00:00Minahan in Camarines Norte was invaded by the authorities because of an illegal operation

00:06where 11 Chinese nationals were found in the so-called Minahan.

00:22This video shows the operation of the joined forces of the Presidential Anti-Organized Crime Commission,

00:27Bureau of Immigration, Parakale Municipal Police and other local operatives

00:32in an illegal operation in Barangay Tugos, Parakale, Camarines Norte

00:38around 8.30 a.m. yesterday morning.

00:4111 Chinese nationals were found by the authorities in the so-called Minahan.

00:46Under the visa of a mission order,

00:48the operatives occupied the illegal mineral processing plant after two weeks of occupation.

00:55Machines and equipment for the mineral processing plant were confiscated from them.

01:00According to the authorities,

01:02the mining company did not have a valid document

01:05while only a tourist visa was held by the last 11 Chinese nationals.

01:11However, this is a guerrilla mining operation.

01:13So the last 11 Chinese that we caught earlier,

01:17they did not have a valid permit.

01:19What they have is a tourist visa.

01:21Their tourist visa does not allow them to work in economic activities.

01:26It is an immediate violation of our immigration laws and criminal laws.

01:31Also, apparently,

01:33their license, their environment compliance certificate,

01:38is only for one area.

01:40They expanded another area.

01:42They did open pit mining.

01:45Because they expanded,

01:46their environmental compliance certificate should have an amendment.

01:50But they did not apply for an amendment in the DNR

01:53for the new area of mining.

02:07is the involvement of a local government official in the illegal mining.

02:11Information is coming out that this is the property of a local government official.

02:25incumbent municipal councillor

02:27or former municipal councillor.

02:31Chinese nationals who were caught in the inquest proceedings

02:34have already traveled to Manila.
