00:00How long has the former President Rodrigo Duterte been facing in the Senate regarding the issue of war on drugs?

00:06He has made several controversial confessions regarding his policy against drugs.

00:11But despite his confessions, his constitutional right to be considered innocent until proven guilty by the court,

00:20that is what Professor Antonio Contreras will discuss.

00:23From the point of view of the professor.

00:35Innocent until proven guilty.

00:38It is a violation of justice and the law in our country.

00:42It is illegal.

00:44It is being applied equally.

00:47Rich or poor.

00:49Former President or not.

00:52When the former President Rodrigo Duterte was in the Senate,

01:00some of the accusations against him were that he did not follow the orders of the police

01:06to set up the drug suspects,

01:10give them guns, and induce them not to fight

01:15in order to have an excuse to kill them.

01:20That is a good example of willful killing,

01:25where he himself gave the order.

01:29So, even if there is such a confession that we can call an extrajudicial confession but under oath,

01:38the former President Duterte still needs to be tried.

01:43He still needs to be given a chance to repent.

01:49Because, as I said,

01:51innocent until proven guilty.

01:54The Department of Justice should not continue to make mistakes here.

02:01They should file a case.

02:05So that we can prove to the world community,

02:08especially to the International Criminal Court,

02:10that we have the ability and the willingness to prosecute,

02:14even if it is the former President.

02:16Because if even here, we do not do what should be done,

02:21if the Department of Justice falls here,

02:25I, myself, as a rule in joining the ICC,

02:30will say that maybe if that happens,

02:34the ICC should enter

02:37because we are now unable to prosecute.

02:44innocent until proven guilty.

02:48Even if he is the President,

02:51he is still an ordinary citizen.
