00:22This vehicle was hijacked by the NBI Special Task Force and Cybercrime Division in Manila.

00:28It was discovered that there is a catcher of the International Mobile Subscriber Identity, or IMSI, or Peking cell tower.

00:35Many have received texts from what they thought were legitimate companies or legitimate organizations.

00:45But that comes from the IMSI catcher.

00:47Because what it does is, when it is in a place, it collects data, numbers, and messages from a cell phone that is close to it.

00:59Aside from scams, the vehicle is also used for espionage.

01:04They go around our installations, camps, government installations.

01:12And when they get close to that place, they will get information.

01:20Malacanang, U.S. Embassy, and Camp Aguinaldo were among the targets.

01:26Based on our intelligence, we saw someone enter there.

01:29The flow of data, the incoming and outgoing data from that area, which is Camp Aguinaldo, was intercepted.

01:37Two IMSI catchers were arrested in a condo by Chinese, Ni Qinhui and Zheng Wei in Malate, Manila.

01:46Qinhui was arrested by his wife.

01:54Aside from the two Chinese, three Filipinos who drive IMSI catcher vehicles were also arrested by the NBI and AFP

02:01in separate operations in Tondo and Malate in Manila and Bulacan.

02:06They were accused of espionage.

02:09The Chinese were also aware of the connection to the Chinese spies who were first arrested.

02:14According to one of the three Filipinos, his wife was the one who told them where to go.

02:20The driver is paid P3,000 a day.
