The concept of a floating island as a tax haven for the rich has been brought up before, and recently an idea from 1990’s resurfaced. The Freedom Ship International is back in the news.

Roger M. Gooch, marketing chief and director, and a partner who is a former FBI official, first came up with the idea in the late 1990s but when the economic recession happened they put it on hold.

People have already expressed interest in buying homes or operating their business on the ship.

Gooch acknowledged: “It's an unproven concept and would have to be heavily capitalized, so potential venture capitalists need to be very forward thinking and visionary to invest. This is an autonomous, self-supporting city on a waterborne platform, not a modified conventional cruise ship for elitists.”

If completed, the ship will never dock on land, making the trip around the world every two years, while running on hydroelectric and solar power.
