00:14 Good morning. Here are the first news brought to you by GMA Integrated News.
00:18 Starting today, the jeeps that did not consolidate their franchise for the PUB Modernization Program will be considered as coloreum.
00:28 The LTFRB has no extension for consolidation.
00:34 They will not be caught for now.
00:36 The driver of the Shokos order will be brought and explained within five days.
00:44 If the explanation is not accepted, their franchise will be canceled.
00:48 Yesterday, many people were chasing to consolidate.
00:52 Let's go to LTFRB Chairman Chofilo Guadis.
00:55 A motorcycle rider who passed through the Edsa Busway in Santolan was charged with Special Action and Intelligence Committee for Transportation.
01:06 But instead of stopping, the rider just kept on going and kept on driving straight.
01:10 The rider is like a conforming MMDA enforcer.
01:13 The MMDA is now investigating if the rider is really a human.
01:17 The MMDA said that whether he is a human or not, the rider can be charged up to P30,000.
01:25 A traffic enforcer in Bacoor, Camite was shot by a riding in tandem.
01:32 Based on the investigation, the victim was shot four times while on duty on Monday.
01:38 The enforcer died in the hospital.
01:40 The police are looking for CCTV footage to find out about the passersby.
01:46 The President Bongbong Marcos ordered the Department of Energy and the Ministry of Finance to buy vehicles for many people who use electric vehicles in the country.
01:59 Here is my first news.
02:01 On the last day of consolidation for the Jeep of Modernization,
02:08 President Bongbong Marcos ordered the Energy Department and the Ministry of Finance to buy vehicles for many people who use electric vehicles.
02:17 According to the DOE of 2023, only 7,000 registered electric vehicles are in the country.
02:24 Less than one percent of the country's 14 million registered electric vehicles are not yet registered.
02:28 The main reason for this is the higher price of electric vehicles, which is more expensive than 20 to 50 percent.
02:35 We just have to address the worries if there will be a transition.
02:40 That is the upfront cost, where can we charge, what can we save or spend, and if there is a financing available for that.
02:50 If a normal vehicle of a modern Jeep is worth 2 million pesos, for example, the same electric Jeep is worth up to 3 million pesos,
02:59 but what will it get in return?
03:01 In the case of diesel, it will be 11 pesos per kilometer, but in the case of electric vehicles, it will be less than 2 pesos per kilometer.
03:15 Electric vehicles have a 65 percent lower operating cost than the traditional conventional vehicles, PUVs.
03:27 We estimate that we will have 2.4 million savings over a 15-year period using electric vehicles for public transportation.
03:39 The plan to replace electric vehicles is to replace 10 percent of the government's vehicles.
03:44 Some steps to encourage more people to use electric vehicles.
03:47 The government has laid out from suspending import tariffs, excise tax exemption,
03:53 priority on processing LTO and LTFRB, and we have an electric vehicle exempted from the vehicle volume reduction scheme or the number coding scheme.
04:03 So if we were caught by MMDA number coding, if we saw an electric vehicle, there is no offense, it is exempted.
04:11 Aside from improving infrastructure such as charging stations, part of the program is to train more workers
04:18 so that there will be a chance for manufacturing of electric vehicles and batteries used in these.
04:24 Christian Asinado is a pharmaceutical company that recruits doctors to prescribe their medicines in exchange for commission and incentives.
04:35 According to Asinado, JBR is like a multi-level marketing scheme.
04:39 The operation is run by Belkens Pharma Inc., which has doctors as investors.
04:44 There are incentives for doctors such as bonuses, luxury goods and trips abroad.
04:50 Doctors are also given luxury cars by Senator Jigoy Estrada.
04:55 Belkens has heard that they don't violate any law.
04:59 The check was shown in the hearing. It is not a commission but a discount given to the doctor.
05:05 The luxury car is not an incentive but a doctor bought it from their company.
05:11 Belkens admitted that doctors have trips abroad, but it is for the sake of increasing knowledge and skills upgrading.
