23:30sa Philippine government for supporting the modernization projects of the AFP. For next
23:35year po, tututukan natin ang modernizing of our Navy, our naval assets, our air assets,
23:42and of course cyber security. Dahil sa cyber po, walang mahirap at mayaman na bansa. Kaya po
23:48sumabay kapag ka sa cyber po. So ito po, over and above that, we are also strengthening alliances.
23:55Dahil ito po usapin ng South China Sea and West Philippine Sea, hindi lang po tayo ang apektado
24:01dyan. This involves trade to the whole world. Therefore po, itong well-meaning nations and
24:08like-minded nations, eh nandyan dyan po nung nahalinhinan nila tayo. Meron nga ma'am na
24:13international entity na dinob po ang Philippines na tayo daw po ang guardians of the South China
24:19Sea. Kaya tayo lahat po ang bansa na nagsasalita against the other nation about this South China
24:26Sea issue. And dahil tayo po ang nandyan dyan, no? Nandyan dyan po yung supporta nila. Dahil

24:55hindi lang sa panahon po ng gulo, hindi pa sa panahon ng sakuna. So, makita nyo ma'am no,
25:01itong drills natin na kasanga, that is happening. Nandito po yung pwersa ng ibang nasyon. And
25:07nangkaroon po tayo ng bagyo, tumulong po agad sila dahil nanditito na rin po sila. So, ang Australia
25:12po tumulong. And nung Sabado po, dumating na rin po ang C-130 aircraft po ng Singapore,
25:18and may dumating rin po na EC-725 aircraft po ng Malaysia. So, ito pong alliances natin,
25:25bilateral and multilateral, we see them in action. Especially po ngayong sakuna, nakita po natin na
25:31talagang ito pong mga alliances natin are also making the necessary actions to help us in these

27:23requirements. Baka po maliit or makapal po ang grado ng salamin. Dito pong mga to, nawi-wave po
27:29siya accordingly. Depende po sa skill sets that they can offer for the Armed Forces. Ano po yung
27:34height requirement? It's a flat at five feet. Five feet? Okay. Same for male and female. Okay. At
27:43mata dapat twenty-twenty vision ba? Yes, ma'am. At the medical certificate,
27:49dapat clear of what type of ailments? Lahat po yan, ma'am. Ang medical exam po
27:54natin is really very tedious. Talaga pong lahat tinitignan, ma'am. Lalo na po, siyempre, dapat
28:01walang condition sa puso. Kasi, siyempre, ma'am, it's gonna be very physical po yung even the
28:07training, no? Mga ganyan, ma'am. And of course, hindi lang po yan, pati po ang mental state. So,
28:12ang psychological exams po rin natin is very tedious po. So, ito po lahat kailangan po nilang
28:17ipasama. Ano yung mental psychological test pong gusto nyong musilipin? Meron din psychological
28:23tests po that they have to undergo, ma'am. And they also will undergo a set of interviews. Lahat
28:29po yun, ma'am. So, iba-iba po siyang stages that you have to pass through and you have to pass all
28:35of those stages in order for you to be qualified as a soldier of the Armed Forces of the Philippines.
29:00In terms of the budget for supporting this additional personnel, ano po yung kailangan
29:04nilo? I don't have the exact figure, ma'am. But ito pong pinaka-wishlist po ng Sandatahang
29:09Lakas ng Pilipinas, kinuha po sa lahat po ng diba't-ibang staff, no? So, personnel, ma'am,
29:16intelligence, operations, kinuha po lahat ang wishlist na to. And with that po,
29:21prioritize po kung ano yun, ma'am. And this was what was presented to higher authorities, ma'am.

30:41training, we recruit more cyber warriors to join us in the armed forces. Lahat po ito to fortify
30:47our cyber defenses. Pero ang cyber po kasi, ma'am, may napakalawak na usapin. Wala po itong
30:53barriers, wala po itong delineation line na akin lang ito, iyo lang ito. Wala po siyang ganon. So
31:00kailangan din po as a whole of nation and whole of government approach. For the side of the AFP po,
31:05as we have our mandate to protect the people and secure the state, it also transcends to the cyber
31:10domain. Kaya nga po, pina-fortify po natin yan and we just recently created a new unit in the
31:16Armed Forces of the Philippines which is the Cyber Command. Okay, Cyber Command under the
31:21Chief of Staff. Ganon ba kataas yung ranggo ng Cyber Command? It's provisional at this stage,
31:30ma'am, but it's gonna be an O7 position for a two-star post po. Okay, kasi I ask because
31:37yung AFP at yung PNP parang nasa culture of command system. Ano po? Parang top-down. Ngayon
31:44sabi nga ninyo, ang cyber security hindi naman pwedeng ikaw lang, ako yan, sila yan. Kasi parang
31:50how do you exactly operationalize it? Kasi you have service commands, you have regional commands,
31:56and then you have yung mga staff commands. Paano po yung mangyayari kung parang yung iba,
32:02medyo tigulang na o ni walang digital footprint o hindi familiar sa galaw ng mundo ng cyber
32:10space? Eto ma'am, we wanted to have an umbrella unit to marry the siloed approaches together.
