00:19Thank you for joining us for this round of news.
00:21Here are the headlines.
00:22Facing the cold wave in Morocco,
00:24under the high instructions of His Majesty,
00:26the King Mohammed VI,
00:28the Ministry of the Interior announces the global mobilization
00:31of resources to protect more than 870,000 citizens
00:35in several regions of the Kingdom.
00:37Details in a few moments.
00:41In the Middle East, Israel released yesterday 90 Palestinian detainees,
00:46a few hours after three Israeli hostages were released by the Hamas,
00:52a decision following the agreement to cease fire
00:55between the Israeli army and the Palestinian Hamas.
01:00He will be investigated this Monday
01:02for the second time as President of the United States of America.
01:07Donald Trump has promised,
01:09from his first hours at the White House,
01:11to act quickly and with unprecedented force
01:15to put an end to the decline of America.
01:18See you in a moment for the developments.
01:21Welcome, ladies and gentlemen.
01:25In the application of the high royal instructions,
01:28a global mobilization of all logistical and human resources
01:32is underway to provide support and assistance to citizens
01:37to face the cold wave that affects several regions of the Kingdom.
01:41Suhail Jalila tells us more.
01:44On royal instructions,
01:46the Ministry of the Interior works to fight the cold
01:49in several regions of Morocco.
01:50In carrying out the instructions of King Mohammed VI,
01:53the services of the Ministry of the Interior,
01:55in collaboration with all ministries, administrations and concerned actors,
01:59have announced that they have taken the necessary emergency measures
02:02through a general mobilization of all logistical and human resources
02:06to provide support and assistance to citizens
02:09to face the cold wave affecting several regions of the Kingdom.
02:12In a statement, the Ministry of the Interior explains
02:16that the Wali of the regions and the governors of the provinces
02:18have been called to mobilize
02:20to ensure the monitoring of the evolution of the situation,
02:23coordinate the interventions and take the necessary preventive measures
02:27in order to lighten the burden of the populations
02:30in accordance with the instructions of His Majesty.
02:33It is noted in this context that a command and surveillance center
02:36has been activated at the level of the Ministry of the Interior
02:38as well as regional surveillance and monitoring committees.
02:42This year, the national plan elaborated for the winter season 2024-2025
02:46has received the addition of 185 new Duars.
02:49Particular attention has been given to the populations of the affected areas
02:52by the effects of the earthquake as well as by the recent floods.
02:56In total, the plan targets a population of approximately 872,778 people
03:02divided into 169,134 homes living in 2014 Duars,
03:08including 241 territorial communes, including 28 prefectures and provinces.
03:12Several efforts have been mobilized by the Ministry of the Interior
03:15and its central and regional services,
03:17including the continuous monitoring and assessment of the situation on the ground,
03:21the assurance of the normal supply of the affected regions
03:24in terms of first necessities and means of heating,
03:27the mobilization of the necessary teams and their positioning
03:30near the threatened cutting axes in order to break the isolation.
03:35Efforts have also been made to distribute food aid,
03:39blankets and heating boxes to the targeted populations,
03:42the rapid intervention to save the populations in critical and urgent situations,
03:47as well as the assurance of the continuity of road and telephone links in the affected areas
03:52and the management of the distribution of fodder for cattle in the affected areas.
03:56The Ministry of the Interior reaffirms its total commitment
03:59to mobilize all services and authorities concerned
04:02in accordance with the royal instructions of King Mohammed VI
04:05to lighten the burden of the populations
04:07and provide all the aid and support necessary
04:09in order to deal with the possible damage caused by unfavorable weather conditions,
04:14by mobilizing all the resources and means necessary
04:17to guarantee the safety of citizens and their property.
04:21And then let's go to the Middle East with Israel,
04:25which has released 90 Palestinian prisoners yesterday,
04:30and also a few hours after three Israeli hostages
04:33were also released by Hamas as part of the ceasefire
04:37between the two parties in the Gaza Strip,
04:40devastated by more than 15 months of war.
04:42It is a crowd in Elysses that welcomed the 90 captives released,
04:46while thousands of Palestinian displaced people
04:48took to the streets in the middle of an apocalyptic landscape
04:51to return home.
04:53The point with Rajah El-Gor.
05:00Fireworks, tears of joy,
05:02embraces, songs
05:04and the Palestinian flag that floats.
05:07It is the joy in the Palestinian territories
05:10after the release by Israel
05:12of a first group of 90 detainees.
05:14They are the first beneficiaries
05:16of the Treaty of Treves in Gaza.
