00:00Edcom 2, or the 2nd Congressional Commission on Education,
00:03released the results of its study on education in the Philippines.
00:08The Commission found that 6 out of 10 deputy teachers teach subjects
00:13that are not in the line of expertise.
00:15This is what Professor Antonio Contreras will discuss in Punto de Vista, Professor.
00:20Thank you very much and good morning to all of you in the studio.
00:31It is sad to know that out of every 10 teachers in the Department of Education,
00:396 teach subjects that are not in the line of expertise.
00:46For example, there is a math teacher whose major is not mathematics.
00:52He teaches science, but he has a different expertise or no experience in teaching science.
01:01How can a math student learn if his teacher does not know how to solve a problem?
01:10This is the problem.
01:12It is very saddening.
01:14This is probably the reason why we are always confused when it comes to tests, like PISA.
01:22So what is the solution here?
01:25Even though the Department of Education has teachers,
01:31the Commission of Higher Education regulates and punishes teacher education
01:40because the study of education is in higher education.
01:44There are universities like the Philippine Normal University, Delasal University, UP,
01:50that have degrees in education.
01:52So this is the problem, not only of DepEd, but also of CHED.
01:56So what should be done?
01:59First of all,
02:01we should ensure the quality of teacher education.
02:06We should increase the number of curriculums.
02:09And we should give a chance to many people to have scholarships.
02:14Because this is the point.
02:18This is the reality.
02:20Let us admit that the view of education is lower compared to engineering, medicine, or accountancy.
02:32It seems like when you are in education, you will ask yourself if your brain is weak.
02:38Isn't that so?
02:40It is saddening because the teacher is the one who will influence everyone's thinking and intelligence.
02:48All lawyers, doctors, and engineers are influenced by the teachers.
02:53So we should take this seriously.
02:56We should start encouraging students,
03:02smart and talented people to enter education.
03:06To study education.
03:09To become teachers.
03:12And this will only happen if we give them support.
03:16Scholarships,
03:18a chance for them to have free education.
03:22For those who are already teaching in DepEd,
03:27maybe what we should do is not just constant training,
03:33constant capacity building,
03:36but also give them a chance to study their masters in science teaching,
03:42in mathematics teaching,
03:44in social science teaching.
03:46Give them a higher degree.
03:48And give them a scholarship.
03:50Make it free.
03:52In fact, it is a radical solution, but it is necessary.
03:55Let us make it free for everyone who wants to study education.
03:59Instead of private or public.
04:02And for teachers, we should give them free education in their masters.
04:06At least in their masters.
04:08Give them a chance to study their masters in teaching in specific subjects.
04:21Let us take this seriously.
04:23It is saddening that out of every 10 teachers, 6 do not know what they are teaching.

04:33That is not a coincidence.
04:37That is from the study of a committee that is already focusing on our education system.
