16:31First of all, to start, a first word to enlighten us on this great project of the new Silk Road.
16:46The new Silk Road is a pharaonic project that was launched in 2013 by President Xi Jinping, announced in Kazakhstan.
16:56The idea is to link China to the rest of the world via three major infrastructures, rail, maritime and land.
17:05This project will link China to Southeast Asia, Russia, Central Europe, Western Europe and also to East Africa and North Africa.
17:17It is a project that has a political, economic and geostrategic influence.
17:28The idea is that China can have a predation and commercial domination with a win-win approach with all the countries of the world.
17:44Mr. Benjgroun, regarding the commercial relations between Asia, Europe and Africa,
17:51we wonder if this Chinese project of pharaonic investment,
17:57has it really allowed the development of commercial links between Asia, Europe and Africa?
18:07Of course. It is undeniable that when a country signs a memorandum of understanding with China for this type of project,
18:19there are economic and commercial setbacks.
18:22Now, everything depends on the country's signatory.
18:24It is the country, depending on its strength of proposal, depending on its competitive advantage,
18:30depending on its requirements, to balance the balance.
18:34It is certain that China does not come here with a wish for charity, with a desire to help, without receiving.
18:40There is a desire for China, when it invests in Africa, to have a priority in the extraction of African natural resources,
18:50in relation to the fight for the Democratic Republic of Congo, for example.
18:53But it is up to the African and Asian countries to take advantage of this collaboration.
18:59It can be realized by financing, by financing infrastructure projects,
19:05by the implementation of Chinese factories in these countries, which will be realized by job creation.
19:13But it is true that there are countries that are so weak in terms of economic diplomacy,
19:20that they have seen themselves engulfed and dominated by this Chinese aura.

19:35Now, once again, it is up to the countries, all the countries of Asia and Africa and Europe,
19:41to benefit from a form of adaptation in the negotiations with our Chinese giants.

19:52What are the economic and commercial setbacks in the countries that are signatories of this project?
19:59Are they tangible?
20:03So, the economic setbacks are specific to each country.
20:11Let's take the case of Sri Lanka, for example.
20:14In this collaboration with China, Sri Lanka was able to inaugurate a port,
20:21with Chinese financing as a loan.
20:25This allowed China to export its Chinese products to these countries
20:33and to be a transit in the South-East Asian basin.
20:38But on the other hand, Sri Lanka, as it was unable to repay the loan,
20:44saw its territory as a predation, a form of colonization of its port.
20:52China colonized the Sri Lankan port in response to Sri Lanka's inability to repay its debts.
21:02So, this is something that is very harmful for Sri Lanka.
21:06Other countries, with a much healthier and more thoughtful approach,
21:10have had positive setbacks.
21:12You know that Ethiopia is now one of the African economies with the highest growth rate.
21:18This is largely due to China's direct investment in Ethiopia,
21:24as a result of the signing of this treaty on the new Silk Road.
21:33So, the setbacks are different, the results are different.
21:38The ability to benefit is different now, but in general,
21:47there were business cases that were positive and others that were much less positive.
21:55Let's now talk about the withdrawal of Panama from this Chinese project.

22:16Once he was elected, the first systemic adversary
22:23on which we must focus all our efforts to weaken its predation, domination and expansion is China.
22:32So, Donald Trump set himself the goal of diminishing the Chinese influence around the world.
22:39How? By installing tariff and non-tariff barriers,
22:44and by convincing and dissuading countries to sign the Memorandum of Understanding on the new Silk Road.
22:54Remember, the new Silk Road is a lever, a tool of domination,
23:05of geoeconomic, geopolitical and geostrategic influence of China.
23:12To counter this, Donald Trump will dissuade country after country,
23:18country after country that is a signatory of this Memorandum,
23:22to withdraw from this treaty and to get closer to the Anglo-Saxon.
23:28Before, there was Italy.
23:30Italy was the first country of the G7 to sign the Memorandum of Understanding of the Silk Road with China.
23:39With European and American influence, Italy withdrew from the agreement.

23:55We will live under Donald Trump's wing,
23:58a bipolarization that will be fragmented,
24:01cracked with a line to choose between the Chinese clan or the American clan.
24:08Donald Trump is in a harsh, offensive diplomacy,
24:12even under blackmail and intimidation.
24:16And I think that other countries will be under the same pressure
24:19as the one that was undertaken with Panama.
24:25So, now, let's talk about Morocco.
24:29The Kingdom has integrated this project in 2017.
24:32The first Maghreb country to join this initiative.
24:36What achievement and what assessment?
24:40With Morocco, right?

24:46Morocco actually signed this memorandum with China in 2017.
24:53And indeed, it took time for us to see some setbacks.

25:03Morocco and China have never had a very close cooperation between these two countries.
25:11There has never been a strategic partnership or a privileged partnership.
25:16So, in fact, China needed time to know how the Moroccans functioned.
25:22China needed time to understand the requirements imposed by Morocco and vice versa.

25:32But now, we can say that the setbacks are interesting.

25:43is one of the concretizations of this economic and commercial rapprochement between China and Morocco.

25:56saw the installation of more than twenty Chinese companies
