00:25On November 28, we saw a Russian attack submarine some 80 nautical miles off the Mindoro Island.
00:35When we learned about this situation, we immediately sent our assets.
00:41We sent airplanes to monitor what this Russian submarine was doing in our Exclusive Economic Zone.
00:52We also sent a frigate, our missile frigate, the BRP Jose Rizal,
00:58to shadow this submarine that entered our Exclusive Economic Zone.
01:04Okay, so aside from the mention that someone is following the BRP Jose Rizal,
01:10what other actions, this is a follow-up question from GMA News,
01:15of the Philippine government about this?
01:17Do you think this is alarming?
01:20Well, like what our President said, we're concerned.
01:25We're very concerned about the presence of this Russian attack submarine inside our Exclusive Economic Zone.
01:32That's why we sent our assets here.
01:35And we had a radio challenge, right?
01:39We challenged the attack submarine about what it was doing in our Exclusive Economic Zone.
01:44And it responded.
01:47It said that it recognized that this is a Russian attack submarine.
01:53And it said that it came from PASEX exercises with the Royal Malaysian Navy in Kota Kinabalu in Malaysia.
02:05And on the way, it was returning to its naval base in Vladivostok.
02:10And it said that it was just waiting for the weather to get better.
02:15That's why it surfaced.
02:17And it will say goodbye to us when it's ready to return to Russia, to Vladivostok.
02:24And eventually, in the afternoon, it also said goodbye.
02:28It said that it will return to Russia.
02:31So, our monitoring of this Russian attack submarine went well.
02:38And every step of the way, we immediately monitored and knew what it was doing.
02:45And let me just emphasize, partner, that this part, where it was spotted, is not the territorial sea of the Philippines.
02:52It's in the high seas, in the Exclusive Economic Zone.
02:56So, technically, the Russian ship is exercising freedom of navigation.

03:05It also returned immediately on November 28.
03:08It was able to return because it responded to the radio challenges
03:13given by our Philippine Navy that it is the first to monitor this Russian attack submarine.
03:21ADG, we also have a question from Patrick Jesus of PTV.
03:26What are the protocols for the passage of this type of assets, such as submarines, inside the EEZ of the country?
03:34And how many of these, as you mentioned, are considered freedom of navigation or innocent passage?
03:40Well, of course, it's up to others because this is in our Exclusive Economic Zone.
03:45But very clearly, it is also stated in our laws, along with the Philippine Maritime Zones Law,
03:51that this Exclusive Economic Zone, our right there is more of economic.
03:55Its natural resources are still part of the high seas.
03:59So, any ship can pass through there as long as it doesn't loiter or take natural resources.
04:09Or if it does something wrong, such as conducting a marine scientific survey.
04:17So, in this case, the ship didn't do that.
04:20It just said that it was just waiting for the right time.
04:23So, in the same manner, if our ships, for example, went to other countries
04:28and passed through the Exclusive Economic Zone of other countries,
04:31they are also given the right of freedom of navigation and innocent passage.
04:37As long as they didn't do anything wrong or against the laws of that country.

04:46We will now go to the just-finished Palawan Fisher Folk Congress.
04:52What was the major highlight of this meeting, ADG?
04:56Well, yes, the National Security Council went to Coron, Palawan
05:02to talk to our 170 fishermen from Northern Palawan who are fishing in the West Philippine Sea.
05:11And during that Congress, we talked about the issues and weaknesses of our government.
05:18And we also provided financial assistance to them.
05:21We provided fishing nets and fiberglass boats.
05:24And one of their questions was,
05:26is it true that there is a moratorium on fishing because of the announcement of the Chinese Coast Guard?
05:33And we told the National Security Council
05:36that there is no other country that can give regulations to those places
05:43but the Philippine government alone.
05:46And China has no right to impose any regulations on fishing.
05:51So, this became clear to our fellow Filipinos.
05:54And I am happy because there are so many fishermen in the West Philippine Sea.
05:59And we assure them of the support of the Philippine government when they are there and fishing.
06:04So, you are helping more than 100 fishermen in Palawan.
06:12Their concerns, as you mentioned, if they are free to fish there.
06:18So, how are they now?
06:20Yes, our 170 fishermen are helping.
06:26And their concerns are different.
06:29Some of them are just municipal fishers.
06:31That's why we are encouraging them to go beyond the municipal waters and fish in the West Philippine Sea.
06:36Their other problem is the possible harassment of China
06:41because they might be harassed when they fish.
06:44Their other issue is the price of the fish they buy from them.
06:50So, all of those issues, including the Coast Guard,
06:54the Armed Forces of the Philippines,
06:57the BIFAR, and the Philippine Navy,
07:00and the government supported the issues they gave us.
07:06Okay. In other talks, ADG,
07:09what can you say about the NTF-ELCAC in condemning the Makabayan block
07:16to President Marcos Jr.
07:18where they said the President interfered in a possible impeachment case
07:22against Vice President Sara Duterte?
07:25Well, at the National Security Council,
07:28we supported the President's statement
07:30that this impeachment should not continue
07:33because this impeachment complaint will distract the nation
07:36from the more pressing problems that we are facing.
07:39The President clearly stated that the needs of our Makabayans should be addressed.
07:44And if there is such an impeachment,
07:46the attention of our legislatures and all of our countries will be lost on such issues.
07:52So, all we can do is to insist that the Makabayan block should continue
07:59this impeachment complaint despite the President's statement.
08:05And we can see here, partner,
08:07the very firm Maoist drama season ideology
08:13that the Makabayan block wants to fight the so-called ruling class,
08:18the political class, because it's class warfare.
08:20And then they will conduct violent rallies and demonstrations
08:24like what happened on Unifacio Day where police were injured.
08:28And when they create this impression of instability,
08:31they will enter it so that the trust of the entire country in the government will be lost.
08:36That's why the National Security Council is concerned.
08:38We condemn this kind of statement coming from the Makabayan
08:41because this goes against the spirit of what the President said.