05:18They were detained in the military prison of Ofer
05:21in occupied West Bank
05:23and in a detention center in Jerusalem.
05:27At their release, hundreds of people
05:30followed the passage of the buses
05:32carrying these prisoners
05:34in the direction of Ramallah
05:36at the seat of the Palestinian Authority.
05:41Our feeling is shared.
05:43First, the feeling of freedom,
05:45and we thank everyone for this freedom.
05:48And on the other hand,
05:50the pain of the loss of many martyrs.
05:52The situation in prisons is very difficult
05:55and we wish freedom
05:57for all prisoners, men and women.
06:03A few hours earlier,
06:05three Israeli hostages
06:07had been released by Hamas.
06:09The Palestinian movement
06:11put the three women on the Red Cross.
06:13In Israel as well,
06:15it is a relief for the families
06:17of these hostages,
06:19lost for 15 months.
06:21It's a beautiful day.
06:24It's the first time we've seen her
06:26since this day, October 7th.
06:28And we had no sign of life
06:30from her for a whole year.
06:32And now it's the first time
06:34we see her and we see her walking
06:36on her two feet.
06:40A few minutes later,
06:42the entry into force of the ceasefire,
06:44this Sunday, the UN announced
06:46the arrival of the first humanitarian aid
06:48trucks in the Gaza Strip.
06:50The Treves Agreement
06:52and the entry of 600 aid trucks per day.
06:54260 aid trucks
06:56and 16 fuel trucks
06:58entered the Palestinian enclave
07:00at the end of the day, this Sunday.
07:16He promised,
07:18from the first hours at the White House,
07:21to act quickly
07:23and with unprecedented strength
07:25to put an end to the decline of America.
07:27Donald Trump will be sworn in
07:29this Monday for the second time
07:31as President of the United States of America.
07:33At midday, Washington time
07:35and 5 p.m. GMT,
07:37the 47th President
07:39of the First World Power
07:41will also become, at 78 years old,
07:43the oldest American
07:45head of state ever sworn in.
07:47He will swear
07:49to protect the Constitution
07:51under the dome of the Capitol,
07:53where, on January 6, 2021,
07:55his supporters had tried
07:57to prevent the Congress
07:59from certifying the victory
08:01of its now predecessor, Joe Biden.
08:03This Monday, President Trump
08:05promised an uproar
08:07of decrees,
08:09in particular to indicate
08:11what he calls
08:13an invasion of migrants without papers.
08:16This Monday,
08:18Donald Trump will officially become
08:20the 47th President
08:22of the United States of America.
08:24With him, a new Cabinet
08:26will take on a role
08:28composed of highly
08:30chosen personalities,
08:32notably for their loyalty.
08:34More details with Alaa Ben Ali.
08:36This Monday,
08:38Republican Donald Trump
08:40returns to the White House
08:42for a new four-year term,
08:44accompanied by his new team
08:46made up of several well-known
08:48American personalities.
08:50In this new government,
08:52Donald Trump appointed
08:54J.D. Vance Vice President.
08:56This 40-year-old military man
08:58will become the third youngest
09:00in the history of the United States.
09:02Ex-Senator of Ohio
09:04and former Trump's
09:06systematic detractor,
09:08Vance has become a fervent
09:10partisan.
09:12He can experiment,
09:14but from day to day,
09:16he has become an essential figure
09:18of the Trumpist slogan
09:20Make America Great Again.
09:22With Vance,
09:24we should expect policies
09:26such as isolationism,
09:28the increase of oil production
09:30or the strengthening
09:32of border security,
09:34especially on the
09:36clandestine immigration plan.
09:38For the post of Secretary of State,
09:40he was elected to the
09:42United States Congress in 2011
09:44as Senator of Florida.
09:46The 53-year-old man
09:48himself tried to become
09:50the presidential candidate
09:52of the Republican Party
09:54in 2016.
09:56He then crossed swords
09:58with Donald Trump,
10:00treating him as a scoundrel
10:02before supporting him
10:04a few months later.
10:06He is considered
10:08by the Trump administration
10:10Michael Waltz,
10:12appointed National Security Advisor,
10:14former fighter decorated
10:16special forces of the army.
10:18Waltz is a member of the Congress
10:20and represents Florida
10:22as his colleague Marco Rubio.
10:24He is a member of three strategic
10:26commissions dedicated respectively
10:28to the army, foreign affairs
10:30and intelligence.
10:32Donald Trump presents him
10:34as an expert on the threats
10:36of foreign policy,
10:38a fervent defender of his
10:40foreign policy program
10:42America First.
