00:00Assalam-o-Alaikum, I am Maria Maiman and today's top stories are about new rivers.
00:16Mr. Bilawal gave a warning to the government yesterday that these rivers will not be allowed
00:22to be built because there is a lot of passion in Sindh regarding this.
00:26We are not able to see these rivers from a good perspective.
00:29It seems as if Sindh's rights are being violated.
00:32So, in the first part of the program, we will talk about this debate.
00:35After that, who is the conspirator in PTI?
00:37Mr. Gandapur went to meet Mr. Imran Khan.
00:39He came back and attacked his own Jamaat.
00:42So, in Tariq-e-Insaaf, we are seeing that different parties are discussing this issue very publicly.
00:48They are pulling each other's legs.
00:50We will talk about this in the second part of the program.
00:52Where will the new rivers come from? What is the problem with the rivers?
00:55We will talk about this in detail in the last part of the program.
00:58What is this issue? Why are Sindh's people protesting this?
01:02This will be an interesting segment in the last part of the program.
01:05Do watch it.
01:06Let's start.
01:07Mr. Bilawal Bhutto Zardari gave a speech on 4th April.
01:09He thought that it will be a fiery speech and he will take Wifaq very seriously.
01:14It was a balanced speech in this way where he gave a warning
01:18but he did not mention giving Wifaq a tough time.
01:21So, apparently, the government needs to be worried about this.
01:24Apparently, it will not happen.
01:26What did Mr. Bilawal say about the new rivers being unaccepted?
01:30The new canal is unacceptable.
01:33Every policy that is harming Wifaq should be taken back.
01:39Listen to the voice of the people of Sindh.
01:42Listen to the voice of the people of South Punjab.
01:45People's Party will stand with the people and not with you.
01:49We will go in every division.
01:51The first Jalsa will be held in the revolutionary city of Hyderabad.
01:55We are going to say that Pakistan is a coward.
01:58They are not cowards.
02:01The government had promised us that the PSDP of the four provinces
02:06will be formed by the Pakistan People's Party and the Muslim League.
02:10We will not vote for any budget without that consensus.
02:15The Pakistan People's Party has announced Jalsas
02:18but according to the current government,
02:21the People's Party and Tehreek-e-Insaf have also held Jalsas.
02:24But the government does not get such a tough time from Jalsas.
02:28Anyway, on 10th March, we had a joint meeting about the water of these rivers.
02:33For the first time, we saw there, publicly,
02:35that the President of Pakistan, Mr. Asif Ali Zardari,
02:38took a position on this matter and said that
02:40some decisions of Wifaq seem to prevent deprivation in the provinces.
02:44He was saying this in the context of the rivers.
02:47What did he say?
03:17The system, despite strong opposition,
03:20comes at a very low rate.
03:42I don't want to respond to Mr. Bilawal's comments
03:45because I don't think that this problem can be solved
03:48by standing in Jalsas and making statements on the media.
03:52If he can talk to the Wifaq community
03:55to make a budget for his Sindh and to get funds,
04:02then he should also talk about this.
04:04And then, the approval of the President of Pakistan,
04:06it is also documented and signed.
04:09We have no fight. They are our allies.
04:11And only politics is being done on the issue of the canal.
04:15Especially, the Sindh is doing politics on the issue of water.
04:18So, this is a matter of pain.
04:21What kind of documented approval is this, Ms. Azma?
04:25Actually, there was a press release
04:27from the office of the President of Pakistan,
04:30in which he said that the canal should be built in a year and a half.
04:34He encouraged it.
04:35He instructed to start the work.
04:38He also said that in order to stop the waste of water,
04:40the words of strategic canals should be used.
04:42Their concrete lining should also be done.
04:45And the Indus River System Authority should be reformed.
04:48It should be made better.
04:49So, when this press release came out at that time,
04:52there was a consensus that it was an endorsement
04:55of the Pakistan People's Party by the President of Pakistan.
04:59This decision was made by his will.
05:02After that, now the People's Party says
05:04that the President of Pakistan does not have this right
05:07as a mirror.
05:08And neither can he make such a decision.
05:10Because it is a procedural work.
05:12It does not come under his control.
05:14So, did Mr. Shajeel Memon listen to the discussion in this regard?
05:19Mr. Minister of Information of Punjab,
05:21I will say that I do not challenge your education.
05:25But if a person like you is giving such statements
05:28sitting on a podium,
05:29then I think it is a matter of great regret.