05:18 The Department of Health, Professional Regulation Commission and other medical associations are also investigating the issue.
05:34 Updates on the hot matches in the NCAA Season 99 Volleyball Tournament.
05:40 In women's volleyball, Letran Lady Knights won against LPU Lady Pirates.
05:45 Lady Pirates won the first set but the Lady Knights won the next three sets.
05:50 San Sebastian Lady Stags won against EAC Lady Generals.
05:54 The final score was 3-1.
05:56 In men's volleyball, Letran Knights won against LPU Pirates.
06:01 Let's tie the score to 1-1 before the Knights can continue their talk.
06:05 Watch the games live on GTV and on the social media pages of NCAA Philippines and GMA Sports.
06:12 Igan, if you will pass by EDSA, the EDSA flyover is already closed for the repair of the bridge.
06:23 How is the traffic? Let's find out in the first news live of Bam Alegre.
06:30 Bam!
06:31 Igan, good morning.
06:33 The time of travel will increase if you will pass by the southbound lane near EDSA Camonings in Quezon City.
06:39 Because the first day, the Camonings flyover was closed in the southbound lane.
06:44 So, expect the traffic to be tight.
06:47 It's still early. The traffic is tight in the southbound lane of EDSA Camonings in Quezon City.
06:56 Today is Labor Day. The first day of the southbound lane of Camonings flyover was closed for preventive maintenance.
07:02 One and a half lanes will not be used. That's what the motorists usually use.
07:06 A lane that is open will remain open for the EDSA bus carousel.
07:10 The Department of Public Works and Highways prioritized retrofit to ensure the structural integrity of the flyover.
07:16 To avoid deadlock, the MMDA recommended that the residents of the lane near the flyover be used.
07:21 Like Mother Ignatia Avenue, Panay Avenue, or Eugenio Lopez Jr. Drive.
07:25 Until October 25, EDSA Camonings flyover will be repaired.
07:29 It's a holiday today, so this is not the usual density of vehicles.
07:49 But even so, there is still a little bottleneck in this area.
07:52 You can see here, behind us, there are concrete barriers that separate the lane.
08:00 This is the first news from Quezon City, Bamalegre for GMA Integrating News.
08:06 The Senate is now discussing how to return to the old schedule, the reopening of classes.
08:13 The effect of heat and rain is being discussed there among students and teachers.
08:18 Here's the first news from Dano Ting Cungco.
08:22 We can still see here that in both stations, in Metro Manila, we can still see that during the month of May,
08:29 their heat index values are still higher.
08:32 That is what the Senate's hope for the reopening of schools.
08:39 If that is done, the heat will be avoided every April and May.
08:44 However, it will be facing the rain, even though it's only for a few days.
08:50 The pros are, there will be a decrease in the number of school days with extreme rainfall, so somewhat beneficial then.
08:57 But, and also, reduced tropical cyclone-related concentration of classes.
09:02 The Department of Health said that the rain will be avoided, but the heat is felt everywhere.
09:08 In the rain, we are careful to avoid flooding, to avoid drowning.
09:16 But in the sun, we are careful to avoid being affected by the heat.
09:24 But it seems like there's no need to be afraid, because the DepEd said that they have already submitted to the President
09:30 a more aggressive return to the old school year, because he has the power to make that decision.
09:35 In the new plan, the number of students will be reduced by 15 days.
09:40 This can be done by Saturday classes.
09:43 This is a result of the survey, where the answers were not really heated.
09:49 The position taken by the Department of Education on the gradual reversion to the April-May school break
09:54 was based on the preference of the majority of the general public,
09:58 the significant economic impact of summer breaks as a tourism drive for local destinations in the country.
10:04 The decision of gradual revert to April-May school break was not brought about by climate or weather considerations.
10:11 While that is not yet there, there is the power of school administrators to suspend classes or shift to alternative delivery,
10:18 so they asked for a more detailed heat index from Pagasa.
