00:43 In our registration, we have reached 85 million and then we have delivered cards from the DSP, the physical card is 50 million.

02:10 Our printing is continuous.
02:12 That's the only capacity we have to print, 80,000 per day.
02:19 When we started the registration in 2021, our turnout in registration is very high.
02:26 It reached 300 to 400,000 per day.
02:31 We reached 53 million registration in 2021 alone.
02:36 So we have a bottleneck.
02:40 But it is expected that with the rate of our printing, we will finish this maybe this year, in 2024.

02:56 Our printing is 50 million that was delivered earlier and then our print is 54.

03:19 But more importantly, our citizens who have not received a physical card, who have received an E-Phil ID, are substantial.

04:10 The PSA has banned the spreading of fake posts on social media about cash assistance to anyone with Phil ID or E-Phil ID.
04:20 But the PSA issued an advisory as a warning to our public to be careful of spreading false information.
04:30 Avoid clicking on suspicious links and giving personal information in exchange for money.
04:38 You can see this on the PhilSys website, philsys.gov.ph.
04:42 We also want to clarify registering on PhilSys because having a Phil ID or E-Phil ID does not mean that anyone is qualified to receive a cost benefit or assistance from the government,
04:58 or from the social protection program.
05:00 We are urging the public to report to the PSA any information about the individual or group involved in such activities.
05:10 It is not true that they can receive a cost benefit.
05:15 Before, there was a situation that circulated during our massive registration in 2021. The land bank was able to collocate money when the account was opened.
05:33 But the same situation is happening now. The PSA issued a warning. We issued a warning to the public on our social media page.
05:45 Sir Fred, is there a punishment for those who make such fake news about the government?
05:53 Yes, sir. There are punishments that are included in our RA 11055 or the PhilSys Act for defamation, such as defamation,
06:06 for making or printing a Phil ID issue that is not authorized, and for not receiving a reason for using a Phil ID or E-Phil ID.
06:24 The fine here is up to Php 500,000. If the person who denied receiving our national ID is a government official or employee,
06:40 it can be the reason for his/her removal from the position.
06:47 What are your steps to avoid using the PhilSys ID of scammers and frauds?
06:56 It is very obvious that our national ID does not have a signature, but it has QR codes and features, especially the E-Phil ID.
07:08 It should be checked online through our PhilSys check, our portal is verify.philsys.gov.ph.
07:17 So to ensure the security of our E-Phil ID, it is printed on paper.
07:26 But if you check it online, that QR code is not only demographic information, but also its contents.
07:34 It has an embedded photo that maps the photo that is printed on the ID.
07:42 So that is the secure feature of the E-Phil ID.
07:48 But on the Phil ID, if you scan the QR code using the verify.philsys.gov.ph, you will see the demographic information plus the obvious security of the physical card.
08:05 You will see fine print, ghost image, and other features of the lost sign.
08:16 If you see it, you will distinguish it from the fake and the real national ID.
08:26 Our relying parties, including the agencies, private institutions, and public companies, we briefed and provided information on how to release the fake ID through the physical features of the Phil ID and security features of the E-Phil ID.
08:49 Sir Fred, for our countrymen to understand better, what are the scopes and limitations of using the PhilSys ID?
08:58 The scope and limitation is that it is a transaction that requires a valid proof of identity and aid.
09:10 The Phil ID or E-Phil ID can be used as a valid proof of identity to apply for government programs such as social protection programs.
09:25 But the continuous qualification of an individual as a beneficiary of any government program is still subject to the authority of the agency that is implementing it.
09:35 So we can use the national ID as a valid proof of identity and aid.
09:43 But if there are other requirements, the information provided in our national ID is not included.
09:49 Of course, the agency will ask for additional documents.
09:56 So if they do not accept the Phil ID or E-Phil ID in the transaction, they can communicate through our email info@philsys.gov.ph or call our hotline 1388 to report the non-acceptance.
10:16 Sir what are your steps to ensure the acceptance of the PhilSys ID in financial institutions?
10:26 So in financial institutions, we are here to monitor the BSP because all non-acceptance, especially in financial institutions, we report to the BSP.
10:44 In most cases, the non-acceptance that happens, especially in our provincial offices, sometimes their main offices did not cascade the acceptance of our national ID.
11:00 After coordinating with them, the office concerned, it became clear and reminded the institutions, especially in the provinces, that they are accepting it because their central office has given advisory.
11:19 Also, the civil service commission issued a memorandum together with the DILG regarding the acceptance of the national ID.
11:33 In fact, we are promoting and writing to the institutions and agencies to put our national ID as number one on the list of acceptable ID.
11:48 I just want to share before coming here, we were talking with my two staffs and they mentioned that there was a chance that their PhilSys ID was not recognized as a valid ID.

12:19 There are agencies there whose acceptance of the national ID is not clear yet. We demonstrated to them how to verify and check it.
12:33 It's good that they gave feedback and cascade the features of the national ID in their branches in the region so that it can be accepted because our countrymen are excluded.

14:12 Sir, for those who do not have a Philsis ID, where can they get it and how long do they have to wait before they can get their physical IDs?
14:25 For our countrymen who are not yet registered, we are encouraging you to go to any registration center near you and bring supporting documents.
14:39 Of course, you can bring birth certificate, other IDs that have photos.
14:46 For example, if you use your passport or driver's license, behind that, when they apply for birth certificate, they can use it.
14:58 As of now, we have 86 registration centers nationwide, not to mention, not to include the malls.
15:13 We are also doing mobile. We have Philsis on Wheels to go to areas that are far away because sometimes, our citizens are challenged.
15:25 They cannot register because they don't have a place to go to. So we are sending them there.
15:34 We are also collocating with our aligned agencies that have frontline services so that their clients who are not registered with Philsis can register.
15:48 So that's the easiest way to register now. If there is no technical issue, the Philsis ID can be released within 10 to 15 minutes.