32:20Dati meron naman po kaming cyber battalions army, may cyber din po, may be meron po yung air force.
32:28So we wanted to marry all the efforts together, kaya po tayo merong cyber command. Siyempre kasama
32:35din po yan. Ibang units din po that directly deals with cyber operations. Kati po yung ating
32:41social media, kasama na rin po diyan. So makikita po natin yung efforts all together.
32:46And ang isa din pong malaking tulong dito is teaching a lot about cyber hygiene. Kasi
32:54ang cyber basta po. Bawat mamamayang Pilipino kasama po diyan for lack of a better term for
33:00cyber security. Minsan po kasi akala nila technical yan, cyber security. Pero hindi po.
33:05Pag ikaw po may cellphone, kumunecta ko po sa internet, you are part of cyber. Dahil pag marunong
33:12ka po na pangalalagahan ang sarili mo sa sarili mo pong gadget, collectively po ang bawat mamamayang
33:19Pilipino were forming that barricade of cyber defense of the Philippines. Kapag bawat isa po
33:26may mapanuri, hindi po tayo nagkiklik ng mga kahinahinalang link, kasama po tayo sa solusyon
33:33na maprotektahan po ang ating cyber defenses. Over and above that ma'am, pati po yung pagtulong
33:39ng bawat mamamayang Pilipino sa hindi pagspread ng fake news, napakalaking tulong na rin po yan
33:45para po sa amin na patayin po natin yung narrative ng mga nagpapakalat ng mga maling
34:22Opo ma'am, ito po isang misinformation campaign po. Ang layunin po nito is to pababain yung public
34:31trust and minamanipula ang narratiba. So dito po sa kasong ito, nirecognize po natin na kailangan
34:38po natin talagang i-uphold itong transparency and i-prevent po natin itong mga ganitong taktika
34:45na ang intention po ma-exploit yung public sentiment na may mislead ang ating mga kababayan.
34:53So ito pong tinatawag na abduct, surface, donate and release scheme, nagrepresenta po nito ito
34:59ng isang very concerning po na pattern po ng pagpapakalat ng misinformation. And ang gusto
35:08po natin mangyari dito is ang ating publiko e ma-verify po ang mga information channels na
35:15kanila pong tinitignan and huwag po tayong magpakalap pagka ito po ay galing sa mga kahinalang
35:21site. So meron po tayong mga official channels that we really release. Ito pong transparency
35:27initiative po ng ating pamahalaan. And ito po ang legitimate po ng mga news that is coming out
35:34there. And so huwag po tayong magpadala sa mga misinformation that jeopardizes our perspective
35:43on what's really happening. Bagus po collectively pagtulungan po natin na magkaroon po tayo ng
35:50payapa so to speak na cyberdomain. Okay. Pero Karnell, alam ninyo na parang minsan parang
35:58nuisance o parang joke lang o parang ang mga pinagagalingan ng mga ganyang cyber fake news
36:06attacks, ito pa nanggagaling din external? Sa tingin ninyo ba talagang cyber warfare ba yung
36:13mga ganyang attacks na o parang mga mischief attacks lang yan? Marami yan ma'am. That can be
36:19categorized in different things. Kasi pwede po kasi depende po kung ano po yung tinatawag natin
36:25ng motibo ng mga pagpapakalabot ito. So meron po tayong mga motives galing from mga hacktivist
36:35ang tawag natin. Aktibista po. Pero nandito sila sa cyberdomain. Meron din po tayong nation state
36:39attacks na brought about by the geopolitical tensions that are coming in and they want to
36:45disrupt paguluhin po yung estado natin dito sa loob by having iba-ibang opinion. Idaivate tayo sa
36:54bigger issues at hand. So maganda po naalambin natin ang motibo behind all of these attacks that
37:00are happening in the cyber domain by looking at the sources of information that are coming out
37:05there. Kaya nga po ang panawagan namin sa bawat mamamayang Pilipino maging mapanuri po tayo na
37:10pag hindi po legitimate itong site na ito, i-report na po natin para po mag-take down po itong mga
37:17sites ng nagpapakalat ng misinformation and disinformation. Sa mga inyong datos,
37:22ano yung lumalabas? Mga parang activist ba ito o state-nation conflict ang motibo?