10:22 We are hoping that Pagasa could help us with this, because the arbitrariness, as you mentioned,
10:27 is like, in comparison to typhoons, we can see, we can actually see typhoons.
10:33 But for heat, we can only feel them, or feel it.
10:37 So it becomes more subjective for something that we just feel than something that we see.
10:42 Currently, we are exploring methods in order for us to estimate the values of temperature
10:49 for a particular location in the absence of a sensor, for instance.
10:54 We are looking at the possibility of utilizing physically based models,
11:02 wherein considerations of elevation or topography for a particular location is being considered.
11:10 This is the first news, Dano Tincunco for GMA Integrated News.
11:17 We are still here in Espana, particularly in Pinoval Street in Manila,
11:24 where the groups of workers are gathering now, this Labor Day.
11:30 And as part of their calls, the 150 pesos across the board, daily recovery increase,
11:40 the DOLE is saying that the Regional Tripartite Wage Board has already implemented the increase in wages of workers.
11:49 But the workers are still here, many of them are still calling for wage increase.
11:56 What they are saying is that they need a living wage.
12:01 So the groups here are different, there is PISTON, there is KILUSANG MAYO UNO,
12:06 there is TUCP, Trade Union Congress of the Philippines.
12:09 And at this point, we will talk to one of the working students.
12:14 What is your name?
12:16 Daniela Rariego.
12:17 Where do you work?
12:19 In a BPO company.
12:21 How is your salary there?
12:24 Our salary is really low, it is not enough for someone like me who is studying while working.
12:33 And how much do you think should be the salary of someone like you who is working?
12:38 For me and for the majority, it is important that the DNP really gives the poor, they should be compensated.
12:48 I want to push the national minimum wage of 1,100 pesos, to remove the regional wages.
12:58 Because if you learn in the Philippines, the expenses are not different in each region.
13:05 And the expenses are continuously increasing, wherever you are in the Philippines.
13:10 Thank you very much, and I hope your calls are heard.
13:14 Meanwhile, I will show you the groups that are gathering here.
13:19 The bike lane and the other lane here in Espana are already occupied.
13:27 We can see that the traffic here is also tightening because they have already occupied some lanes here in Espana.
13:37 At this point, we will talk to Ian Porquiao from Bien Philippines.
13:43 Good morning to you, sir.
13:45 Yes, good morning.
13:46 Can you give us an idea of what are the protesters who are protesting now?
13:54 Because they say that the regional tripartite wage board has already given the gift to the workers.
14:01 In fact, the salary increase has already been implemented.
14:05 So what else are you asking for?
14:07 Actually, we are from the BPO Industry Employees Network Philippines, workers in the call center.
14:12 We are not covered by the salary increase that the Department of Labor is saying.
14:18 In fact, the 35 pesos or 30 pesos they gave last year, it will be almost different if we consider the inflation.
14:25 Many are saying that the living wage should be 1,200 pesos per day, the salary of the workers.
14:34 But the salary increase they gave is not enough.
14:37 So now, since the increase has been implemented, and after one more year, it will be increasing,
14:45 what do you think will be the target of your protest and do you think it will be heard?
14:54 The main thing we are calling for now is to increase the salary across the board.
14:59 In the BPN Philippines, we want to have 31,000 entry level workers in all call centers in the Philippines.
15:08 And we are also supporting the so-called living wage.
15:13 We want the quality of life of the citizens to be decent, but the government cannot give it.
15:20 A simple 150 pesos wage increase or even the 750 pesos across the board wage increase, they cannot give it.
15:26 So it means that we cannot expect anything from the administration of Marcos.
15:29 Have you already talked to the Department of Labor and Employment about this?
15:32 So that your talk will be more sit down, and it will be heard.
15:39 Actually, it has been several times, from the high level tripartite mission until the regional wage consultations.
15:46 We have given our position paper several times that we want to have a living wage here in our country.
15:53 So from here, you will march to?
15:56 Yes, from here, the whole group of workers will march to Mindola.
16:03 We are just waiting for other people and we will go to Mindola.
