00:05and the exemption of COMELEC from some of the DOLE's programs
00:09from the Election Spending Ban.
00:11We will discuss this with Director John Rex Laudianco,

00:19Director Laudianco, good afternoon.
00:23Good afternoon, Ma'am Nina, and to all the viewers of Bagong Pilipinas Ngayon.
00:28From you in COMELEC, what can you say
00:32that the Reset of the Elections in the Bangsamoro Autonomous Region in Muslim Mindanao or Barm
00:37is already approved in the third and final reading of the Camera?
00:45You know, we in COMELEC, Ma'am Nina, whatever the law will be,
00:49as the enforcers, we are really just waiting for it.
00:52We also know that this is going through a process.
00:55We still have a lot of work to do.
00:57And before it becomes a law, it will still go through our executive board.
01:02So if ever this becomes a law,
01:06COMELEC is ready to stop our preparation and we will abide by this order.
01:13If ever this does not become a law,
01:16as you can see now, COMELEC is continuously preparing.
01:20We are continuously doing the process.
01:23In fact, on December 23, we will start testing the Trusted Bid,
01:28or what we call the Final Configuration of our Automated Election System
01:33so that we can prove and show our countrymen that the system we will be using in 2025 will be good.
01:40Okay. And for our countrymen to understand,
01:44what are the grounds for postponing the elections in Barm?
01:51First of all, in Barm, the issue of the removal of the province of Sulu
01:58as a part of the Moro Autonomous Region in Muslimin Danau,
02:02in the organic law of Barm,
02:05the province of Sulu is included, as well as Maguindanao del Norte, Maguindanao del Sur,
02:10Lanao del Sur, Basilan, and Tawi-Tawi.
02:12Because of the removal of Sulu, according to the decision of our Supreme Court,
02:18the supposedly 80 members of the parliament that we will elect in 2025 were reduced to 7.
02:28And because of this, one of the issues was,
02:30is the election still being held according to the original intention of the 80 members of the parliament?
02:37And aside from this, there was also a question,
02:39what will happen to the process if the number is not enough?
02:44And we think that this is the biggest issue that is being discussed here regarding the removal of the Barm elections.
02:52Okay.
02:53In other talks, Director,
02:55why is the SHAM program of DOLE exempted from the Election Spending Ban?
03:03And what are these programs?
03:07Just like what our viewers are saying,
03:10the laws and regulations of the government,
03:13even if it was never intended,
03:15the programs of social services of our government were stopped.
03:20Just like here in the Department of Labor,
03:23they have programs that are being conducted continuously,
03:26whether it is an election or not.
03:28It just so happened that under our law,
03:31the entry of our election period, especially the 45 days,
03:37all the spending of the government's money must have a prior authority from COMELEC.
03:44The only purpose of this is to ensure that state resources will not be used in the election
03:50or in the promotion of some people's rights.
03:52Just a few of the things that you will see,
03:55COMELEC always gives conditions for exemption in our projects.
04:03Number one, there must be reporting to COMELEC.
04:06Number two, it must not be used for the influence of the government.
04:10In fact, COMELEC added that it should not constitute AICs,
04:16or the so-called Assistance to Individuals in Crisis Situations.
04:20Meaning, this is what we are giving as assistance,
04:23but COMELEC is stopping it 10 days before the election.
04:28Those are the things that COMELEC is doing, just to be sure.
04:31Some of the programs that DOLE gave here,
04:35their employment first, in studies.
04:39Second, in their government internship program, Job Start Philippines Program.
04:44These are the ones looking for jobs.
04:46The Adjustment Measure Programs,
04:48those that we can say are at a disadvantage in their work.
04:53The Workers Organization Development Program.
04:56The DOLE, Integrated Livelihood Emergency Employment Program,
05:01which is a must, especially for the displaced workers.
05:05The Financial Assistance Program for Migratory Sugarcane Workers.
05:10We all know the state of sugarcane production in our country.
05:14The Child Labor Prevention and Elimination Program.
05:17Their Eat-to-Pair Program.
05:20As well as the so-called programs for out-of-school youth.
05:25These are just a few of the things that COMELEC stopped,
05:28because we can see that these programs should continue,
05:32and we should keep in mind that this will not influence the election.
05:35All right. Director, how is your preparation for the upcoming election?
05:42And we would also like to ask for an update on the election cases that you are targeting right now.
05:50First of all, the 156 candidates on the party list that we mentioned earlier,
05:56one will be deducted because there is one party that withdrew,
06:00and we are just waiting for it to be granted.
06:02We will announce it once it has been decided.
06:06Second, our roadshow of the Automated Counting Machine
06:09that started on December 2.
06:11This is nationwide. This will continue.