37:30Marami yan ma'am. Iba-iba na po. Every day ma'am we are able to monitor these attacks that are
37:37happening and that is also one good way na makita natin. We have intrusion detection systems and
37:44intrusion prevention systems and dito po nakikita po natin ma'am yung sources of these attacks.
37:51But of course we have to establish po the motives behind these attacks. Para makita po
37:57natin ano po talaga ang pulot dulo and rason kung bakit po ginagawa itong mga breaches na ito.
38:05Pero it would help citizens to be more discerning kung alam nila na ang motibo
38:10ba ay nagagaling sa labas o ang motibo ba ay mischief activist attacks lang ito?
38:16Yes ma'am. Kaya nga po dapat meron tayong tinatawag na digital forensics diyan.
38:22So yun po yung ginagawa natin. Every time naman po ma'am na meron kaming na find out may kahina-hinalang
38:26site, binapalabas na po natin yan. Kaya kung makita niyo po, nung meron nga po minsan na meron
38:31nagre-recruit po ng mga sundalo and ang mga former AFP personnel to become mga consultants, na take
38:40down po agad itong site na ito. So pagka may mga ganyan po, tulungan niyo din po kami, you can
38:45report it and ano po pagtulung-tulungan po natin para po agad-agaran po natin maaksyonan ang mga
38:50ganitong insidente.
38:51Pero Col. Francille, sabi po nila pagka sinabing cyber security ano po? You have hardware,
38:57software, technology but also people. Ano po yung behavior so far nung 100,000 plus na mga
39:05personnel ng AFP? Kasi you talked about the need to teach a lot of them kung ano yung cyber etiquette
39:12o discipline o cyber security protocols. Kaya pa yung i-enforce AFP? Kasi you could be so
39:19vulnerable because you have so many people within the force.
39:22Yes ma'am. Ang sabi ko nga po, the Armed Forces of the Philippines is a regimented organization.
39:28So we can implement our policies po and ang policies naman po namin ay nanggaling din po sa
39:33batas. So we trickle it down to our lowest units by creating policies, SOPs in place and we make
39:40sure that we implement this. Over and above that ma'am, basic din po ang ating cyber hygiene lessons
39:46and trainings. Regular po natin yang ikinoconduct sa lahat ng units po ng Sandatang
39:51Lakas ng Pilipinas. And of course, ito pong mga policies that are in place,
39:55lagi din po natin nire-remind yan sa bawat membro po ng ating tasundaluhan. So dahil nga po ma'am,
40:02marami po talagang aspects itong tinatawag nating cyber, kaya po talagang kailangan po
40:09ma-implement po natin talaga to the letter po. Okay. Pero are you really ready for it? Parang
40:15hardware wise or software wise? Kasi parang ang alam ko po is hanggang ngayon is diba may
40:20telepono from GHQ na pwedeng tawagan yung iba't-ibang command. Atsaka parang medyo ganun pa ho
40:26na stage yung ibang mga command natin lalo na yung nasa kanugnong na lugar. Are you connected to
40:33them at all? Meron ba kayong broadband together that you could easily conduct yung inquiry ninyo
40:40kung ang attack e low ka lang o hacktivist lang o ang motibo e masigit pa doon at talagang
40:47national security concern. Are you ready for it? SOPs and directives of the Armed Forces of the
40:53Philippines are cascaded down to the lowest unit. So basta po may lumabas na ito, we cascade it to
41:00all of the units in different means. So it can be via email, we post it in our formal channels,
41:06and of course we also have radio messages to cascade these directives to the lowest units. So
41:16kahit po wala silang connectivity at that time, they will still receive a copy of it via a radio
41:20message. Over and above that ma'am, dito din po sa ating metro, meron po tayo AFP radio. Ang AFP
41:30radio natin is cross-posted also to our Facebook channels and YouTube channels,
41:34and nandiyan dyan po ang ating mga announcements accordingly to our internal audience dito.