10:44On the side of justice,
10:46Trump appointed Pamela Bondi,
10:48another loyal of the elected
10:50American president,
10:52former Attorney General
10:54of Florida from 2011 to 2019.
10:56She was part of Donald Trump's
10:58team of lawyers during his
11:00impeachment trial in the Senate.
11:02She then joined the team
11:04to create a lot of buzz
11:06on social networks.
11:08Elon Musk, appointed to the Department
11:10of Governmental Efficiency,
11:12billionaire CEO of
11:14aerospace company SpaceX
11:16and automobile company Tesla,
11:18faithfully accompanied Donald Trump
11:20throughout his presidential campaign.
11:22In the Department of Governmental
11:24Efficiency, called DOGE,
11:26Musk promised to reduce American
11:28expenses by $2 billion.
11:30He suggested that the transition
11:32to new technology could make
11:34the government smaller, more
11:36effective and more efficient.
11:38That said, he appeared in 2024
11:40as one of Trump's most
11:42expensive supporters,
11:44paying hundreds of millions
11:46for the re-election of the president.
11:48Finally, the other atypical
11:50nomination, the former boss
11:52of the Kach WWE federation,
11:54Linda McMahon, Minister of
11:56Education, 76 years old.
11:58This businesswoman is an important
12:00Republican who worked
12:02in the first Trump administration
12:04as head of small businesses.
12:06Her role today is to
12:08hold the conservatives accountable
12:10who call for the abolition of the Department
12:12of Education to fully
12:14take responsibility for schools
12:16in each state.
12:30Around the continent,
12:32four Moroccan truckers
12:34on board three freight
12:36transport trucks
12:38disappeared on Saturday, January 12,
12:402025, on the Doria-related axis
12:42northeast of Burkina Faso
12:44in Tehran, west of Niger.
12:46This disturbing disappearance
12:48occurs in a region known
12:50for its chronic insecurity
12:52where terrorist armed groups
12:54live. Unconcordant sources
12:56confirm the establishment
12:58of a crisis cell
13:00by the Moroccan Ministry of
13:02Foreign Affairs of African
13:04cooperation and Moroccans living
13:06abroad. The embassies
13:08of Morocco, Burkina Faso
13:10and Niger have also been mobilized
13:12to collaborate with
13:14local authorities and
13:16try to locate the
13:18missing truckers.
13:20The news is also
13:22in France with the Minister
13:24of the Interior Bruno Retailleau
13:26who said yesterday he wished
13:28the end of the Franco-Algerian
13:30agreement of 1968
13:32in relation to the conditions
13:34of entry in France of Algerian
13:36migrants in a context of great
13:38tension between the two countries.
13:40Invited by the BFM TV channel,
13:42the minister repeated
13:44that France had been
13:46humiliated by Algeria when
13:48this country recently refused
13:50entry into its territory
13:52of an Algerian influencer expelled
13:54from France. Did he say
13:56he did not respect international
13:58law by refusing
14:00access to his territory to this
14:02influencer who had a
14:04biometric passport confirming
14:06his nationality? The minister
14:08mentioned, among other things, the fate
14:10of the Franco-Algerian writer
14:12Bouralem Sansal, imprisoned
14:14in Algeria.
14:16Back on the explosion
14:18of a tank truck in
14:20Nigeria that killed
14:22a man on Saturday in the center
14:24of the country. The details are with
14:26Raja Ingo.
14:30The wreckage of the truck
14:32attracts the curious. The tank
14:34truck carried 60,000
14:36liters of gasoline.
14:38The accident occurred Saturday
14:40morning at the Diko
14:42intersection on the road
14:44connecting the federal capital
14:46Abuja. The explosion
14:48took place when a crowd
14:50gathered near the truck to
14:52recover the gasoline spilled
14:54on the road.
14:56It turns out
14:58that people were pumping fuel
15:00and they brought a generator
15:02to transfer the fuel to another
15:04tank truck when the generator
15:06started the explosion.
15:12It took 14 hours
15:14for local authorities and
15:16emergency services to bury
15:18the bodies of the victims. 52
15:20people are suffering from severe
15:22burns. Many of them
15:24have been blown up by the violence
15:26of the explosion. Accidents on
15:28the roads are frequent in Nigeria.
15:30Last October,
15:32more than 170 people
15:34had perished in the same way
15:36in the state of Jigawa in the north of the
15:38country.
15:42We must raise awareness
15:44of the public so that they avoid
15:46being in contact or being in proximity
15:48when this type of accident occurs.
