00:00President Ferdinand R. Marcos Jr. and the Department of Agrarian Reform

00:07distributed various assistance to thousands of farmers in Bulacan,

00:10including the Certificate of Condemnation

00:13that will be used to pay their debts to the farmland.

00:17This is the story of Kenneth Paciente.

00:21Evelyn has been farming for more than 30 years

00:24on more than 3 hectares of land that she received from the government.

00:28But because of her low income,

00:30her debt to the farmland kept on increasing.

00:35We haven't been able to pay our debts for a long time.

00:38Our debts have increased.

00:40Our penalties amounted to more than P181,000.

00:46The farmers, like Evelyn, were encouraged by the government.

00:50Evelyn is one of those who received the Certificate of Condemnation

00:54with Release of Mortgage or COCROM

00:57that President Ferdinand R. Marcos Jr. distributed.

01:01President and DAR distributed 1119 Certificates of Condemnation

01:07to thousands of agrarian reform beneficiaries from different places in Bulacan.

01:12The farmers' debts amounted to P274,970,474.

01:20According to the President,

01:21the farmers will be able to pay their debts better.

01:26I urge my administration

01:30to use your savings for other things that will help you in the future.

01:41You can count on this.

01:48You can count on the whole government

01:52to help you meet the needs of the people.

01:57Evelyn was encouraged by the government

01:59because it seemed that she was encouraged

02:01and that she will be able to use her savings for other things

02:04instead of paying her debts.

02:17Aside from the condemnation,

02:19the President also distributed 343 Certificates of Land Ownership or CLOA

02:23to 287 ARBs that comprise 232.76 hectares of land.

02:29He urged the beneficiaries to take care of their land.

02:34Although COCROM and CLOA are considered blessings,

02:38let us not forget that they are related to responsibility.

02:45Let us take care of our crops and livelihoods.

02:50Until this month, the government has distributed 136,116 land titles

02:57to 138,718 ARBs.

03:01There are more than 100,000 titles that can be given to beneficiaries

03:05in the upcoming months of 2024.

03:08That is why under this administration,

03:11Secretary Conrad is the backbone

03:14of our efforts to complete the agrarian reform in 2028

03:22so that all beneficiaries can benefit from their land.
