00:00 We are just waiting for a higher health budget.
00:02 But at the same time,
00:03 the government should be paying attention to the budget they are bringing.
00:07 Let me clarify, ma'am.
00:09 Are you pushing for free?
00:11 Free, literally.
00:12 Free healthcare.
00:13 In the public health system, yes.
00:15 Because we have paid for that ahead of time through our taxes.
00:19 Our taxes should revert as services.
00:22 And that's what government should be doing.
00:24 But what is government doing?
00:26 They're passing the buck to the private sector.
00:29 They're joining public-private partnerships.
00:32 So much so that the private sector now is charging for health services.
00:37 You don't have a CT scan at a hospital.
00:40 A private clinic should get a CT scan first.
00:43 What will they do?
00:44 People will pay for the CT scan.
00:47 The government's responsibility is to provide equipment,
00:51 to provide services to all public hospitals.
00:55 That doesn't mean that workers should be subject to free lunch.
00:59 No, because we have paid our taxes,
01:01 and taxes should be reverted to us as services.
01:06 Ma'am, just from my end,
01:08 do you think Secretary Herbosa is being used for what he's doing now?
01:15 I'm not referring particularly to Secretary Herbosa.
01:18 The health system as a whole,
01:21 since the start of imperialist globalizations,
01:24 neoliberal policies,
01:26 have been victims of these policies of the First World countries being imposed on us,
01:32 and being followed by our own national government.
01:36 So our secretaries of health have become followers
01:43 of the already neoliberal policies imposed on us by the First World countries.
