00:00We have reaffirmed our commitment to ensuring that artificial intelligence,
00:06one of the most transformative technologies of our time,
00:10is developed and applied in ways that promote peace, security and respect for human dignity.
00:20One of the most powerful messages emerging from this summit
00:23is the importance of collaboration and international cooperation.
00:29AI technologies, while holding tremendous potential,
00:33also present complex ethical, security and governance challenges.
00:41None of us, ladies and gentlemen, can address these challenges alone.
00:47It is only through collective action, by pooling our knowledge, resources and expertise,
00:54that we can build a framework for the responsible use of AI in military domains.
01:02AI can pose various risks, such as unintended escalation during conflict,
01:08failures resulting from algorithmic or systemic bias,
01:14and potentially devastating misalignment with human intent.
01:19At the same time, AI can enhance operational precision, minimize harm to civilians
01:25and even contribute to more efficient peacekeeping operations.
01:30This duality, AI as both an enabler of security and a potential disruptor,
01:36underscores the complexity of building the normative and institutional framework
01:42for governing AI in the military domain.
01:45Yet, the undeniable truth remains, it is not the technology,
01:51but our will and choices that will determine the future.
01:55We are responsible for our future.
