00:41According to the President, the implementation of this law is already in progress, especially since the Negros are in one island.

00:51The government's services to the Negros have been delayed for a long time due to slow and uneven development.
00:58For decades now, Negros have endured the rigors of sea travel, unnecessary expenses, bureaucratic red tape, inefficiency that this arrangement has brought.
01:09Especially when there is a need to urgently access government services from regional centers on other islands.
01:18Even glaring, equally glaring is the uneven growth and disparity of funding between the two provinces
01:26which share many of the same natural resources and industries such as sugar, tourism, renewable energy.
01:32The government will also push for the NIR to be the center of development in the Visayas
01:37by speeding up socio-economic development and providing resources, investment, and effective economic planning.

02:32The technical working group will also form a plan and roadmap for the proper institutional arrangement and organizational development in the NIR.
