00:12But why is this important and what will the public benefit from it?
00:17This is what Professor Antonio Contreras will tell us in Punto de Vista, Professor.
00:22Thank you very much, Dayan, and good morning to all of you in the studio.
00:33It has been a long time since Congress or the Senate or the House of Representatives
00:40established that there is a right to conduct an inquiry in aid of legislation.
00:43Because their job is to make laws, and before they can make laws,
00:48they need to study the issue.
00:50Or they need to review the current laws to see what is lacking,
00:54is there a gap, is there anything that needs to be changed.
00:57And because of this, they need information.
01:00That is why they conduct an inquiry, to gather information.
01:07And it has been a long time since we accepted and established,
01:11even by the Supreme Court, that Congress has a right to cite contempt,
01:15especially those who are invited as resource persons or witnesses,
01:19because it is interchangeable,
01:22they do not say the truth or their process is obstructed
01:27or does not appear in the invitations.
