Blinken warns of AI threat to world peace, security if misused

At a UN Security Council meeting on artificial intelligence, US Secretary of State Antony Blinken warns on Dec. 19, 2024 that if AI is misused, it can 'pose tremendous threats' to the international peace and security that the UN council is charged with upholding. He added that US President Joe Biden and Chinese President Xi Jinping at a meeting in November 'affirmed that only humans should control the decision to use nuclear weapons.'

00:00Artificial intelligence has the potential to do enormous good.
00:04Scientists are using AI to discover medications that could fight antibiotic-resistant bacteria.
00:11AI models are predicting natural disasters more accurately so that communities can better prepare.
00:16These tools are identifying new crystal structures that could help us build
00:21the next generation of electric vehicle batteries.
00:24In these ways, and so many other ways, AI could accelerate our progress on nearly 80 percent
00:30of the United Nations Sustainable Development Goals.
00:33At the same time, as we've heard, if it's misused, AI can pose tremendous threats to
00:40the international peace and security that this Council is charged with upholding.
00:45With AI, hackers can make cyberattacks more destructive, harder to trace.
00:50Repressive regimes are using AI-enabled surveillance
00:54to target journalists and political dissidents, destabilizing societies.
00:58If algorithms are built into weapons systems, and if they malfunction,
01:03they could accidentally spark a conflict.
01:07By setting rules of the road for AI, we can minimize these risks.
01:12We can harness the exceptional promise of this technology.
01:15And we can realize the vision that the UN has tried in the Global Digital Compact – a future
01:21where technology is inclusive, where it's open, where it's sustainable, where it's fair, where
01:26it's safe, where it's secure – for people everywhere.
01:30For example, we want to make sure that senior officials oversee the development and deployment
01:35of AI, including in weapons systems, and that these tools are used in ways
01:39that follow international humanitarian law.
01:42Separately, in a meeting in November, President Biden and President Xi affirmed that
01:46only humans should control the decision to use nuclear weapons.
01:50The United States opposes the malicious use of AI by any actor,
01:54and we call on others on this Council to reject and to condemn these practices.
02:00We must adhere to our shared norms and build AI systems that are genuinely safe and secure.