16:07 Thank you very much Sir Ian from BPN Philippines.
16:10 And be careful with your protest. Happy Labor Day.
16:13 Meanwhile, there are other groups of workers who are also supporting their protest.
16:20 Today is Labor Day and they will also go to Mindola.
16:25 And live from Manila, we have the first news, James Agustin.
16:30 Good morning James, how is the situation there?
16:33 Good morning. This is just the beginning of Recto Avenue in Panolocanang, Nicanor, Rios Strait.
16:42 The police allowed the program of the WPL or Workers for People's Liberation.
16:48 As you can see behind me, earlier they were marching towards Mindola but the police blocked them.
16:55 They are members of the CDM Unit of the Manila Police District.
16:59 I will just show you the police line.
17:01 This is the lane of Recto Avenue that is going towards Mindola.
17:06 Before this, earlier, the WPL members were gathering at Recto Avenue near Panolocanang, Quezon Boulevard.
17:15 They were bringing placards with their demands.
17:19 Including raising the wages of workers, lowering the prices of goods and free housing from the government.
17:27 At 6.40 in the morning, they were marching towards Mindola where they will continue to protest.
17:34 But the police blocked them when they arrived here at Panolocanang, Nicanor, Rios Strait.
17:40 The people of the Manila Police District were watching them and they will not allow them to reach Mindola.
17:46 What we are calling for is a legislated wage increase.
17:55 Workers need to increase their wages.
18:00 In particular, the living wage should be increased.
18:03 But of course, whatever we can fight for, we need to increase it.
18:15 Because the crisis is having a severe effect on the lives of the workers.
18:21 Meanwhile, the WPL members are continuing their program.
18:29 The program that should have been held in Mindola has been continued.
18:33 We haven't talked to their Secretary General about their plans yet.
18:37 But the WPL members have already covered the one lane of Recto Avenue that leads to Mindola and it is causing heavy traffic.
18:45 First the latest from Manila. I'm James Agustin for Jemai Integrated News.
18:50 President Bongbong Marcos is lonely in the face of Labor Day.
18:54 According to the President, he is recognizing the sacrifices of Filipino workers to protect the economy of our country.
19:01 The President is also congratulating those who are standing up for the rights of the workers and their issues.
19:08 He is expecting the government to continue supporting the Filipino workers.
19:17 The Philippine Coast Guard and Bureau of Fisheries and Aquatic Resources have added a new barrier after the new water supply of Chinese ships in the West Philippine Sea.
19:29 The Chinese Coast Guard also added a floating barrier in Bajo de Masinloc, where the Philippine ships are going.
19:36 Ian Cruz, Rafi Tima and Marisol Abdurrahman have the first news.
19:44 This is how strong the Chinese water cannon in the BRP Datu Bangkaw of the BFAR is.
19:49 The BRP Bagakay of the Philippine Coast Guard was also included in the Datu Bangkaw for maritime patrol and distribution of food and diesel to fishermen.
19:59 According to the PCG, four Chinese Coast Guard and six Chinese militia vessels have conducted dangerous maneuvers and obstructed the Philippine ships.
20:09 Before dawn, when the ships were already near Bajo de Masinloc, the BRP Datu Bangkaw was hit by water and hit its starboard aster.
20:18 As the water cannon continued, the Chinese Coast Guard and BFAR vessels were hit.
20:25 According to the National Task Force for the West Philippine Sea, several ships were damaged, including its electrical navigation and radio systems.
20:36 After this, the water was bombed eight times.
20:40 The CCG and Maritime Militia also bombed it three times.
20:44 This was a hit from the PCG.
20:48 The BRP Bagakay of the PCG was helped by two Chinese ships.
20:52 Three Chinese Coast Guard ships immediately entered Bajo de Masinloc.
20:57 In the distance, a Chinese Navy ship was seen.
21:02 At one point, the BRP Datu Bangkaw of BFAR was separated from the BRP Bagakay of the Philippine Coast Guard after a large Chinese ship was hit.
