00:03re-assessed the almost Php 60 billion fund not used by PhilHealth

00:07to be used for unprogrammed appropriations.

00:10The question of some groups is, why not lower the cost of PhilHealth

00:14or increase the benefit?

00:16Marie Zumali learned the answer.

00:21Of the many patients who rely on the Philippine Health Insurance Corporation or PhilHealth

00:25for their treatment,

00:27it was revealed that the agency has a huge amount of funds

00:30of Php 89.9 billion

00:33that was not used from the government's subsidy.

00:36This fund was re-assessed by the Department of Finance of the Bureau of Treasury

00:40in the form of what they released as the Department Circular 003-2024.

00:46This is in accordance with the General Appropriations Act for 2024

00:49to fund unprogrammed appropriations

00:52or projects that are already approved but not yet determined

00:55where the money will be collected for these.

00:58This was confirmed by some health reform and anti-corruption advocates and budget analysts.

01:02The Universal Health Care Act stipulates that if there is an excess,

01:07the premium should be lowered and the benefits should be expired.

01:12You cannot put it anywhere.

01:17What they are doing is wrong.

01:19It's very disappointing because what they will get from the fund is the subsidy

01:24which is supposed to cover the premium of our countrymen who are poor.

01:29In May, PhilHealth remitted the first tranche of Php 20 billion

01:34and the remaining amount was re-assessed until May 2025.

01:38It's sad to think that there are so many poor Filipinos

01:43who are saving to pay their premium.

01:49Then you will find out that there are excess funds of Php 90 billion

01:55and they will just put it in the unprogrammed funds or appropriations of our legislators.

02:04The group led by Dr. Lea Chon and Prof. Magno filed a case in the Supreme Court this week

02:11to question the constitutionality of this act by the Department of Finance.

02:16PhilHealth said that they are just following the law.

02:19They are also not lacking in services to all of its members.

02:23This is in accordance with the General Appropriations Act of 2024.

02:28The so-called transfer will never affect our operations.

02:34Our payment of claims will not be affected.

02:38The benefits that the members will avail will not be affected.

02:43The excess funds did not come from the contributions of the members

02:46but from the subsidy of the government.

02:48In a statement, the Department of Finance said

02:51that the use of the sleeping funds is more practical

02:54than lending or adding taxes.
