00:00The government has been working around the clock to ensure all the necessary assistance are provided
00:05to those severely affected by the latest weather disturbance.
00:08Here to give us an update about the steps being taken by the Marcos administration
00:13is the Department of Interior and Local Government Secretary Jonathan Victor John Vic Rimulya.
00:18Good evening, Secretary Rimulya.

00:26Good evening, Secretary John Vic.
00:28Sir, what provinces are currently being hit hard by the severe tropical storm, Christine,
00:33and what is the Chief Executive's directive to you and to the governors as well?
00:38Well, the hardest hit yesterday, and yesterday was the Bicol region and up to the Barum area.
00:47Today, the hardest hit were Region 4, specifically Cavite and Laguna,
00:53where now a total, not only in the total, in totality of the Philippines,
00:57over a million families have been affected with, let me get an exact number, with,
01:09wait, I have the exact number here, with 5,097 evacuation centers and 160,000 plus families
01:21already inside evacuation centers.
01:24The President has directed to exert all efforts necessary in order for relief efforts to arrive.
01:30However, we are hampered by the current situation of
01:35the floods, especially in the Bicol region.
01:38Cavite is also hit hard, especially in the coastal areas of Noveleta and Rosario and
01:43parts of General Trias, but I think that we will – it is being handled as we speak.
01:50The President has also instructed that standby field hospitals be ready in case that the
01:56hospitals, especially in the Naga region, cannot handle the current load.
02:00As of present, we have made an accounting of the hospital beds'
02:04capacity, and it is still within capacity of the province.
02:07The DOH is on standby to airlift the hospital there, as well as the relief goods from the DSODD.
02:14Secretary Romulia, speaking of beds, what are the field medical hospitals
02:18ordered by the President, and where are these?
02:22These are here in NCR.
02:23We have three of them, which are accredited by the United Nations as field-ready.
02:30They are tested already, and they are of international standards.
02:34We are actually one of the few countries who are already ready with these hospitals,
02:38and we have to commend the DOH for preparing these.
02:41Secretary John Wick, how many evacuation centers are there currently, and can you tell us
02:45the number of individuals who are presently staying in these centers?
02:50As of last count, there were 5,097 evacuation centers with over 166,000 families
02:57already occupying them.
03:00However, we must state that more than a million families were affected by these storms,
03:05and that's not a complete accounting yet.
03:07That is only as of 7 p.m.
03:09As we speak, Laguna and Quezon are being hit hard by the
03:14rains, and we still have to get the full accounting.
03:17Secretary John Wick, can you ask what is the situation now in the affected regions?
03:23The regions of Naga and up to the storms have already exited as of I think 6 p.m.
03:34The Iota storm has exited off, I think, La Union or Ilocos Sur.
03:44But the rain still persists in the area, especially here in the areas of Region 4
03:49and Bataan and Zambales.
03:52So we will have a full accounting by around 12 p.m.,
03:56and I think tomorrow the relief efforts will go on full blast.

04:01What is the government's main intervention now as we deal with this typhoon, Secretary?
04:08Well, the main interventions are already in place.
04:12We have to commend the DSWG Secretary for preparing very well.
04:15The relief goods were prepositioned before the storm happened.
04:21The only hindering factor really were the high floodwaters,
04:24because that's why we couldn't get to them in a timely manner.
04:27However, this should serve as a lesson to all of us,
04:29to prepare our budgets for next year to have a readiness program.
04:34In this kind of situation where history has taught us lessons over and over again,
04:41we must be ready all the time,
04:42and we must have the physical capacities present even before the storm hits.
04:48So my department is looking into pouring a lot of resources into disaster prevention
04:55and mitigating efforts for the next year's series of storms.