21:12 To be safe, the ships were conducting evasive maneuvers.
21:16 We were able to continue our run but the Chinese Coast Guard ships were very close.
21:23 This maneuver was very dangerous.
21:27 Because of any mistake, we could have been hit.
21:32 The fight lasted for 20 to 30 minutes.
21:36 The BFAR ship was blocked so our Coast Guard ship was conducting evasive maneuvers to avoid it.
21:42 Eight Chinese ships were blocking our passage until the Coast Guard ship was able to escape.
21:47 From the Chinese blockade, they headed to Bajo de Masinloc.
21:50 Our captain was able to conduct evasive maneuvers to avoid the Chinese Coast Guard ship.
21:57 The direction of Scarborough Shoal is here.
22:00 We were forced to go to the Chinese Coast Guard here.
22:03 We were being blocked to enter Bajo de Masinloc.
22:07 But now, we are heading to Bajo de Masinloc.
22:12 Two Chinese militia boats were blocking our passage but the BRP Bagakay was able to escape.
22:18 After a few minutes, we were able to reach the Bajoran Bay.
22:22 This was a rare opportunity for a Philippine Coast Guard ship.
22:26 But the Chinese Coast Guard ships were able to reach us quickly.
22:29 And within a few minutes, they opened their water cannon.
22:33 This is one of the rare occasions where the Philippine Coast Guard ships were able to open their water cannon.
22:38 And now, the Chinese Coast Guard ships are doing this in Bajo de Masinloc.
22:41 This is the first time that a Philippine Coast Guard ship was able to get this close to Bajo de Masinloc.
22:51 At first, the Chinese Coast Guard ship 3105 was only allowed to open its water cannon.
22:56 The water cannon was also opened by the CCG 5303.
23:00 Later on, our ship was hit.
23:05 Because I was still flying my drone, I was not able to get inside the ship to complete the mission.
23:11 The bridge of the ship was blocking the water cannon.
23:15 The Chinese Coast Guard ships were able to open their water cannon.
23:22 I will go inside first.
23:32 The Chinese Coast Guard ships were able to open their water cannon for a long time while the captain was maneuvering to avoid the important items outside the ship.
23:40 The Chinese Coast Guard ships were able to open their water cannon while we were still flying our Philippine Coast Guard ship.
23:46 Their water cannon was so powerful that you can feel the roots inside the pilot house.
23:54 They were able to stop the water cannon after the Philippine Coast Guard ships were able to open their water cannon.
24:00 Stop your water cannon. You are posing danger to our peasant.
24:04 This is against international and Philippine national laws. Over.
24:08 Because of the water cannon that the Chinese Coast Guard ships were able to open, the left railing of the BRP Bagacay was damaged.
24:13 The LED panel was also damaged.
24:16 The canopy on the back of the ship was also damaged.
24:19 It was also damaged and it was not able to be used anymore.
24:21 But the Chinese Coast Guard ships were not yet able to finish opening their water cannon.
24:27 The Chinese Coast Guard ships were not able to stop until we were able to leave the Baho de Macinloc.
24:32 Even though we were already far from the bay, the Chinese Coast Guard ships were still able to continue to follow us.
24:37 Every time our ships stopped, they were able to open their water cannon that was like a storm.
24:43 Because of the water cannon of the Chinese Coast Guard, the resupply mission of the BFAR was not able to continue to the Filipinos in the Baho de Macinloc.
24:50 But the Philippine ships will surely return to help the Filipinos who are still trying to survive and fish in the place where they have been fighting for decades.
25:01 According to the PCG, the Chinese Coast Guard ships were able to install a 380-meter floating barrier to block the entrance of the Panatagshol.
25:10 The broken canopy of the Philippine ships was proven by the strong water pressure that the Chinese Coast Guard ships were using to block the entrance.
25:18 Very rare we can see a water cannon on our Coast Guard vessel.
25:23 So this could be an escalation in that sense and I relate this to bring back.