05:31Your thinking can be anything.
05:32You can think this way.
05:33First, read something.
05:34Read Aayin-e-Pakistan.
05:35Then, Madam, give such a statement.
05:38Do not give a statement without reading Aayin.
05:42The problem is that in Sindh,
05:44there is a lot of opposition at the ground level.
05:48The Nationalist Party there
05:50will definitely do politics on this issue.
05:53And they are doing it.
05:54But at the same time,
05:55when the People's Party itself went into their circles this time,
05:58it was realized that how much anger there is among the people.
06:00What is the Nationalist Party talking about in this regard?
06:02Let's see.
06:04Mr. Zardari has given the NOC.
06:06The entire decision has been made sitting in the President's House.
06:09We cannot do anything about it.
06:11We will still take as much water as we want to drink in Sindh.
06:15May God bless Pakistan.
06:17Mr. Shahbaz Sharif and Mr. Zardari
06:19and all these teams are saying that there is a lot of water.
06:21And where is our share of water?
06:24There is no water in Pakistan.
06:26This is a matter of detracting people.
06:28This is not a question of loss and gain.
06:31This is a question of death and life.
06:33Because our water sources in Sindh are very limited.
06:38The Pakistan People's Party and the government of Sindh
06:41have also made two faces in this.
06:45One face of the People's Party
06:47is fully supporting this plan.
06:51The other face,
06:52which is under the pressure of the people of Sindh,
06:54they are speaking for them.
06:58You have also heard the position of MQM in this.
07:00Mr. Bilal Azarqiani is with us.
07:02He is the Minister of Railways.
07:04Mr. Murtaza Wahab is the Mayor of Karachi.
07:07He is with us from Karachi.
07:09Thank you both.
07:10Let's quickly talk about the People's Party.
07:12Mr. Murtaza, MQM is saying that you have two different roles.
07:19In Wifaq, you are different.
07:21But in Sindh, you are the Nationalist Party.
07:23And genuinely, the sentiment there,
07:25you are taking this public position in reaction to that.
07:28The documentation that PMLN is talking about,
07:30how much truth is there in it?
07:32Because if a press release comes from the President's House,
07:35if we don't consider it as an endorsement,
07:37then what should be considered technically?
07:41In the name of Allah, the Most Gracious, the Ever Merciful.
07:43Maria, unfortunately,
07:45in our country,
07:47due to lack of information,
07:49people say a lot of things.
07:52Instead of people fulfilling their lack of information,
07:57we form our strong opinions
07:59and start articulating them.
08:01This opinion that has been formed
08:03on the basis of lack of information,
08:05we have clarified this many times.
08:09But today, I will make it clear to you
08:13that this matter started from the time of the caretaker government.
08:16And the caretaker government of that time
08:18did not agree with this.
08:20After that, when our government was elected,
08:23our cabinet was formed.
08:25Prime Minister Murad Ali Shah
08:27wrote a letter in June 2024
08:31to the federal government
08:33and conveyed his objections to them.
08:37In this regard,
08:39the correspondence with Tawatur
08:41has been consistent
08:43with the loyalty of the government
08:45to the Prime Minister's House.
08:47And no positive response
08:49came from them.
08:51Secondly,
08:53a press release has come from the President's office.
08:55I am surprised
08:57that if the ministers
08:59will have such an irresponsible conversation,
09:01that the press release means
09:03that it has been approved.
09:05You tell me,
09:07will we follow the rules of business,
09:09will we follow the law,
09:11or will we follow the news
09:13published in the newspaper?
09:15The Pakistan Mirror
09:17clearly states
09:19that the responsibility of the President
09:21and the loyal government
09:23is the responsibility of the Prime Minister.
09:25And if there is a dispute
09:27between the provinces
09:29of loyalty or any other province,
09:31then whose authority is it?
09:33All these things are written
09:35in the Pakistan Mirror.
09:37And the Sindh government
09:39has repeatedly said
09:41that this matter
09:43needs to be resolved
09:45in the way
09:47written in the Pakistan Mirror.
09:49Unfortunately,
09:51the loyal government
09:53did not agree
09:55with our point of view.
09:57And there has been
09:59such a continuous conversation
10:01from the People's Party,
10:03from our government
10:05or from Mr. Bilawal,
10:07who spoke against the rivers.
