04:40are made, no steps are taken in terms of law and order and innocent citizens are dying
04:45due to dumpers in the last part of the program.
04:49This is their requirement.
04:51And why? Why should the Judicial Commission meet the IMF?
04:55Has this ever happened before?
04:57Frankly, I have been covering the IMF since 2008.
05:00I covered the first program of the IMF in 2008 and there were other programs later as well.
05:04I have seen this for the first time.
05:06As I said, money laundering, combating and financing of terrorism has been mentioned
05:10in the program documents as well.
05:12When we talk to them, it is also mentioned in the program documents.
05:15I was surprised to see this on the Judicial side.
05:18One thing I would like to say is that although they are reviewing the IMF,
05:22we will get to know their concerns by July.
05:25If they have raised any questions in the meetings, we will get to know from there as well.
05:29But the important thing is that I think there is no need to give it a political tone.
05:34Because the way the reaction has come on the story today from different circles…
05:39What does the government say?
05:40They have not held any special press conference yet.
05:42The government has issued a press release today.
05:44A little while ago, they issued a press release.
05:46In that press release, they have confirmed that this is an official mission.
05:50But they have given their justification as to why this is so.
05:53In that press release, it is written that the IMF has been doing such things since 1997.
05:57There is nothing to doubt in this.
05:59But the agenda that tells that I think they will go a little further.
06:04But if this was up to the Ministry of Law, it would have been better.
06:07What I was saying that they are trying to give it a political tone.
06:11Frankly, the IMF is not explicitly involved in political matters.
06:16Even if they are looking at the judiciary,
06:18they will also look at good governance, bad governance, apartments in the same context.
06:23If you have a good, effective judiciary,
06:25then the enforcement of contracts…
06:27You know that there are a lot of reasons for the absence of foreign capital in Pakistan.
06:32One reason is that if there is an agreement or a dispute…
06:35They stay in the courts for a few years.
06:37The Prime Minister intervenes.
06:39There are interventions at the level of the Army Chief to resolve these matters.
06:42In that context, they can look at the enforcement of contracts.
06:46But overall, looking at it, meeting with the judiciary, that is extraordinary.
06:51Should the government be worried about it?
06:54I think the government should not be worried because if there are some shortcomings in it…
06:59You know that the system in Pakistan is not perfect.
07:02Our governance system is not good.
07:04There is a lot of corruption.
07:06The government itself believes in it.
07:08The Minister of Treasury and the Chairman of the Federal Board of Revenue
07:10believe that the corrupt organization of the FBI is a good organization.
07:13So, when such things happen,
07:15if there are such independent, effective reviews,
07:18and a report comes out,
07:20and if you want to change the law in the light of that report,
07:22if you want to change some rules and regulations,
07:24then there is no harm in doing it.
07:26It should not become a political issue.
07:27Is this binding, the report that comes out?
07:29It will be binding in that case.
07:31Let me give you an example of this.
07:33When the reform of the State Bank of Pakistan came into force in 2021,
07:37the PTA government did it.
07:38You remember, there was a big issue of $130 billion.
07:40Before that, a similar mission came.
07:42That mission gave its recommendations.
07:44On the basis of that recommendation, the reform of the State Bank came into force.
07:47Pakistan had no choice but to accept it.
07:50At that time, that thing was a make and break for the Pakistan RMF program.
07:54You will remember, about 4 years back.
07:56If this report comes out, and some critical findings come out in it,
07:59in the legal framework of Pakistan,
08:01some things are recommended in it.
08:03To counter the regime of money laundering,
08:06combating of financing of terrorism,
08:08how to stop the money used in terrorism,
08:13how to use the information coming from outside, money laundering.
08:16If they cannot properly address our laws and rules,
08:22then its recommendations will eventually become binding.
08:26The next IMF review may be after July.
08:28Whatever review comes in September or before that,
08:31it will put some more conditions in it.
08:33Now, the condition is that you have to get this review done.
08:36Which has started.
08:37By 6th February and 14th February, InshaAllah, it will be over.
08:39Then it will come that there are findings in it.
08:42If they are good, there is no problem.
08:44If the flaws are identified, then the next two reviews…
08:48By June or July, the government should not be so worried.
08:52The impact of this is that there will be a separate review,
08:55which is related to the first review of Pakistan's IMF program.
08:58There is no impact on that at the moment.
09:00Thank you very much.
09:01Mr. Shahbaz Rahim was with us.
09:02Mr. Shahbaz mentioned the press release during this time.
09:04I have also ordered it.
