00:00First in our news, the government is continuously working to lower the price of rice in the market.

00:08And to discuss that, we will talk on the telephone with Agriculture Assistant Secretary Arnel Demesa.

00:16Good afternoon, Asec Demesa. This is Alan Francisco with Princess Jordan.

00:22First question, Asec Demesa, I understand in the ambush interview earlier with Secretary Chu,

00:27he said that on February 4, Tuesday, the National Food Emergency will be declared.

00:33Yes, good afternoon, Alan and Princess.

00:36We formally received yesterday the resolution from the National Price Coordinating Council

00:46that is recommending the Department of Agriculture for the declaration of the Food Security Emergency.

00:52And it is expected, according to our Secretary Francisco Chu Laurel Jr.,

00:58that in two to three days, which we reviewed, by Tuesday, February 4, the Food Security Emergency will be declared.

01:07Asec, please explain the importance of this possible declaration of the National Food Emergency.

01:15What will be the effect of this, especially to our countrymen?

01:19According to the advice of our President and his guidance,

01:25we need to lower the price of our food and prioritize rice.

01:32We saw that the government has many initiatives, but the price of rice remains high.

01:40According to the study of the National Price Coordinating Council, we need to lower it.

01:47Through the declaration of the Food Security Emergency,

01:51we will have access to cheap rice from the National Food Authority.

01:56Currently, we have 300,000 metric tons stacked in our warehouses.

02:01It is important to export it so that the National Food Authority can buy it again.

02:06It will arrive this February, March and April.

02:12This rice, when it enters the market, will only cost Php 38 per kilo.

02:19The quality is good and it will help lower the price of rice for our families.

02:27Asec, some groups are worried about the possible spill of NFA rice in the markets.

02:34How is your department balancing the welfare of local farmers and consumers?

02:42That's right. For our farmers, when the NFA rice is unloaded, it can be bought.

02:51It's important that the NFA can be bought because the NFA is our primary agency that calculates the price.

02:58The NFA buys rice, dry and clean, for Php 23 and for fresh rice, Php 18 to 19 per kilo.

03:09It's important for our farmers to have this price so that they will be more willing to plant rice.

03:17For our consumers, we hope that this will help lower the price of rice in our markets

03:27and increase the purchasing power of our fellow countrymen.

03:33Asec, I understand that aside from the markets, this rice is expected to be sold in the welfare stores.

03:39Is it enough to sell this cheap rice in the welfare sites and markets?

03:48Aside from the National Food Authority, we also have the FTI, the Food Terminal Incorporated,

03:54which is in charge of the welfare of the President.

03:58At the moment, it is in the hands of the families.

04:01Actually, our contribution to the leadership of Secretary Chulaurel and Metro Manila mayors

04:08is helping Metro Manila mayors to be available in more than 150 private and public markets throughout Metro Manila.

04:18After this, it will be available throughout the country.