10:09And I can share with you
10:11the chronology of what
10:13the Pakistan People's Party
10:15said 6, 8, 10 months ago.
10:17I would like to request you
10:19that the People's Party
10:21has repeatedly said
10:23and this is our stated position
10:25since 2016
10:27that the water accord of 1991
10:29and the water you need
10:31under that water accord
10:33you are not getting that water right now.
10:35And because we are situated
10:37at the tail of the river
10:39that the sea starts after us,
10:41then as a lower riparian
10:43we consider it our first right.
10:45And the rest of the provinces
10:47have this principle
10:49if you keep in view
10:51the international laws
10:53that while making all the policies
10:55the rights of the lower riparian
10:57and their objections
10:59are kept in view.
11:01What we are saying is
11:03that we have no objection
11:05that there should be development
11:07or corporate farming
11:09but not at the expense of our people.
11:11It is not possible
11:13that to give water to Murtaza
11:15Murtaza's water should be cut
11:17or to give water to Murtaza
11:19Maria's water should be cut.
11:21You come to the province of Sindh
11:23and I will tell you that
11:25in Thatta, Badeen, Sajawal,
11:27Ibrahim, Hyderi
11:29our fertile land is being
11:31sea-bossed. Why?
11:33Because the adequate amount
11:35of river water that goes to the sea
11:37is not going.
11:39And because it is not going
11:41it is improving
11:43which is harming our farmers.
11:45Your point has been made.
11:47Your concerns about water
11:49are genuine.
11:51We should sit together
11:53and discuss the issue of water
11:55in the CCI.
11:57I am just worried
11:59about the Council of Common Interest
12:01meeting. Isn't it an emergency
12:03that it should be called?
12:05Maybe you are successful
12:07in making your own conditions.
12:09To address the grievances
12:11of the People's Party,
12:13isn't it necessary to call
12:15the CCI meeting?
12:17Thank you for inviting me.
12:19First of all,
12:21I would like to say
12:23that the government
12:25that is established today
12:27as a result of the partnership
12:29between the People's Party
12:31and the PMLN,
12:33and this partnership
12:35is the foundation
12:37of the people's movement.
12:39We saw the announcement
12:41of electricity shortage
12:43by the PMLN.
12:45We also saw the economic recovery.
12:47The aim of establishing such a government
12:49is being achieved.
12:51And the partnership
12:53with the People's Party
12:55and the PMLN
12:57will increase the purchasing
12:59power of every Pakistani.
13:01And every Pakistani
13:03will have a direct impact
13:05positively.
13:07As far as this issue
13:09is concerned,
13:11I was listening to Bilawal's speech yesterday.
13:13Whatever will be decided
13:15will be done with
13:17consensus.
13:19And even if it is a CCI meeting,
13:21the CCI meeting will probably
13:23be a formal forum.
13:25But more important than that
13:27is that
13:29we will sit
13:31with the People's Party
13:33and see the technicalities
13:35of this issue.
13:37And there is no doubt
13:39about this.
13:41I saw Bilawal's speech yesterday
13:43and he acknowledged this.
13:45When Sinnah opposed this
13:47at the ECNEC forum,
13:49ECNEC paused its approval.
13:51So, as always,
13:53after consultation,
13:55a consensus will be reached.
13:57There is a proposal,
13:59there is a plan,
14:01there is a technical discussion
14:03about the flow of water.
14:05The first meeting is held
14:07at the end of 10th March.
14:09What is the date today?
14:11It has been almost a month.
14:13The statements coming from
14:15Punjab, especially from the
14:17PMLN government,
14:19they are saying that
14:21this has been approved.
14:23There is no concern
14:25that this should be addressed.
14:27They are saying that
14:29they will discuss this
14:31at the party level.
14:33Inshallah, any solution
14:35and any prerequisite
14:37technical discussions
14:39on the differences of opinion
14:41or technical understanding
14:43of the flow of water
14:45or its effects
14:47should be discussed.
14:49Inshallah, whatever is decided
14:51will be done with care.
14:53Was there a statement
14:55from the PM,
14:57Mr. Bilawal?
14:59I have already told you
15:01that Mr. Bilawal himself
15:03acknowledged this yesterday.
15:05In fact, he acknowledged
15:07this in his speech
15:09that when there was
15:11opposition in APNIC,
15:13we did not say that
15:15there is only disagreement
15:17and approval.