09:05In that press release, which was issued by the government of Pakistan
09:08regarding this IMF mission,
09:10they say that Pakistan and IMF have been working together for a long time,
09:15whether it is a matter of governance,
09:17transparency or accountability in the public sector.
09:20In this regard, the reaction of the government of Pakistan has also been revealed.
09:23Mr. Shahid Khan Abbasi is present with us in this section of the program.
09:27He is a former Prime Minister of Pakistan
09:29and the head of the People's Pakistan Party.
09:31A very unique condition has been revealed regarding the IMF,
09:34in which this mission of the IMF is being met.
09:37It will also be met with the people of the Judicial Commission
09:39and will meet at different markets.
09:41The decisions made in the court in Pakistan,
09:43the appointment of judges, will also be reviewed in this regard.
09:47Mr. Shahid, you have a long experience of public service.
09:52Why is this needed for the first time?
09:57To go so deep into various ministries,
10:00from the appointment of judges,
10:02to the meeting of the Judicial Commission members,
10:04to the work of the IMF Commission.
10:06Is this in their mandate?
10:08Yes, specifically, it is not written in the mandate.
10:11But what we do not understand, we will have to understand.
10:15That the economy is related to the system of justice.
10:20The economy is related to the political system.
10:23The economy is affected by poor governance.
10:26The economy is affected by corruption.
10:29This is the review of all this.
10:32I know exactly, this is the newspaper news,
10:34which Mr. Shahbaz Rana has written.
10:36He does a lot of research on these things and writes.
10:40His words are very credible.
10:44Therefore, you will have to understand these things.
10:47If you steal elections, it will affect the economy.
10:51Political corruption will affect the economy.
10:54The IMF is giving you an oversight.
10:57The IMF not only gives you funds,
11:00but also gives you a reform package.
11:03And all your other lenders rely on it for oversight.
11:08Whether this country is working responsibly or not.
11:12They have to see all these things.
11:15They cannot say that in a country,
11:17you have to make a 26th amendment.
11:19The system of justice should end.
11:21And then expect that the economy will progress.
11:24You make straight laws for them.
11:26There should be political upheaval in the country.
11:28There should be election theft.
11:30Police governance should be poor.
11:32Corruption should be increasing.
11:34How can we expect this?
11:36Corruption is one thing,
11:38in which he has written a very important thing.
11:41He has highlighted the factor of domestic corruption.
11:46I have not seen this before in the words he has used.
11:52What could be the reason?
11:54You have been watching since the 90s.
11:56Pakistan has been in the IMF program for decades.
11:59Is the timing different this time?
12:01Is it due to political pressure?
12:03Is there any arm twisting?
12:05Why are there such conditions?
12:07There is no arm twisting.
12:09If you look at all these things,
12:11you have been considered irresponsible.
12:13The net gain of all this is that the IMF,
12:18or the financial institutions,
12:21the multilaterals,
12:23do not consider you a responsible country.
12:25You do what you promise.
12:27You cannot fix your house.
12:30You are creating more problems in the country,
12:34in the system.
12:36When the 26th amendment came,
12:38I said, look at the impact it will have on the economy.
12:41In a country where the justice system is not correct,
12:44there is no investment.
12:46First of all, people look for justice.
12:49For example, in 2017,
12:53when Mr. Nawaz Sharif's decision was made,
12:57people said,
12:59what kind of a country is this?
13:01The Supreme Court has become a trial court.
13:03A government has been broken.
13:05The government that was running,
13:07did not take the money,
13:09it became your asset,
13:11so we ended your government.
13:13This does not happen in the world.
13:15It is still the same.
13:17The way you have changed the system,
13:19a constitutional bench has been formed in the Supreme Court,
13:22a Supreme Court has been formed.
13:24What will this do? What will that do?
13:26There was a Chief Justice of the Supreme Court.
13:28There is no need to mention his name.
13:32It has nothing to do with his personality.
13:35In just two cases,
13:37he has caused a loss of 9 billion dollars to Pakistan.
13:419 billion dollars.
13:43I think everyone knows who he is talking about.
13:45Whoever it is.
13:46Look, it is not about the reality.
13:48Let's talk about the capacity.
13:50What is the capacity to cause losses?
13:52When the capacity to cause such losses
13:54is created in the justice system,
13:56when the government will not be able to govern,
13:59when corruption will increase to a limit,
14:01I am telling you the truth,
14:03corruption has increased to a limit in the country.
14:05To this extent,
14:07because when there is inflation,
14:09when prices in the country increase,
14:11then corruption also increases.
14:13Sir, and when there is so much uncertainty,
14:15then everyone is in a transaction.
