No air service licence (ASL)- conditional or otherwise-will be issued to MYAirline, which went bust last year, until all refunds are made to its customers and deals with former staff are fulfilled, says Anthony Loke.

The Transport Minister also said he would be meeting with MYAirline and Malaysian Aviation Commission (Mavcom) to find out what the airline had to offer and its current status.

00:30 And our priority number one is that whatever application they want to make, there are a few conditions that they impose.
00:38 If they want to restart the operation, firstly, they have to make every effort to make sure all the refunds previously must be made, must be realised.
00:50 That everyone must be refunded first.
00:52 Secondly, whatever deals to the staff must be paid.
00:57 So if they can fulfil these two conditions, then only we start to talk.
01:01 Without these two, no way that we can compromise.
01:05 And thirdly, of course, all the other, in terms of their safeties, in terms of their applications, have to follow normal procedure.
01:14 Would you ensure, as this is said to be a Middle East investor, would you ensure that the investors are 51% Malaysians?
01:23 That is our policy. That is the law.
01:27 The licensee must be 51%, majority owned by Malaysian company.
01:35 It must be majority held by Malaysians.
01:38 That, of course, we will go through the normal process.
01:40 MAFCOM will go through a thorough process to ensure that.
01:43 In fact, Batik Air is 51% owned by Malaysians.