15:54Nigeria is the first oil producer
15:56on the continent. Faced with the
15:58persistence of these tragic accidents,
16:00President Bola Amed Dinobu
16:02ordered the launch
16:04of a national campaign
16:06to raise awareness of the
16:08serious risks and dangers
16:10to the environment represented
16:12by the collection of fuel in
16:14accidents.
16:44These measures have redefined
16:46American migratory policy
16:48and its relations with the rest of the world,
16:50including Africa.
16:52And to talk about it, ladies and gentlemen,
16:54we welcome Yassine Ben Mortar,
16:56PhD student at the
16:58International University of Rabat.
17:00Hello to you,
17:02Mr. Ben Mortar, and thank you for
17:04responding to our invitation.
17:06So, of course,
17:08what assessment can we draw
17:10from Donald Trump's migratory policies
17:12during his first term,
17:14particularly in terms of migratory governance
17:16and impact on global flows?
17:18Exactly.
17:20President Trump,
17:22newly re-elected and in office today,
17:24has completely changed
17:26the migratory landscape
17:28and American migratory policy
17:30in his geographical area,
17:32but also beyond.
17:34It is clear, he says, that it is a concern,
17:36it is a problem that must be solved.
17:38So we are instrumentalizing this dynamic
17:40and this area of American public action
17:42to refine it,
17:44to instrumentalize it
17:46for electoral purposes and therefore
17:48strengthen its basis.
17:50So during his first term,
17:52he made huge promises,
17:54including the construction of a wall
17:56all along Mexico,
17:58but unfortunately he failed
18:00to build it fully,
18:02despite the smart use
18:04of the Pentagon's money
18:06that he reimbursed to be able to build it.
18:08During his first term,
18:10he separated families at the border,
18:12he reduced the right to asylum,
18:14far fewer people arrived in the United States.
18:16During his term, we went from about 85,000
18:18to 11,000 refugees
18:20accepted on American soil in 2021.
18:22So he placed migration
18:24and the migratory object
18:26at the center of his term in 2016
18:28and he places it again
18:30at the center of his term today,
18:32January 20, 2025.
18:34And in relation to that,
18:36he has taken radical measures
18:38of his investment,
18:40notably in the matter of massive expulsion
18:42and reform of the right to citizenship.
18:44What could be the implications
18:46of these announcements for
18:48the American migratory policy
18:50and also worldwide?
18:52So this second term will be
18:54slightly more or less quite different
18:56from the first.
18:58He has full control over the Congress,
19:00at least until the half-term elections,
19:02over the Supreme Court.
19:04He has been in office for four years
19:06under President Joe Biden
19:08and now he is starting
19:10his new term.
19:12So he plans a lot of things.
19:14He plans to expel, in any case,
19:16he promises the largest deportation
19:18operation of illegal immigrants
19:20outside the United States,
19:22which represents about 11 million people,
19:24more or less 5% of the American workforce,
19:26while it represents only 3% of the population.
19:28In other words, it is an active population
19:30that the United States needs.
19:32But this president wants
19:34to send them back home,
19:36at least those who came illegally.
19:38He will essentially focus on those
19:40who have a judicial record,
19:42because it will be easier for him
19:44in terms of courts.
19:46But beyond that, he wants to remove
19:48many other ad hoc rights
19:50that are granted to them
19:52and therefore limit this facilitation
19:54of movement.
19:56The goal is clear,
19:58America first, money is first.
20:00President Biden has also promised
20:02to declare the state of emergency
20:04and mobilize the army
20:06to expel immigrants
20:08without paper, of course.
20:10According to you, what could be
20:12the consequences of such a measure
20:14on the rights of immigrants?
20:16Exactly, so he goes further and further,
20:18but this is the signature mark
20:20of this president.
20:22As we said at the beginning,
20:24the financing of his border wall
20:26with Mexico to use the money
20:28and to use the army
20:30to reinforce border controls
20:32and finally to do border management.
20:34Border management.
20:36And it will essentially limit
20:38to that, but not that.
20:40He also wants to end
20:42citizenship by the right of the soil
20:44for children born from his parents
20:46who came to enter the territory illegally.
20:48To do this, he will have to amend
20:50the American constitution,
20:52notably the 14th amendment
20:54of the constitution.
20:56But this will lead to huge
20:58judicial protests, even if,
21:00once again, the Supreme Court
21:02is a conservative majority,
21:046 against 3,
21:06a conservative majority again.
21:08And so he will have a lot less trouble
21:10passing the pill, if I dare say so.
