00:00Did you know that Cebuyan Island is also known as Galapagos of Asia?
00:04It is known for its biodiversity and views.
00:07It is a place full of beauty and beauty.
00:10But at the moment, Cebuyan Island is facing the threat of mining.
00:14Today, we will be joined by one of those who wants this mining to stop
00:19and who is continuing to help take care of the island, Vivian Carmona.
00:25Let's listen to her observations and plans to protect Cebuyan Island's natural resources.
00:30Good morning.
00:31Good morning.
00:32Good morning, Miss Vivian.
00:33Rise and shine, Philippines.
00:34Good morning.
00:35All right.
00:36Ma'am, please tell us what are the plans and programs that you are helping to protect
00:41the natural resources of Cebuyan Island.
00:44We have prepared a lot of plans to do.
00:50But at the moment, there is mining there, but this is temporarily stopped
00:59because the people do not like mining in Cebuyan.
01:04We know that Cebuyan is a very small island that can be found in Romblon,
01:11for the knowledge of all our viewers.
01:15Our mountain is high.
01:18If you want to go around the island, it will only take three hours.
01:23If it is mined, it will be wasted because it will be destroyed.
01:30At worst case, many people can die there.
01:36Because if the high mountain landslide and all, where will it go?
01:42To the sea.
01:43We are thinking of the worst scenario that can happen.
01:47Aside from that, this island is very important because it is home to beautiful plants,
01:55different animals, birds that you cannot find elsewhere.
02:01Aside from that, we have IPs, the indigenous people.
02:05There is a community there.
02:08As a Cebuyan who was born there and grew up there,
02:13we are taking care of this.
02:15Now, we are doing a wide-ranging information campaign for the people
02:20because they need to know what to do.
02:24First, we do not like mining.
02:26The people there do not like it, the indigenous people.
02:29This started when we had a barricade.
02:33This is a silence that guards so that mining in Cebu does not continue.
02:39That is true.
02:40There are many destroyed places, these mines.
02:44Even though they have complied,
02:46in reality, many places have been destroyed because of mining,
02:50especially when it is illegal under operation.
02:53Okay.
02:54If the people of Cebu do not like mining in your area,
02:59has this also reached the local government unit?
03:01What is the opinion of the LGU here?
03:04This has reached.
03:06Sadly, they have been silenced.
03:12According to our good mayor,
03:17he cannot do anything.
03:20But the people can do something.
03:22We can do something.
03:24That is why we,
03:26as much as we can,
03:28most of us,
03:30Cebu is a beautiful place and there are many things that can be done there.
03:34I am one of them.
03:35I can say that I am successful.
03:37I am with the people who live in Manila.
03:41We go home from time to time because we have houses there.
03:45Every month, we go home.
03:47Now, when we do information campaigns,
03:52we do not see them.
03:54If the local government cannot do anything,
03:57we, as private citizens, can do something.
04:00How about the national government,
04:02the DNR?
04:04Have you reached this concern?
04:06We have reached it.
04:07We have meetings,
04:09shall we say rallies,
04:10or silence.
04:12We have prayer vigils in our DNR.
04:16Here in the head office,
04:18next to us,
04:19to call
04:21for them not to stop
04:23mining in Cebu.
04:26We are not totally no to mining,
04:32but not only in Cebu.
04:35Cebu is a beautiful place.
04:37I want to invite you.
04:39I am here today
04:42to say that it is a beautiful place.
04:45Visit us there.
04:47You can say that this is a paradise
04:50that should be protected,
04:52taken care of.
04:53That is why,
04:54I, as a spokesperson of the Cebu National Guard,
05:00along with my other group,
05:02are advocating that mining should not continue.
05:06How massive are the mining operations
05:09in the area that is affecting the citizens?
05:11They have started exploration,
05:13but it has stopped
05:16because the people have left.
05:19What are the alternatives
05:22that you can recommend or suggest?
05:25There are jobs that can be affected
05:30because some are dependent on livelihoods.
05:35Responsible mining, shall we say.
05:38Some of the gadgets that we use
05:44and other things that we need
05:46are also obtained through responsible mining.
05:49What are the alternative sources of livelihood
05:52that can benefit the whole community?
05:55In 2005, there was an application for mining,
05:59but because of the local government,
06:02it was not allowed.
06:04They started exploration.
06:09When you say exploration,
06:11they get a sampling of the land
06:13and export it to Cebu.
06:16To be honest, there was no mining back then.
06:19It's been two years
06:21since we started an information campaign.
06:26Now, the livelihood of the people there is not mine.
06:32It's agriculture and fishing.
06:34We are rich in the ocean.
06:36We have beautiful coral reefs.
06:40We imagine that if this continues,
06:44it will be destroyed.
06:46We also have a farm.
06:48Farmers.
06:49That's the primary livelihood.
06:51So it's not mining.
06:53To be honest, on the mining side,
06:55the benefits are just at the beginning.
06:59But if the heavy mining continues,
07:02the locals won't deploy
07:04because they have no knowledge in the reality.
07:07So now, what we are doing
07:11as the president of the Rotary Club of Makati Southeast
07:15here in Manila,
07:17our projects are already underway.
07:22We are planting giant bamboo.
07:27We are also coordinating with other groups
07:32or clubs of Rotary.
07:34And as a SONTA,
07:36I am a SONTA.
07:37I am also the president of SONTA Fort Bonifacio.
07:41And I want to imitate what Mt. Puro is doing
07:45in planting, but also taking care of.
07:48So that is already on the line.
07:51As a matter of fact, on the 24th of this week,
07:54we will have a coastal cleanup
07:56so that we can clean the entire coast.
07:58The seashore from Barangay Asagra
08:01to Barangay Poblacion.
08:03Ma'am, remember,
08:05when we were talking about the Bohol issue,
08:09someone built chocolate hills
08:12that were not supposed to be resorts.
08:15The local people can do the same
08:18if they pay attention to the national government
08:22and national scale.
08:23But still, you are inviting us to your island.
08:27Cebuyan Island.
08:28Cebuyan Island.
08:29What are the tourism attractions there?
08:31We have the Cantingas River.
08:33This is the cleanest inland body of water,
08:37at least in the Philippines.
08:38It is very clean.
08:39You can drink from it in 10 minutes
08:44and it will be cold right away.
08:46It is very cold and clean.
08:48And this is also the source of irrigation.
08:51So the people are worried
08:53that if the irrigation is damaged,
08:56or the cantingas is damaged,
08:58what will happen to the plantation?
09:00It will be lost.
09:01That's why we have a lot of plans for eco-tourism.
09:04That's why we are focusing on not continuing mining.
09:08So that we can continue our projects.
09:12And also,
09:15what we can do,
09:17we are starting to coordinate,
09:20is the coral reefs,
09:22the so-called batuhan,
09:24that should be rehabilitated.
09:26You said 3 hours, right?
09:28You can go around the island.
09:30It's a small island.
09:32You're most welcome there in Cebuyan.
09:34As you described earlier, it's very beautiful.
09:37And we have the Galapagos of Asia
09:39and we have Mt. Giting-Giting.
09:41Let's visit it sometime.
09:42Well, thank you so much, Ms. Vivian,
09:45for joining us here in Rise and Shine Philippines.
09:47Thank you for inviting me.
09:48And I hope this conversation will also open more talks
09:52about the struggles of Ms. Vivian
09:54and her fellow Cebuyan in Cebuyan Island.
09:57Thank you, Ms. Vivian.
09:59Thank you so much.
