00:00Before we go to the news, ADG,
00:04let's first ask for an update on the ship of China,
00:08the China Coast Guard Vessel 5901
00:12and the Philippine Coast Guard's vessels.
00:16So what is the update here?
00:18Well, the 5901 is inside the Exclusive Economic Zone of our country.
00:24They call it a monster ship because it's kind of big.
00:27But we're not just letting it go.
00:29We're shadowing it.
00:32The BRP Cabra is still there.
00:35It's watching and following the 5901 no matter what it does.
00:41And we have other assets like the airplane from the Coast Guard
00:45and other assets of our Northern Luzon Command,
00:48of the Area Task Force North,
00:50of the National Task Force West Philippine Sea.
00:52And we're not letting it go.
00:57We're continuing our radio challenge
00:59and we're making sure that it's not doing anything bad
01:04inside our Exclusive Economic Zone.
01:07But the mere fact that ADG is inside our EEZ,
01:10what is the implication of this to the security of our country
01:14and also to the security of fishermen in the area?
01:17Well, that's what's at stake here in these events
01:23because the biggest effect of this is on our fishermen.
01:29We at the National Security Council
01:31are working with the Fishermen's Congress
01:34in different places in our country,
01:35the last one was in Palawan.
01:37And last year, we came from Sambales
01:40and we talked to our fishermen there.
01:44And we made it clear to them that based on the law,
01:48that is the Philippine Sea
01:50entering our Exclusive Economic Zone.
01:53They should continue fishing.
01:55And that's still our message to them,
01:58to continue fishing.
02:00Nothing has changed,
02:01even if there's a boat.
02:04Anyway, the sea is clear.
02:06Just continue fishing
02:08and our government will not stop
02:11through the Coast Guard and the BFAR
02:13to provide support to you.
02:15In other words,
02:17notwithstanding the presence of this CG-5901,
02:21it will have no effect on the operation of our government.
02:25We will continue to support all of our fishermen.
02:27ADG's assessment of the security agencies,
02:31what can this monster ship do?
02:34Because the monster ship is so big,
02:35it doesn't hide.
02:37It doesn't hide.
02:38Well, it looks like it's part of intimidation,
02:43part of coercion, aggression, deception
02:46that China is doing.
02:48They're showing that they have a ship like this
02:52and they're threatening our fishermen
02:55who are fishermen in the West Philippine Sea.
02:59Now, in response to this,
03:01we will continue to monitor the presence of our BFAR
03:05and the Coast Guard
03:06to support our fishermen.
03:09We have a question from our media partner,
03:11Chino Gaston of GMA Integrated News.
03:14What will we do to the monster ship of China
03:19sailing with impunity through our EEZ,
03:22conducting what experts say is an intrusive patrol?
03:27Well, the first thing we did was we challenged it.
03:31Second, we challenged it until now.
03:35Because what the Chinese Coast Guard is saying is
03:38they are conducting a patrol within their area,
03:42what they're saying,
03:43within their jurisdiction
03:44that there is no country that supports this.
03:49This is not in accordance with international law.
03:52That's why we're explaining it to them.
03:55There will be an answer.
03:57The Chinese Coast Guard is speaking.
03:59Our Philippine Coast Guard is also speaking.
04:01And we're explaining to them
04:03that what they're doing is wrong.
04:06And this monster ship is not doing
04:11any blocking or any dangerous maneuvers.
04:14It's just running around.
04:17And given that we do not want to be
04:22the precursor of any provocative action,
04:26as of now, what we're doing is
04:28we're challenging it and shadowing it.
04:31Let's make it clear, ADG.
04:32When you say you're answering person to person
04:36through diplomatic channels
04:37or we're issuing a statement
04:39and then they issue a statement.
04:41Ah, this answer is on the radio.
04:45So, the Chinese Coast Guard vessel is saying something.
04:48Ah, radio communication.
04:49Through radio communication,
04:50our Philippine Coast Guard is answering.
04:53And what our Philippine Coast Guard is saying,
04:56we're saying that your presence is wrong
05:00and it's not in accordance with the law.
05:03Next question from Chino Gaston of GMA News.
05:06Submarine probe near Masbate is an indication
05:10or said to be an indication of China
05:12seeking passage for their submarines to the Pacific.
05:36So, there are some speculations that
05:49that's the purpose of the unarmed drone
05:53to map out that area.
05:56But the presumption of such answers
05:59by experts like this
06:01is they're presuming this is Chinese.
06:03And
06:14there is no definitive conclusion yet.
06:17Ah,
06:32but as of now,
06:37So, it would be responsible for us
06:40at the National Security Council
06:42to announce anything
06:44based on initial investigation.
07:15Well,
07:23obviously, this is an act of intimidation,
07:25coercion,
07:27and aggression against the Philippines.
07:30As of now,
07:32we do not want to take provocative action.
07:37We take the high moral ground at all times.
07:45And
07:49we have all our assets pointed at this monstership.
07:53At the moment,
07:56in the sense that
08:15the National Security Council has reorganized.
08:19What can the NSC say about this?
08:22Well,
08:23Joey, it looks like this is from Makabayan Block.
08:26Makabayan first.
08:28You know our friends there.
08:30They see things where there is none.
08:32They are looking for issues to fight
08:36those in the government.
08:38Because based on their statement,
08:40this shows that there is a rift
08:44or a conflict within the security sector.
08:46I will be the one to say clearly
08:48in our program today,
08:50there is no rift in our security sector.
08:53Our uniformed soldiers and personnel
08:57of our government
08:58are 100% behind the constituted authority
09:02and the chain of command.
09:04If you see on social media
09:06of people who have
09:10complaints or comments,
09:11these are probably retired members of the armed forces.
09:15There are no incumbent or current officials
09:18of the armed forces
09:20who do not support the chain of command.
09:23I can assure you of that.
09:24So to our critics who say that
09:29the NSC organization is part or indicative
09:32of a rift within the security sector,
09:34that is wrong.
09:35That is not true.
09:37And that is just an indication
09:40for a headline.
09:41It's for the headline.
09:43Because when the election is near,
09:45they need to be in the news
09:49often because they need media mileage.
09:51Question related to the reorganization of NSC.
09:55From Alvin Baltazar of Radio Pilipinas.
09:58Is there a weight in the release of
10:00the EO No. 81 of Palacio,
10:02or is that the endorsement of the Council
10:04in talking about territorial disputes with China?
10:08Because it was stated in the EO
10:10that it is important to ensure that
10:12Council members uphold and protect
10:14national security and sovereignty.
10:16Well, maybe the short answer to that is no.
10:20Because the decision of our President
10:23is discretionary.
10:25He has the right to replace
10:28members of the National Security Council
10:31like other previous Presidents.
10:33All of the Presidents, practically
10:35from Ferdinand Marcos Sr.
10:37until President Gloria Macapagal-Arroyo
10:39reorganized the National Security Council.
10:41So, this is merely
10:43an exercise of presidential discretion
10:45because the National Security Council
10:47is an advisory body
10:49to the President.
10:50Therefore, the President has the authority
10:52to reorganize it at any time.
10:54Alright. Thank you very much
10:56ADG Jonathan Malaya.
10:58He's not a co-anchor today.
11:00He's like a studio guest.
11:02Thank you very much
11:04for sharing, ADG Jon.