21:12And also the tenant of the White House,
21:14the question we ask ourselves,
21:16does he also intend to suppress
21:18what is also called
21:20the action to do
21:22for the arrivals
21:24of children, DACA,
21:26introduced by the administration
21:28of former President Barack Obama.
21:30Exactly. President Obama
21:32introduced this measure in 2012
21:34and aimed at all young children
21:36arriving before the age of 16
21:38or born on the territory of
21:40undocumented parents
21:42by the American administration,
21:44to be granted a 2-year pass,
21:46a temporary renewable
21:48stay, provided
21:50it is in the school or university system.
21:52Trump tried from his first mandate
21:54to put him in trouble, to cancel it,
21:56he did not succeed,
21:58but the Supreme Court gave an opinion
22:00exactly three days ago,
22:02which now allows him to move on
22:04and completely stop it.
22:06And in relation to that,
22:08the news is also this American relationship
22:10between the United States and Africa.
22:12Today we are also wondering,
22:14in your opinion, of course,
22:16what dynamics could emerge
22:18in these relations between the United States
22:20and the second mandate of the Republican candidate
22:22and what would also be the challenges
22:24and opportunities
22:26for the continent?
22:28Indeed, the African continent
22:30is today
22:32at the center of the world.
22:34Everyone wants to have their place,
22:36everyone wants to have their share of the cake,
22:38I dare say. African powers,
22:40such as Morocco, are there,
22:42we must combine with them, but there are also
22:44international rivalries on the continent.
22:46For example, a strong presence of China,
22:48which seems to me to be the first commercial partner
22:50of the continent.
22:52So this battle between China,
22:54these two superpowers,
22:56will also take place
22:58on African soil.
23:00And there, they use
23:02a lot of pragmatism, they use a lot of business,
23:04that is, it goes in the direction
23:06of some heads of state and less of others.
23:08So we will have to adapt
23:10for these countries to fully
23:12take over this partnership
23:14with the United States of America
23:16to evolve in their own strategic interests.
23:18So it won't be easy,
23:20there is no recipe for success,
23:22Trump is very eclectic,
23:24he will adapt to many,
23:26as he will displease many others.
23:28And in relation to this,
23:30of course, one of the privileged
23:32and strategic partners of the United States,
23:34speaking of Africa, it is the Kingdom of Morocco.
23:36In this dynamic also,
23:38how could Donald Trump's
23:40second mandate influence
23:42relations between the United States and Morocco
23:44and also strengthen the role
23:46of the Kingdom as a strategic partner
23:48and pivot American commitments
23:50in Africa, according to you?
23:52Indeed, Morocco is a
23:54strategic country for the whole
23:56of the world that wants to enter Africa
23:58or do anything with Africa.
24:00And it will remain so, in any case,
24:02this is what Morocco wants through
24:04the policy led by His Majesty the King.
24:06We all remember this historic
24:08decision he made
24:10on the last day of his mandate
24:12on the Moroccan side
24:14of our southern provinces.
24:16And three days, four or five days
24:18before, his new Secretary of State
24:20in charge of foreign affairs
24:22during his hearing at the Congress
24:24reaffirmed this decision.
24:26Why did he reaffirm it?
24:28Because he always thinks,
24:30he thinks deeply, that Morocco is a gateway
24:32for them all over the continent.
24:34Morocco also, which is an important
24:36partner of China, will be able
24:38to have the luxury
24:40of trying a junction between the two.
24:42It will not be easy, but Morocco
24:44is powerful and strong in its assets
24:46and we will be able to move forward
24:48in the right direction with this.
24:50It will also allow us to change
24:52a number of things.
24:54The privileged status
24:56that Morocco maintains,
24:58this free trade protocol
25:00that we have with the United States,
25:02will increase. We also have the Atlantic
25:04Initiative proposed by His Majesty the King
25:06which cannot be done without
25:08the United States and which involves
25:10the entire Atlantic coast of Africa.
25:12So there is a projection of power
25:14legitimate of Morocco
25:16and there are legitimate partners
25:18of Morocco such as the United States to follow them.
25:20And all this, of course, in the perspective
25:22of this second mandate of the 47th
25:24President of the United States
25:26of America, Donald Trump, who will be
25:28invested today. Thank you again,
25:30Mr. Yassine Bernolta.
25:32I remind you that you are a PhD student
25:34in Sciences Po, of course,
25:36of the International University of Rabat.
25:38And so, dear
25:40thank you,
25:42and I thank you, of course,
25:44and I close this newspaper.
25:46The news continues on Mediain TV Africa.
