00:17In the continuation of the oral argument in the Supreme Court, the Department of Finance is opposed to the change of the unused PhilHealth funds to the National Treasury.
00:33It is not allowed if there is a large fund that is sleeping and not being used for the benefit of the people, to allow it.
00:43Sleeping funds serve no one. Every peso is a disservice to every Filipino.
00:51PhilHealth has transferred 60 billion pesos to the National Treasury to fund government projects.
00:58They plan to transfer almost 30 billion pesos before the TRO.
01:03Aside from PhilHealth, according to Recto, the PDIC, or Philippine Deposit Insurance Corporation, has also remitted more than 104 billion pesos to the National Treasury.
01:14Recto said that if the Supreme Court returns the funds, it will have an effect on the country's credit rating.
01:21That will add a fiscal pressure to our deficit.
01:24And that would entail us not hitting our deficit targets this year.
01:28And if we miss that, then we may not attain our coveted credit rating upgrade that we foresee in the next 18 months.
01:37Associate Justice Benjamin Cagiwa mentioned Section 11 of the Universal Health Care Act,
01:42which states that if the reserve funds of PhilHealth are exceeded by two years,
01:48the contribution of PhilHealth members will be reduced and their benefits will increase.
01:53But if the government keeps taking the reserve fund, this will no longer happen because the reserve fund will no longer be available.
02:06The reserve fund is not able to reach the ceiling.
02:09So the movement towards reaching the ceiling to trigger these benefits and the reduction of contributions will get retarded.
02:20But what I'm trying to say here is PhilHealth can do such a thing, increase the benefit packages, even if the ceiling is not yet reached.
02:29PhilHealth said that the case rate has increased.
02:33In 2024, the case rate of PhilHealth increased.
02:38We have 30 percent in February 2024 and another 50 percent by December 2024.
02:45The average value of case rate increases.
02:49I think it's around P13,000 to P14,000.
02:55Before this, various groups protested in Baguio to get PhilHealth's fund back.
03:01Maestrados will continue to ask respondents and petitioners for oral arguments in petitions against the transfer of PhilHealth's fund.