41:39Okay. Ngayon, sa totoo lang po, sabi rin ng DICT, pag sinabi mo cyber security, kasama dyan yung
41:45pagpapahalaga o pagbibigay ng protection sa ating mga infrastructure assets. Ano po? Utilities,
41:52particularly water, power, bridges, roads. Kasama po ba kayo sa tumutulong doon o meron
41:58ho bang tungkulin doon ang armed forces din kung sakaling merong attacks on our infra network?
42:06Yes ma'am. Basta po sa usapin po na anything that involves national security,
42:11nandiyan dyan po ang Sandatang Lakas ng Pilipinas. For this po, ang usapin po dito
42:15are called critical infrastructures. Meaning kapag ito po ay nagalaw, meron po siyang efekto
42:22sa pangkalahatang national security. So ito nga po yung power, water, telecommunications,
42:29yung ating mga critical infrastructures natin term. And with that po, napakalaki din po ang
42:35rule ng Sandatang Lakas ng Pilipinas that will play in order to protect these critical infrastructures
42:40accordingly ma'am. Ngayon sa West Philippine Sea, parang sa ngayon diplomacy, ano po,
42:44ang talagang path ng gobyerno natin. And apparently avoidance of yung drawing first blood,
42:50parang sa atin mang galing yung provocation. Pero are you actually ready to parang convince
42:57citizens na we need to stay calm, hindi magkakaroon ng armed engagement o military engagement?
43:05Or is there a parang preliminary stage na you're looking at cyber warfare as possibly the
43:11preliminary stage? Ano po ba, are we ready for parang engagement? We're not. Ano po,
43:17we're still beefing up equipment, air and naval assets, but also getting more people. But cyber,
43:24are we actually vulnerable kung cyber attack ang maging mode of conduct ng China?
43:31Parang sa ngayon ma'am, opo. As I said, we are already at war. We are at war with birds
43:37in the information domain. And ito po, ito po, diyan nga po ang mga avenues where we are at
43:43a level playing field. Wala pong mahirap mayaman na bansa sa information domain and sa cyber domain.
43:48Kaya nga po dito, pumapantay po tayo dyan. And we're really strengthening our capabilities in
43:54these domains. Sa usaping ito po, we have to step back, look at the bigger picture and connect the
44:02dots. Ano po lahat ng mga ginagawa nila and ano po ang connection nitong lahat ng nangyayaring ito
44:09towards the bigger picture, which is the geopolitical tensions. So kasama po yan
44:14with the territorial defense that we are conducting. So with that ma'am, ang inyong
44:21sandatahang lakas ng Pilipinas, we're really doing everything in our power to fortify ourselves
44:28in our country in terms of modernizing, strengthening our alliances. And of course,
44:33dito nga po sa mga domains na kaya nating makipagsabayan, eh dito po talaga din tayo.
44:42We're really pulling up a lot of our efforts in these domains. So lahat po yan ma'am,
44:48sabay-sabay and being done in tandem po. Okay. At mukhang you talked about intrusion,
44:53exclusion facilities. Ano po, kung may attacks man. Pero ang isang huling tanong ko po, magkakaroon
44:58ng halalan sa Estados Unidos. And we know that the armed forces of the Philippines or the
45:03Philippine government in general would like that friendship to be stronger and last longer. Pero
45:10would it matter kung the Republican candidate or the Democrat candidate will win? Of course,
45:15ayaw naman whichever party you have. Yung China is a sensitive matter to both parties. Kayo po
45:23ba yung nagbabantay? Would things change sa relationship ngayon with the US kung ang manalo
45:28e si Trump o kung ang manalo e si Kamala Harris? Yes, ma'am. As I said, hindi po kami nagkocomment
45:35on political issues. But in this case, of course, that will be dependent on the foreign policy
45:41of the sitting president. Kaya nga po, meron naman po tayo ang mga treaty alliances with
45:48the United States. And with that, we have the visiting forces agreement. Nandyan po yung ating
45:53balikat and exercises and all. And they are the one of our longest treaty allies ng Philippines
46:01and then US. So we expect naman po na kung anuman po ang mangyari dito sa halalan, they will still
46:07be honoring the treaties that was signed many, many years ago and continue on with the programs
46:13that are set forth in these treaties that we have with each other. Okay, very good. So intayin po
46:19namin yung Cyber Command, ano po? Kung kailan talaga magkakaroon ng formal announcement at
46:24structure inaugural, ano po ma'am? Meron na po tayo, ma'am. We already have our new commander
46:30for our Cyber Command. But at this point, it's still a provisional unit. Okay. Sino po yung
46:35commander ngayon ng Cyber Command? It's in the Colonel Joey Fontiveros po, from the Philippine