25:31 According to the Chinese Coast Guard, they were able to evacuate the Philippine ships that were entering the Baho de Macinloc, which they call Wangyan Island.
25:41 They did it professionally and in accordance with the law. And the Philippines said that they were able to evacuate their ships.
25:49 The United States promised to support the Philippines as its ally in upholding freedom of navigation and international law.
25:58 Before this, since last week, a Chinese flagged research vessel was also spotted in the sea surrounding the Bicol region.
26:07 Three Chinese survey and research vessels were also spotted in the island.
26:12 This is the first news. Ian Cruz, Rafik Pima, Marisol Abduraman for GMA Integrated News.
26:20 Global warming and global boiling is what the United Nations is calling for in the heat we are experiencing right now.
26:29 And joining us now is Jefferson Chua, campaigner of the environmental organization Greenpeace.
26:35 Good morning.
26:37 Good morning, Ian.
26:39 If there is a global boiling, is this an indication that it is irreversible, the effect of climate change?
26:46 The effect of climate change is not yet reversible.
26:51 Although, we can say that our window of opportunity is small.
26:57 That's why the language is like that, that global boiling is already happening.
27:01 Aside from the literal feeling that it's getting hotter, climate action around the world with other countries, especially the developing countries, is urgent.
27:13 So there's a solution?
27:15 Yes. It's not going to disappear from our horizon.
27:20 Aside from being more ambitious in the Paris Agreement, we need to find a way to meet the big fossil fuel companies that are being shown by the CNC
27:34 that they have an attribution to their continuous use of fossil fuels in the heat of the time.
27:43 But on the other hand, there are press conferences of rich countries, especially actions on climate change.
27:50 It seems like it's a bigotry because this is what we call global boiling.
27:55 Yes. What we're saying is that the window of opportunity is until 2030.
28:03 Our target is not to exceed the average of 1.5 for 2030.
28:11 The truth is, it's already hard.
28:14 That's why we call for being ambitious.
28:19 The targets of other countries and find a way to transition away from fossil fuels,
28:29 these companies and answer them to the historical emissions that are now coming from what we feel.
28:36 Jeff, you mentioned the responsibility of the rich countries.
28:41 Can't we ask them for damages, us who are in the third world country?
28:46 Yes. In fact, last year during COP, we found a way to give space for the discussion of loss and damage.
28:58 This is a mechanism where the rich countries need to pay developing countries
29:11 because of the climate damages they feel and suffer.
29:16 Now, the most important element here is not only the rich countries who pay,
29:25 but also the big companies where they are in these big countries.
29:31 That's the most important because we saw that there's a clear link, a clear attribution.
29:37 The continued business operations of these big companies where we feel now.
29:44 What's the scenario of this battle that we're experiencing in the world?
29:49 Is there a next level, the global boiling? Is there a next one?
29:53 We're saying, many are saying that this is the beginning of what we feel is the limits of our climate.
30:04 In fact, there's a forecast this week that it will reach 57 degrees in other parts of the country.
30:12 This is just a foretaste of what we will feel.
30:17 There are still concerns, there are systems that will fail because of the heat and rising temperature,
30:32 especially on the biodiversity side.
30:34 We saw that there was a coral bleaching that happened due to the rising temperature of the time.
30:41 Of course, there are also biological systems that will be threatened due to the global warming.
30:48 How can we help our countrymen to reduce the effects of climate change?
30:55 One of the biggest things that we need to do now is to unite and demand,
31:02 especially from politicians and policy makers,
31:06 to enact policies that are not only aligned with the Paris Agreement,
31:12 but also allows for space for climate accountability to happen.
31:17 There are already a lot of steps for our policy makers,
31:21 but we really need to strengthen our voices to make these big companies grow.
31:28 There are already a lot of efforts that we see from the youth sector,
31:33 from different sectors of society that are uniting our calls for climate accountability.
31:40 That's why we need to strengthen and reflect the urgency of what we call global boiling.
31:46 Thank you very much Jefferson Chua of Greenpeace Philippines. Take care.
