15:58that has been waiting for 60 years
16:01has not yet completed the legislative process
16:04to come into force.
16:07How do you explain this delay, interpret this delay
16:10in the legislative realization of this right?
16:13First of all, I believe that this right
16:16is legislated by the Constitution.
16:19It is a platform that we must take into consideration,
16:22starting with Article 29 of the Constitution
16:25which stipulates that it is a right
16:28guaranteed by the Constitution.
16:31This guarantee should be taken into consideration
16:34at the time of the discussion and the debate
16:37between the government and the Ministry of Justice
16:40and the parties that make up the union parties
16:43and the representatives.
16:46So, on this basis,
16:49which is the constitutional guarantee,
16:52we must, of course,
16:55forge an organic law that will respond
16:58in time, of course, to this guarantee.
17:01So, whether on an aspect of equality,
17:04on the basis of rights and obligations of workers
