00:00The congressmen did not like what Vice President Sara Duterte said in a press conference about the use of the fund of her office.
00:10She said that she has a grudge against the congressmen.
00:16Here is what Mela Lesmora said.
00:19Some congressmen were dismayed by the words of Vice President Sara Duterte when she faced an investigation by the House Committee on Good Government and Public Accountability.
00:31She blamed the budget utilization of the office of the Vice President in the past years, including the 125 million pesos of confidential funds of the OVP in 2022,
00:42as well as the use of the fund of the Department of Education when Vice President Sara was still in office.
00:49According to Batangas Second District Representative Gervie Luistro,
00:52it is the obligation of all public officials to answer if there are issues that are being thrown at them.
00:58That is why she was dismayed by this incident.
01:02I wish to remind the committee, our esteemed colleagues, and the Filipino people of the constitutional mandate that public office is a public trust.
01:16When there is a question, we're bound to answer.
01:20We're bound to explain.
01:22As a matter of fact, no less than the Philippine Constitution provides, we are accountable to the Filipino people at all times.
01:32I hope that the OVP will be enlightened to address the issues instead of attacking this institution of politicizing and matters concerning politics.
01:47That is also the view of the young party list representative Raul Manuel and House Assistant Majority Leader Jefferson Congjon.
01:54Congjon clarified that they are not attacking the Vice President.
01:59The purpose of this inquiry is not to attack anyone, but to shed light on matters that affect our nation's governance.
02:07Refusing to testify under oath sends a signal that there is something to avoid.
02:15We are disappointed.
02:17Actually, this hearing is accompanied by the plenary debate on the Budget for 2025.
02:27We have afforded several opportunities for the OVP, actually, not only in our formal budget hearings, but also in the Committee on Good Government, Mr. Chair.
02:39So, I think, again, we can let the Filipino people judge what the performance of the officials in the government is.
02:50At first, the Vice President refused to testify, which is usually done by personalities at the beginning of a hearing.
03:00In his reply, VP Sarah also admitted to the camera that she is only politically active while defending their office.
03:08We have not done anything wrong.
03:14There is no misuse of funds.
03:19If there are audit findings, we shall gladly respond to them before the Commission on Audit.
03:28And if there are legitimate cases to be filed, then we shall gladly respond to them before the appropriate courts.

03:39You can skin me alive and throw my ashes to the wind.
03:44But let it be known, you will find me unbowed.
03:50I will continue to serve the Filipino people no matter the personal cost or political intrigue.
03:59After that, Duterte said goodbye and left the hearing, which was approved by the committee.

04:08the discussion continued where the Commission on Audit and Department of Budget and Management
04:14responded to the questions of congressmen, particularly regarding the OVP budget utilization.
