00:00If lawmakers in the past constantly downplayed the rumblings on the supposed impeachment plan against Vice President Sara Duterte before,
00:08some of the Solons are now actually looking at several grounds for the filing of such complaint against the second-highest official of the land.
00:17Melales Moras has the full details.
00:21The House Committee on Good Government and Public Accountability has identified two grounds that could be used to file an impeachment complaint against Vice President Sara Duterte.
00:32According to Committee Chair Joel Chua, these are graft and corruption and betrayal of public trust due to the alleged misuse of confidential funds by the Office of the Vice President as well as the Department of Education when VP Sara was still in charge.
00:47The first one is the issue with the safe houses which amounted to P16 million. These prices are very high and they cannot be explained.
01:00The second reason is the issue with the DepEd, the initial certification of the army apparently to justify their use of worth more than P15 million of confidential funds.
01:19But unfortunately, it was denied by the army that there was a download of money from them for the purpose of Youth Leadership Summit.
01:30Chua emphasized that initially, their hearings were only intended to craft new laws on the proper usage of government funds. However, as their investigation progressed, they found grounds for a potential impeachment complaint.
01:43Nevertheless, the Vice President still has an opportunity to explain her side provided she and her staff attend the committee's next hearing.
01:51If she and her staff will not be present at the OVP, we will discuss with the committee on our next move.
02:06In a statement, House Senior Deputy Speaker Aurelio Don Gonzalez Jr. said that the House panel could also recommend a plunder case against the Vice President due to the alleged fund misuse.
02:18But Chua clarified impeachment must come first.
02:21As I see it now, we cannot file a plunder case against VP because she's the sitting Vice President.
02:33So what I should do first is to file an impeachment. So after the impeachment, once proven or impeached, that's the time for cases to be filed against the Vice President.
02:49For his part, Manila 6 District Representative Bienvenido Abante Jr., who serves as the committee's senior vice chair, agrees with Chairman Chua's statements.
