The government of Pakistan planted LNG plants under the leadership of Mr. Nawaz Sharif.
09:58These are the best plants in the world today.
10:01The efficiency of their turbines is only 63-64%.
10:08Before that, all the plants that you know of,
10:12none of them have more than 52-54% efficiency.
10:18These plants have been planted without any self-promotion.
10:23The tariff of NEPRA is 8.5 million dollars per megawatt.
10:30In comparison to that, it is half the price.
10:344.5 million dollars per megawatt.
10:37There are other maintenance and operation contracts.
10:41Without any self-promotion,
10:45I want to say that if a person decides that he wants to do something,
10:51then he helps God a lot.
10:54There are many ways to do it.
10:57If the intention is bad,
11:00and the intention is to rob,
11:04and not to leave anything,
11:07then destruction is in front of you.
11:11Destruction is in the destiny and nothing happens.
11:14We have to decide to avoid destruction
11:17and to move towards happiness.
11:20Today, I feel honoured to meet the Honourable Board Members.
11:29The experiences I have had are very important.
11:34I hope that together, like a team,
11:38you will bring about improvement.

11:44at this time, day and night,
11:47the Ministry of Power, the Secretary of Finance,
11:55the Minister of Petroleum, the Secretary of Petroleum,

12:03they are only focused on one thing.
12:06How do we reduce the cost of electricity?
12:10Because if we do not reduce the cost of electricity,
12:14not only for the householders,
12:18but also for agriculture, industry, trade, exports, shopkeepers,
12:26then our economy will not be able to get out of this crisis.
12:32Because until the cost of production is reduced,
12:38you will not be able to export your products to international markets
12:45because of the high cost.
12:48Electricity is the only factor.
12:52I know that in the steel industry,
12:55electricity is the major raw material
12:58because electricity is consumed through electrodes.
13:01Similarly, in other industries,
13:04I believe that reducing the cost of electricity
13:08and making the electricity system more efficient
13:12is the only factor
13:16by which our economy can get back on its feet.
13:22So together, the entire government,
13:25the SIFC, all the institutions,
13:28are busy day and night
13:31discussing how to reduce the cost of electricity
13:36and how to improve our economy.
13:40I would also like to say here
13:44that the honourable members of the SIFC
13:49who have successfully fulfilled their responsibilities,
13:56will certainly be called the heroes of the nation.
14:00They will be crowned.
14:02And those who will continue to improve their activities,
14:07then we will not spare them.
14:10There will be no compromise at all.
14:13This must be understood loud and clear.
14:16All our efforts are being spent to make Pakistan's economy better.
14:24And we will give public recognition to our colleagues.
14:31And those who will not be present,
14:36they will not be part of our team.
14:39And I would also like to say that
14:42in the recent discussions,
14:45there were many political and personal objections.
14:49All of them were dismissed.
14:52And I would like to credit Minister Power
14:57for following my guidelines.
15:01The former secretary also followed them.
15:04And we fully supported them in this matter.
