00:05 In the middle of the investigation,

00:07 he was found guilty of killing seven drug suspects

00:10 after the City Hall declared a war on drugs.

00:14 Mayor Baste Duterte condemned this.

00:18 John D. Esteban was interviewed by GMA Regional TV 1 Mindanao.

00:26 Based on the recommendation of the Regional Internal Affairs Service or RIAS 11,

00:31 the 35 PNP personnel of Davao City were removed from their positions.

00:35 Effective May 24, 2020.

00:37 According to the Regional Office 11,

00:39 this is part of the process of the investigation

00:42 of up to seven drug suspects who died in the Bybast operation

00:46 after the Mayor Sebastian Baste Duterte declared a war on drugs on March 22.

00:52 They were removed from their positions while ongoing an investigation.

00:56 To be fair, just to clear the doubt that they influenced the witnesses,

01:02 or basically they covered up the evidence because they also served.

01:06 Some station commanders were also relieved.

01:09 The police were reassigned to the Regional Personnel Holding and Accounting Section of PRO 11.

01:15 The first one to be relieved from his position on May 23 was Davao City Police Director Richard Badaang.

01:20 What you did to the Regional Director is part of the job, part of the process.

01:25 There is no personality, there is no leaning on any politics.

01:29 The removal of PNP personnel in the city was condemned by Mayor Baste Duterte

01:34 who called it an abuse of power of the high-ranking officials.

01:39 In an statement, Mayor Duterte said that it is not questionable and it has no basis

01:45 because the Bybast operation was done by the police according to the law

01:49 based on the collected evidence.

01:51 The mayor ordered that under the law, the city and municipal mayor

01:55 have operational supervision and control over the PNP units in their positions.

02:00 The mayor called for the immediate return of the removed officials.

02:05 The PNP responded,

02:07 "The station commanders and the city directors were relieved under the doctrine of command responsibility.

02:15 We will see if there is a negligence in the supervision.

02:19 If there are findings that they did not violate any existing protocol,

02:25 particularly our police operational procedure,

02:28 they can be returned to their original assignments and position

02:33 or to any other position commensurate to their qualifications."