14:17Yes, and when you interfere in the justice system,
14:19when you interfere in the police system,
14:21when you use the police against your political opponents,
14:23then you will make them do one bad thing,
14:25those ten bad things themselves,
14:27Sir, should the government be worried about this review?
14:29Okay, there are many things that can be managed,
14:31they will manage it.
14:33This will not be so important,
14:35it will not be their high priority.
14:37They will look at the review more seriously
14:39on other issues like taxation.
14:41Sir, the world is watching.
14:43Look, IMF is a bureaucracy.
14:45They have promised you a program.
14:47It is also in their favor
14:49that you continue to run,
14:51the matter should continue to run.
14:53And I always say,
14:55for the world as a whole,
14:57this is a bad thing to say,
14:59it is cheaper to keep Pakistan afloat
15:01for the world.
15:03You have to give more than 100 billion dollars.
15:05If you default,
15:07it will have a financial impact
15:09on the world.
15:11These 2-4 million dollars
15:13come behind and say,
15:15whatever it is,
15:17we have to repair our house.
15:19We have to understand this.
15:21It's been a year since the government
15:23went bankrupt.
15:25Have you seen the advertisements
15:27that the government has given
15:29in the newspapers?
15:31No, I have seen the advertisements
15:33of every government in Pakistan.
15:35When I came to power,
15:37I decided that I would never
15:39publish any advertisement.
15:41So, I did not publish any
15:43advertisement for 10 months.
15:45Neither the publishers nor the
15:47readers understand what is happening
15:49in the country.
15:51What do you have to say
15:53about the flight of human resource?
15:55They have saved us from default.
15:57They are saying in their advertisement
15:59that at least we were standing
16:01at the base of default.
16:03Who took you to the base of default?
16:05The previous government.
16:07You should have fixed it.
16:09You should have fixed it.
16:11You did not fix it.
16:13Mr. Imran Khan was selling
16:15petrol at a lower price than
16:17the purchase price.
16:19Why?
16:21You came to power.
16:23You did not fix it.
16:25You have been sitting on that
16:27for 6 months.
16:29You have blown up
16:31many Arab lorries.
16:33You have reduced the price.
16:35You have reduced the price.
16:37The government has nothing
16:39to do with any policy.
16:41It has a lot to do with the
16:43price of oil in our country.
16:45Our country does not care
16:47about the price of oil.
16:49Our government is very
16:51misunderstood.
16:53Our Prime Minister
16:55does not care about the
16:57price of oil.
16:59When the commodity prices
17:01will be low,
17:03inflation will be low.
17:05Low inflation does not
17:07mean low inflation.
17:09There is a decrease
17:11in the rate of
17:13inflation.
17:15The government has increased
17:17the rate of inflation by
17:192.5 billion dollars.
17:21The rate of inflation has
17:23increased from 27.72 billion
17:25dollars to 30.64 billion dollars.
17:27This is a good thing.
17:29This is a good thing.
17:31It is not a bad thing.
17:33The rate of inflation
17:35does not work in
17:37today's government.
17:39There is a cycle.
17:41Mr. Imran Khan said
17:43that the government has increased
17:45the rate of inflation.
17:47It was a bump in the world.
17:49You got it because of COVID.
17:51You got a little benefit.
17:53It is a very good thing.
17:55The government has increased.
17:57We will be better for the country.
17:59But tell me the government policy
18:01that has affected this.
18:03Because the permanent thing
18:05is the government policy.
18:07What is the government policy
18:09that has increased the rate of
18:11inflation?
18:13Has the trust of the people
18:15increased?
18:17Has the trust of the people
18:19increased?
18:21Has the trust of the people
18:23increased?
18:25Has the trust of the people
18:27increased?
18:29Has the trust of the people
18:31increased?
18:33Has the trust of the people
18:35increased?
18:37Has the trust of the people
18:39increased?
18:41Has the trust of the people
18:43increased?
18:45Has the trust of the people
18:47increased?
18:49Has the trust of the people
18:51increased?
18:53Has the trust of the people
18:55increased?
18:57Has the trust of the people
18:59increased?
19:01Has the trust of the people
19:03increased?
19:05Has the trust of the people
19:07increased?
19:09Has the trust of the people
19:11increased?
19:13Has the trust of the people
19:15increased?
19:17Has the trust of the people
19:19increased?
19:21Has the trust of the people
19:23increased?
19:25Has the trust of the people
19:27increased?
19:29Has the trust of the people
19:31increased?
19:33Has the trust of the people
19:35increased?
20:05Has the trust of the people
20:07increased?
20:35Has the trust of the people