15:19There is a proposal,
15:21there is a plan on the table,
15:23there is a point of view
15:25that if we do not listen to them,
15:27they will go to the streets
15:29and create a movement.
15:31There is a working relationship
15:33with the People's Party.
15:35At the leadership level,
15:37we meet with Mr. Bilawal
15:39and at the working level
15:41we meet with the seniors
15:43of our Jamaat.
15:45Other issues are discussed
15:47and this has been discussed
15:49in the PDM government
15:51as well.
15:53People's Party and PMLN
15:55have always had a way
15:57of discussing national issues
15:59maturely.
16:01I would like to take
16:03Mr. Murtaza's point forward
16:05that whether it is for
16:07Mr. Murtaza, Mr. Bilawal
16:09or Ms. Maria,
16:11every Pakistani has the right
16:13to water.
16:15Inshallah, whatever decisions
16:17will be taken in this context
16:19regarding water,
16:21you think they are doing politics.
16:23You think they are doing politics
16:25or not?
16:27You have different views
16:29on good and bad.
16:31This is not like that.
16:33I do not want to get involved
16:35in this debate.
16:37The main thing is that
16:39this is an issue
16:41and we have to move
16:43it forward with consensus.
16:45Inshallah, we will move
16:47forward with consensus
16:49Do you get any signals
16:51from the delegation
16:53that they want to
16:55solve this issue
16:57with consensus?
17:03Ms. Maria, Mr. Kiani
17:05spoke very positively.
17:07Mr. Rana Sanaullah
17:09also spoke about this
17:11when he said that
17:13we will not move
17:15forward with this
17:17Instead of
17:19blaming each other
17:21or scoring political points,
17:23it is better that both brothers
17:25sit together and solve
17:27this issue.
17:29This is not a Punjab-Sindh issue.
17:31The nationalist
17:33leader you were
17:35talking about,
17:37he was also talking about
17:39Balochistan.
17:41I think Wafaaq should
17:43take everyone on board
17:45and end the
17:47objections.
17:49If you do anything
17:51unilaterally,
17:53it will be a loss.
17:55We do not want it to be a loss.
17:57After a lot of hard work,
17:59I think the People's Party
18:01and PMLN made a lot of political
18:03sacrifices and came together
18:05and made difficult decisions.
18:07Now there are positive effects
18:09because of political stability
18:11in Pakistan.
18:13We should think about
18:15how to capitalize on
18:17political dividends
18:19and how to move
18:21this relationship forward
18:23so that 25 crore people
18:25of Pakistan can benefit.
18:27I am talking about the whole of Pakistan.
18:29Mr. Bilawal said yesterday
18:31that Pakistan was alive for us
18:33and Pakistan is alive.
18:35Pakistan will always be alive.
18:37We have always talked about the state.
18:39We have always talked about the federation.
18:41I think the People's Party
18:43takes pride in this philosophy.
18:45We will carry this ideology
18:47with us.
18:49I think this point scoring
18:51is inappropriate.
18:53Political maturity should be
18:55demonstrated.
18:57Things should be done
18:59in the form of laws
19:01and better sense should prevail
19:03that what is in the interest
19:05of Pakistan.
19:07You should satisfy the
19:09representatives of the state.
19:11This is what we want.
19:13We believe that we are
19:15not getting our share of water.
19:17I think it was reported
19:19in the newspaper
19:21that the Lahore High Court
19:23has told the Punjab government
19:25that there is a severe shortage
19:27of water in Punjab.
19:29Imagine if a judge of the Lahore High Court
19:31says that there is a shortage
19:33of water in Punjab.
19:35Practically,
19:37he is endorsing
19:39the People's Party
19:41that there is a severe shortage
19:43of water in Punjab.
19:45If you do more
19:47engineering interventions
19:49in this shortage,
19:51the people who exist
19:53on the lower riparian
19:55will be badly affected.
19:57The best way is
19:59to sit in the Council of Common Interest
20:01and look at this matter
20:03with transparency
20:05We will talk about the politics
20:07of both the parties
20:09and their positions
20:11in their provinces.
20:13Thank you for being with us.
20:15We will meet Mr. Imran Khan
20:17when he returns.
20:19He does not meet his family
20:21but meets Mr. Gandapur.
20:23After his return,
20:25Mr. Gandapur attacked his party.
20:27We will talk about this after the break.
20:29Welcome back.
20:59Welcome back.
21:29Welcome back.
21:31Welcome back.
