Authorities detected 55 cases of drones used to smuggle drugs into detention centers this year, according to Home Minister Datuk Seri Saifuddin Nasution Ismail.
During a parliamentary question and answer session on Tuesday (Nov 26), he mentioned that personnel were assigned to shoot down drones entering the premises.
Saifuddin also noted that drug smuggling persists in detention centers due to ongoing demand from detainees.

00:00The first one is how to get rid of the stolen drugs.
00:06It must follow the order of the head of the state police.
00:11Especially the D-207 section.
00:14That's the guidance.
00:16But before getting rid of it, there are a few conditions.
00:18First, the drugs that need to be removed must be...
00:22...a case that has been investigated.
00:25If it involves negotiation, the negotiation is already done.
00:29Once it's done, the court or the prosecutor's office...
00:34...must issue an order to get rid of the stolen drugs.
00:39Then, the police will take over the case.
00:45At this time, the police are in charge of the case.
00:50At least, they are the superintendents.
00:53Where and by whom do we get rid of it?
00:57We get rid of it in our own country.
01:03But if it involves synthetic and conventional drugs...
01:08...we get rid of it in Wukid Pelanduk.
01:11The company that is in charge of it is Kualiti Alam.
01:17The police will follow the process from start to finish.
01:22They will take the drugs from the store...
01:25...and the media will be there.
01:27The SPRM will be there.
01:29The Integrity and Standards Administration will also be there.
01:32For your information, for this year...
01:37...the value of the drugs that we have removed is Rp228.2 million.
01:43The second part of my question is...
01:46...regarding the case of drug smuggling in the detention centre.
01:49There are a few things.
01:52First, the KDN and the Detention Agency...
01:57...have to enforce the law.
01:59There are two laws.
02:01The first one is the Criminal Drug Act, 1952.
02:04The second one is the Prison Act, 1995.
02:07There are three actors involved in the drug smuggling case.
02:12The first one is the officers or members of the Detention Agency.
02:16The second one is the public or family members...
02:19...who came on a visitation schedule.
02:23The third one is the people in the detention centre.
02:27For example, when they go to the hospital...
02:31...or go out for a discussion, there is a space for them.
02:37The third one is the procedure in the detention centre.
02:41We conduct a check-up when the detainees are brought in...
02:44...on the first day.
02:46We also conduct a thorough check-up on the second day.
02:50And the third one is...
02:52...there is no day without a thorough check-up in the detention centre.
02:56We have to share information...
02:59...between the police, the prison and the relevant agencies.
03:03What are the other steps?
03:05The other step is to install a device.
03:09In the past, we used to install a scanner.
03:12Today, we maintain it.
03:15There is a suggestion to install a CCTV...
03:17...and a portable device drug detector.
03:20We have tried until now, but we don't have enough money.
03:23But there is one more thing that doesn't happen when the detainees are released.
03:26There is a place where I am.
03:28All the detainees use a drone.
03:30This year alone, there are 55 cases.
03:33The most serious one is in Tapah Prison.
03:36The second one is in Al-Usta Prison.
03:38That is the most serious one.
03:40They drop the detainees using a drone.
03:42So we have to have an anti-drone.
03:44We have a team of shooters to destroy the drone.
03:48But if the detainees are dropped, we can trace them.
03:51That is an innovation.
03:54When we do a thorough check-up, we send the detainees using a drone.
03:57Now, we can trace all the detainees.
04:00So that answers two parts of the question.
04:04The 10th question.
04:10Thank you, Minister.
04:12That was a satisfactory answer.
04:14I just want to get general information.
04:17Over the past two years,
04:20how many cases have been detected,
04:24and how many detainees have been arrested
04:28on charges mentioned by the Minister.
04:31Go ahead, Minister.
04:33That is correct.
04:35I will answer those questions in writing.
04:40The latest will be tomorrow morning.
04:44Go ahead, Lai Dang.
04:46Thank you, Speaker.
04:48My additional question is related to the issue of drug smuggling
04:54in this detention centre.
04:57I think this case happened a long time ago.
05:00I read about it in the news since 2017.
05:03So, it has been 7 or 8 years.
05:06The government has done a lot of things.
05:11My question is,
05:13do we understand that the problem lies with the syndicate and the detainees
05:19which is the cause of this case?
05:22What should we do to ensure that these detainees
05:27can be transferred,
05:29so that we can avoid drug smuggling?
05:33Go ahead, Minister.
05:35That is correct.
05:37The answer is this.
05:39There are two elements in drug smuggling.
05:41Supply and demand.
05:43When there is demand,
05:45people will look for ways to send the supply.
05:49The truth is,
05:51of the 87,000 people who are in prison now,
05:56almost 70% of them are drug addicts.
06:03There are 39A, 39B, 39C,
06:07151 drug addicts, or 122.
06:10Those are the sections that we control.
06:13So, when they go to jail,
06:15there is demand from there.
06:17That is the main factor that contributes.
06:19I mentioned earlier that there are three actors.
06:22Those who are in prison,
06:24those who are on duty,
06:26and those who come to visit.
06:28But, Mr. Mohamad,
06:30for every new case,
06:32for every new statistic for this year,
06:36we have two effects.
06:38One is the term we use,
06:41Duka,
06:42Duka means in the main area,
06:44in the complex,
06:45in the institution.
06:46The second is Luka,
06:49outside the main area.
06:53So, most of the cases we detected this year,
06:56188 cases were detected outside the area.
07:00Only 22 cases were detected inside the area.
07:04That means, because our monitoring was tight,
07:07we did not have time to return the item.
07:09We were stuck at the door of our control again.
07:12Imagine, 188 outside,
07:15which we caught,
07:16and only 22 were detected inside.
07:20So, Nisbah shows that
07:22our control is effective.
07:24That is why he dropped using a drone.
07:26We detected that too.
07:28So, Mr. Mohamad,
07:29that is the situation.
07:31Those who are inside are mostly
07:33drug-related cases.
