00:00The labor market in the Philippines will be even more advanced
00:03following the strengthening of President Ferdinand R. Marcos Jr.
00:07in the Enterprise-Based Education and Training Framework Act.
00:11That is the law that is expected to strengthen the capabilities of the Filipino workers
00:17and to respond to the challenges of the jobs mismatch.
00:21Under this law, the private sector and the government will have a deeper role
00:26when it comes to providing adequate training to the workers.
00:30That is the message of Dian Manalo.
00:34Manolito Rojas has been a factory worker for more than 2 years in Navotas.
00:39But due to his illness and his desire to increase his income,
00:43he resigned from the company
00:45and got refrigeration and air-conditioning servicing from TESDA.
00:49It's a big help for someone like me
00:51who didn't finish school.
00:55When I finish this, I can increase my income
01:00and my salary will increase.
01:02I want to thank the government for passing this law
01:05because it's a big help for people like me
01:09who didn't finish school but had the opportunity
01:14to become a skilled worker.
01:17Good news for people like Manolito
01:19because President Ferdinand R. Marcos Jr.
01:23strengthened the Enterprise-Based Education and Training or EBET Framework Act
01:27today.
01:28This proves the dedication and contribution
01:31of various sectors in strengthening the Technical Vocational Education
01:35and Enterprise-Based Training Program.
01:38This will help address the job skills mismatch,
01:41reduce unemployment and underemployment,
01:44and ensure that all Filipino workers
01:47are globally competitive
01:49and ready for any changes in the labor market.
01:52This law directly addresses the issues
01:55of the lack of formal training and skill mismatches
01:58ensuring that every Filipino can contribute
02:02and benefit from our nation's growth.
02:05This legislative milestone is based on the advocacy of the government
02:09to strengthen, improve, and unify
02:12the various ways of Enterprise-Based Training
02:15under one framework.
02:27According to Senate President Francis Escudero,
02:29the change in the labor market
02:31cannot be stagnant in a short period of time.
02:34The principal author and sponsor of the law
02:37is Senator Joel Villanueva.
02:40We wanted to create jobs that are sustainable
02:44and that gives decency and integrity
02:48to our would-be workers.
02:51Through the EBET Framework Act,
02:54the government and private sectors
02:57will be more stable in providing training

03:03the most urgent needs
03:05and create a brighter future