06:26You will experience how easy and proper it is to use our Automated Counting Machine.

06:34COMELEC does not stop testing our system.
06:39The international certification of our system is advancing.
06:42We will continue testing Trusted Build.
06:46We will livestream this on December 23, around 9 in the morning.
06:51We will show our countrymen how COMELEC is testing the final version
06:57of our so-called Automated Election System.
07:00And you will also see our mock elections that we will do next year
07:05where we will vote for real voters, real teachers, real electoral boards.
07:09We will vote for real schools where elections will take place.
07:14This is also based on the certification we are doing
07:17and we will continue to increase our preparation for elections.
07:22And by the way, I would like to inform you, this is the first time,
07:27that COMELEC has just received 4 awards from the International Center for Parliamentary Studies.
07:35Currently, the awarding is being held in the Dominican Republic
07:39where your Commission on Elections was nominated as the Election Commission of the Year
07:45to all election management bodies around the world.
07:48This is the highest honor.
07:51We also received 3 more awards, the Electoral Ergonomy Awards
07:55in promoting COMELEC in increasing the voting experience and registration experience.
08:01We also received the Electoral Conflict Management Awards
08:05in solving quickly, properly, and efficiently
08:09questions and election cases.
08:12And above all, the International Institutional Engagement Award was also received by COMELEC.

08:36Sirs, what are the new rules that were issued
08:41regarding the campaign materials?
08:44What are the paraphernalia or giveaways that you are allowing now?
08:52As stated in our law, Republic Act 9006,
08:57since there is no change in that,
08:59the traditional campaign materials are still allowed by COMELEC
09:03such as flyers, pamphlets, posters, and also banners and streamers.
09:10We just added that LED or Electronic Billboards and Electronic Posters are also allowed.
09:18COMELEC also allows candidates and political parties
09:23to ask for permission to use new campaign methods.
09:27Even though the law we are using is still a bit traditional,
09:31it is not without COMELEC's strength
09:34to allow the use of new campaign methods.
09:40For example, LED and Electronic Billboards.
09:44COMELEC is also working on ways where we can monitor and focus
09:50on the use of the Internet and social media.
09:53As reported in the past,
09:55the registration of our social media channels,
10:01websites, and other electronic and digital platforms
10:04will be used in the campaign.
10:06Compliance is substantial.
10:08A lot of people complied even though some were not fulfilled
10:11and may not be able to catch up.
10:13So now, we are implementing Resolution 11064
10:18where those who complied will enjoy the benefits
10:23of our social media channels in the campaign.
10:26COMELEC is also happy to monitor expenses.
10:33As we know, expenses for campaigning are always limited.
10:38For our candidates who have political parties,
10:42they have a cap of P3 per voter.
10:46So if there are registered voters in their jurisdiction,
10:50they will earn P3 and that is their limit.
10:53Their political party is also allowed to spend P30
10:58to multiply the total number of registered voters.
11:02And compared to the independent candidates,
11:04if our political party has P3,
11:07the independent candidates will be fined P5 per registered voter.
11:13So that is included in our campaign.
11:16Just a reminder, the campaign for national positions
11:21will start on February 11, 2025.
11:24And for our local positions,
11:27from the members of the House of Representatives,
11:29Governors, Mayors, and members of the Sangguniang Panlalawigan,
11:32Panlungsod, and Bayan from March 28, 2025.
11:36All campaigns will end on May 10, 2025
11:40because campaigns are prohibited one day before May 11.
11:45And of course, it is also prohibited on the day of our election,
11:48May 12, 2025.
