00:20A business group is calling on the Department of Environment and Natural Resources
00:24to implement a strict collection and recycling of used lead-acid batteries or car batteries.
00:32The Federation of Philippine Industries or FPI asked the DNR to issue a Department Administrative Order
00:39for the implementation of the Extended Producer Responsibility or EPR Scheme
00:44on the so-called hazardous waste batteries under the EPR Act of 2022.
00:50In the group's position paper to DNR Secretary Maria Antonia Yulo-Loyzaga,
00:56they also stated that EPR is important especially when it comes to recycling of so-called hazardous waste
01:01that requires technical know-how and facilities that only have accredited private recyclers.
01:07According to FPI Chairman Jesus Aranza,
01:09compared to other wastes such as plastic currently included in the EPR implementing rules,
01:14it needs to be implemented immediately because of the dangers it brings to the environment and people.
01:22It should be implemented.
01:25And the law is clear that within three months,
01:31they should come up already with the rules on the solid waste, on the toxic waste.
01:40But not yet.
01:41They can use that already, they can implement.
01:44We don't need to wait for this because there is no objectionable provisions insofar as toxic materials are concerned for hazardous.
01:54The group also pushed for a one-to-one scheme
01:58where if a business entity has collected a certain amount of waste,
02:01it should be the only one that can sell it.
02:05It means that you are the one who sold it, you are the one who got it.
02:11You are the one who processed the waste.
02:13You are the one who threw the waste, you are the one who bought the food, you are the one who got it.
02:19But it should only be in the toxic waste.
02:22It should not be thrown in the garbage because it is very toxic.
02:26According to the group, this will solve the problem of illegal LEDs and recycled batteries.
02:34Meanwhile, in the released data of the DNR last June,
02:37it reached the target of 20% or almost 125,000 tons of plastic to be diverted in the first year of the implementation of the EPR law.
02:47According to Secretary Loizaga, it reached the so-called percentage due to waste collection and diversion,
02:52which includes recovery, transportation, and cleaning up in coastal areas and public places.
